AG Nessel Charges Whitmer Appointee Fay Beydoun With Embezzling $20 Million In Tax Dollars

Lansing, Michigan. Michigan Attorney General Dana Nessel has filed 16 criminal charges against Fay Beydoun, a Whitmer appointee and political donor accused of embezzling and misusing a $20 million taxpayer-funded grant connected to the Global Detroit International Business Accelerator.

According to investigators, the grant was approved in 2022 through the Michigan Economic Development Corporation while Beydoun was serving on the MEDC executive committee. Prosecutors allege the project failed to carry out its intended purpose and that taxpayer money was instead spent on luxury items, travel, and personal expenses.

Alleged Misuse Of Taxpayer Money

  • $4,500 coffee maker purchased with grant funds
  • More than $11,000 in first class airline flights charged to the grant
  • Luxury travel expenses allegedly billed to taxpayers
  • Personal spending allegedly paid for with state grant money
  • Prosecutors say funds were used for expenses unrelated to the grant’s purpose
  • State officials say the Global Detroit International Business Accelerator failed to fulfill its intended mission
  • MEDC is attempting to recover approximately $8.2 million in taxpayer funds

The controversy is drawing additional scrutiny because Beydoun was appointed by Governor Gretchen Whitmer and reportedly hosted a fundraiser for Whitmer while seeking approval for the grant. Critics are now questioning why such a large amount of taxpayer money was approved and whether political connections influenced the process.

The investigation first became public in July 2025. Whitmer later said she was “very troubled” by the allegations and demanded the return of millions in taxpayer money. Criminal charges were officially filed in 2026.

The case is now being added to a growing list of taxpayer spending controversies in Michigan. DTE Energy received approval for $585.6 million in rate increases while Consumers Energy received another $154 million increase. Michigan’s SOAR program spent nearly $1 billion tied to 1,846 projected jobs, and the University of Michigan received $100 million in state support despite having a reported $21.2 billion endowment. State auditors have also reported roughly $19.5 million in unaccounted child care subsidy payments.

Now another $20 million taxpayer-funded program is at the center of a criminal case.

Questions continue to grow about the approval process itself. Why was Beydoun selected for such a large grant? How did MEDC fail to catch the alleged misuse? Did political relationships influence the decision? Why did it take years for criminal charges to be filed? And will anyone involved in approving the grant face accountability?
