Topic: Snyder screws Flint Police again!

Under brown the Flint Police were forced to take larger cuts than other union groups. Now, with the backing of Snyder, Darnell Earley is planning an even larger decimation of the Flint Police union. I am told Earley has told the police every thing is on the table.

Police often went 8 years and longer without raises. To avoid overtime they were encouraged bank their unused vacation and annual days. They could cash these banked hours at retirement or layoff . Now they are being told to use these hours or lose them. They can bank only 285 hours and must take hours over that amount in 2 week leaves.

Police are losing their vision and dental coverage. Promotions will no longer be by testing and superiors can promote anyone they chose to Sgt.. They can also demote officers to part time status at will.

There has been some talk of a " blue flu", but fears are this will lead to dismissals and eventually a police force of part time officers with no benefits.

Rumors are that the state believes too many police are related to criminals and there is no confidence in the ability to curb crime. However, there are too few police for them to be truly proactive. I have spoken to council people that have been trying to have active cocaine and heroin drug sales sites shut down for a long time and there is no longer a mechanism in the Flint Police to address these crimes.

Gang units and Special Operations are almost a thing of the past. And the State Police don't seem to be focusing on the drug crimes unless they catch one during their traffic stops.

Sources within the police department say the new chief does not want to eliminate the testing for Sgt. positions. They say the chief is going out on patrol and even showed up at a large fire one night. They believe if he continues his changes to policies and procedures the crime rate will drop.

Problem is no one is addressing the drug problems. No drug unit, no gang unit. State Police were advised of a big drug area over a month ago and nothing. The councilman in that area has been trying to shut it down with no success.

Last week there were at least 3 calls per day for a number of days regarding heroin overdoses. The Fenton area is particularly bad, but I have seen heroin overdoses reported even in Thetford Township. The state has to address this issue.

Why? Even if the cops go out there and bust the dealer, there are 50 to step into his place. The problem is the CULTURE that glorifies and endorses drug use. Until that changes, no amount of police will stop it.

For you to assume that the residents of our neighborhoods glorify the drug culture is wrong. They are tired of reporting drug operations in their neighborhood only to have nothing happen. The State Police seem to be more interested in just stopping suspicious cars than in stopping the heroin and drug gangs in our midst.

There hasn't been a federal task force sting since the Howard Boys.

Never said it was the residents. It is the CULTURE. how many drug houses are run by people who have lived in a place a long time? Most are people who move into the area. The simple fact is that the drug dealers are like cockroaches.

Five new police officers to start in Flint next week

FLINT, MI -- Flint officials say that five new police officers will soon be on the streets after graduating from the police academy.

Emergency manager Darnell Earley announced Thursday, Dec. 19, that five new officers will be joining the city's police department Monday, Dec. 23, after graduating from the Mott Community College Law Enforcement Regional Training Academy.

"All of the academy instructors and staff have continually commented on the excellent performance of this academy class," Earley said.

The new officers are being hired with funds from the public safety millage approved by voters in November 2012. The millage, which is 6 mills over five years that would raise $5.3 million in the first year, was sold as helping to maintain the police department staffing level as grants expire. Officials have said that 10 new officers would be hired with the money.

"We'll be using those funds obviously to maintain the level of the workforce, as was promised in the millage campaign," Earley said.

Police Chief James Tolbert said there are currently 124 officers working for the city -- the same number working before the millage was passed, according to the city. There will be 129 working for the city when the new officers start Monday.

"We look forward to these officers," Tolbert said. "We're going to put them right to work."

Initially, the city sent seven recruits to the academy. However, only five were able to make it through and graduate.

"This speaks to the level of professionalism in the academy," Tolbert said. "Everybody who gets in can't make it."

Flint Police Union President Kevin Smith said he looks forward to the hiring of the new officers.

"Obviously, the additional officers will help," Smith said. "It's great that we're getting young officers."

Earley said the new officers will be paired with training officers when they start on Monday. Smith said the officers will likely work with the training officers for four months before they are able to go out on their own to patrol.

"They're going to have to get trained just like I was and everybody else was," Smith said.

Smith said the new officers should rely on their lessons from the academy and their training officers when they leave the comforts of Mott Community College and step onto the streets of a city regularly rated as one of the most violent in the country.

Tolbert said he expects the department will continuing hiring officers.

"We consistently talk about the need for officers and it doesn't look like it'll end here," Tolbert said, pointing to a $1.1 million grant the city received in September to hire six school resource officers.

Mayor Dayne Walling said he has been pleased with what Tolbert has accomplished since taking over the reins of the department in October.

"I'm encouraged by the progress that Chief Tolbert is making with expanding the Flint police force," Walling said. "It's good news that we'll have five more officers working with us on Monday; high quality individuals who bring a lot of skill and talent to their work."

In a conversation with some retired Flint officers that keep in touch with their former department, the conversation turned to how many officers actually patrol the street while the city was touting about 130 officers. The number a month ago was 63 are patrolling the streets.

Comments to this M-Live story were very enlightening. Truth810 cited the hiring of 7 officers nine months ago. I remember that most of these new hires, if not all, were to replace retiring officers. There was a battle about the step increases in pay and some Saginaw officers nearly did not come. Truth810 stated that, despite promises, the City has refused t honor the salary step increases that were posted in the job postings and have refused to honor their own pay scale. As a result one officer has left, according to Truth810, and others are seeking employment elsewhere. Truth 810 believes recruitment will not be successful if Flit continues this pattern of deception.

Fireatwill was even more informative. A Saginaw resident, he spoke to the Saginaw Police Command Center and two officers that left for Flint are returning to Saginaw. Fireatwill believes that Flit will become a training ground for young officers as other cities are returning to hiring new officers.

Remember that the Flint Police Department took hits in pay and other compensations that were greater than the other City unions. Upcoming changes are encouraging experienced officers to apply for retirement and look for employment elsewhere.

Some officers are frustrated they are only allowed to be reactive and not proactive. They know where the drug houses and other illegal activities are located and are not allowed to deal with them.
