In his state of the city speech if the mayor was talking about the long term trend of violent crime according to chief hagler from in 1999 there were 9.2 violent crimes per officer (350 total) = 3,220 violent crimes

In 2005 there were 11.1 violent crimes for 263 officers = 2919 violent crimes.

I wonder if this is what Williamson was referring to in his state of the city address? Apparently he wasn't comparing year to year he could have been looking at the long term decline.

Hagler does seem to have a valid point.

WASHINGTON, D.C. - Cable television viewers nationwide got a first-hand account of Flint's crime woes Monday.

Flint Acting Police Chief Gary Hagler appeared on C-SPAN3 during his testimony before a U.S. Senate Democratic Policy Committee on federal funding for law enforcement and the rise in violent crime.

Senate Democrats have criticized the Bush administration for cutting federal money to local police agencies.

"Senators, people are dying in the city of Flint," Hagler said, according to testimony supplied by committee chairman Sen. Byron Dorgan, D-North Dakota.

Hagler lamented budget cuts that have cut Flint's police force from nearly 350 sworn officers in 1999 to 263 officers now.

Next year, federal money no longer will provide funding for Flint police officers.

Violent crime in Flint dropped between 1999 and 2005, but Hagler said the ratio of crime to police officers has gone up.

There was an average of 9.2 violent crimes per officer in 1999, but that went up to 11.1 violent crimes per officer last year.

With more money to hire officers, said Hagler, police could target more high-crime areas and save lives.

"We are constantly being asked to do more with less," said Hagler.

Hagler echoed calls of fellow police chiefs for a restoration of federal police programs.

"We need the funds to save the lives of our citizens and to make the streets safe for our children," said Hagler.

Also testifying at Monday's hearing were an Iowa sheriff, a Milwaukee deputy police chief, a criminology professor and the interim Minneapolis police chief

I don't dissagree his point is valid. Only his trend doesn't exist. His and the Williamson administration broke the trend. The new trend is crime going up. If crime stats prove crime went up again or even went up a small fration. This administration created a NEW TREND.

Also, his numbers are valid. Only not for this administration. If he had used the administration's numbers. He would have had to have proved that CRIME is in fact going up! Just as the Flint journal can say that Car theft has declined 23 percent since 1999. what they left out was that in the last two years, had they used the "TREND" which had ended in 2003. Car thefts would have actually been down 36 percent. Thereby leaving out the 20 percent increase in the last two years alone. Had the Chief given HONEST stats before congress. He would have admitted that the mayor was flat out lying about crime in Flint. What they didn't explain is how many violent crimes that was. Was that per officer "PER YEAR?" PER MONTH?" PER WEEK?" PER DAY?" It's definately not per day. As they would only have to respond to 2.7 a day if they only worked 40 hours a week. See that's where the facts are construde. Maybe he was using a PER CAPTIA or PER 1000 ratio. I'm not wasting my time figuring it out. THey are covering up and spinning the truth. Plain and simple.
