For Example, I will use my profession since its easy for me to explain. A REALTOR lives in Grand Blanc, brings a client to Flint to buy a house. They make an offer, its accepted and it sells. The REALTOR make a commission from working in the limits of the City of Flint, but REALTOR's office and home isn't in Flint.
