2006 STATE OF THE CITY ADDRESS

GOOD EVENING FELLOW CITIZENS.
2005 WAS A BUSY YEAR.
IT WAS A YEAR OF GOOD DECISIONS.
IT WAS A YEAR OF GREAT TEAMWORK.
BECAUSE OF THIS LEADERSHIP, THE STATE OF YOUR CITY HAS IMPROVED
GREATLY IN 2005. BEFORE I DISCUSS THE HIGHLIGHTS OF 2005, LET ME FIRST
ACKNOWLEDGE PATSY AND MY FAMILY. PLEASE STAND.
I WANT TO THANK YOU FOR YOUR TREMENDOUS SUPPORT. THE CITY OF
FLINT THANKS YOU AND I THANK YOU!
LET’S REVIEW THE HIGHLIGHTS OF 2005.
FIRST, LET’S TALK ABOUT CRIME
IN 2005, WE SAW MAJOR CRIME REDUCED. THE RATE OF CRIME ALSO WAS
REDUCED. AND WE SOLVED MORE CRIMES IN 2005. WE DID THIS WITH GOOD
DECISIONS AND GREAT TEAMWORK.

LET ME GIVE YOU SOME EXAMPLES OF TEAMWORK. THERE WAS A PLACE IN
FLINT THAT WAS A MAGNET FOR CRIME. PEOPLE SAID THERE WAS NOTHING
WE COULD DO. BUT I REFUSED TO ACCEPT THE ‘OLD WAY’ OF DOING THINGS.
I PULLED MY TEAM TOGETHER! AND I AM PROUD TO TELL YOU THAT CHIEF
HAGLER, SHERIFF PICKELL AND PROSECUTOR LEYTON, WORKING WITH
ATTORNEY GENERAL MIKE COX, JOINED FORCES TO CLOSE CLUB XCLUSIVE!
CRIMINALS ARE NOT WELCOME IN FLINT ANY MORE AND NOW THEY ARE
GETTING THE MESSAGE!
THANK YOU CHIEF HAGLER, SHERIFF PICKELL AND PROSECUTOR
LEYTON…GREAT TEAMWORK AND A JOB WELL DONE!
AND THAT IS NOT ALL! IN MAY 2005 SHERIFF PICKELL AND PROSECUTOR
LEYTON ARRESTED 3 PEOPLE FOR STEALING $1.2 MILLION FROM OUR CITY
BEFORE I TOOK OVER.
WE WILL NOT TOLERATE ANY CORRUPTION IN FLINT! IF YOU STEAL FROM THE
TAXPAYERS, YOU WILL GO TO JAIL!
IN JULY, I ANNOUNCED A $3,000 REWARD TO ANYONE WHO HELPS US
RECOVER ANY AUTOMATIC ASSAULT WEAPON USED IN ANY FLINT HOMICIDE.
THIS IS A GOOD DECISION WHICH FOSTERS GREAT TEAMWORK!

I AM PROUD TO SAY WE HAVE ADDED 14 NEW POLICE OFFICERS AND WILL BE
ADDING ANOTHER 15 THIS YEAR.
I AM PLEASED TO REPORT THAT NOW MORE OFFICERS ARE WORKING
DURING THE HOURS THAT CRIMES ARE BEING COMMITTED.
IN APRIL 2005, MY WIFE AND I DONATED $1000.00 TO THE VICTIM ADVOCACY
PROGRAM TO ASSIST VICTIMS OF CRIME WITH PERSONAL PROTECTION
ORDERS.
WE BELIEVE THIS IS A GREAT DECISION WHICH FOSTERS GREAT TEAMWORK.
AND THERE WILL BE MORE NEWS. I HAVE MET PRIVATELY WITH ATTORNEY
GENERAL MIKE COX TO DISCUSS A NEW PROJECT THAT WE MAY IMPLEMENT
HERE IN FLINT, CALLED THE PROJECT JOSHUA.
ALSO, I AM NOW FORMING A NEW TASK FORCE TO FOCUS ON GANG AND
DRUG CRIME VIOLENCE. IT WILL OPERATE OUT OF OUR FLINT POLICE
DEPARTMENT AND WILL BRING TOGETHER, ON ONE TEAM, MEMBERS OF THE
FLINT POLICE, THE FBI, THE GENESEE COUNTY SHERIFF’S DEPARTMENT AND
THE BUREAU OF ALCOHOL, TOBACCO AND FIREARMS.
MEMBERS OF THIS ELITE SQUAD WILL BE SWORN IN AS U.S. MARSHALLS WITH
IMMEDIATE ACCESS TO THE FEDERAL GRAND JURY.

BUILT IN THE FOSS AVENUE NEIGHBORHOOD. THIS WAS A GOOD DECISION
AND SHOWED GREAT TEAMWORK!
IN APRIL, REVEREND SMITH VINCENT AND THE MISSION OF PEACE
PARTNERED WITH FLINT TO ENCOURAGE OUR CITIZENS TO BECOME
HOMEOWNERS THROUGH THE “HOMEOWNERSHIP UNIVERSITY”. MORE
TEAMWORK!
IN 2005 WE DECIDED TO CELEBRATE THE LAST 150 YEARS OF OUR GREAT
HISTORY. MY WIFE PATSY LOU MADE SURE IT WAS A GRAND PARTY. WE
RAISED A LOT OF MONEY FOR A GREAT CAUSE AND WE BROUGHT GOOD
NEWS AND GOOD FUN TO THE CITY THROUGH GREAT TEAMWORK. THANK
YOU PATSY AND THE COMMITTEE FOR A GREAT JOB!
IN 2005, ONE OF OUR CITIZENS, LINDA WALTERS, ACTED QUICKLY. SHE IS
ONLY ONE PERSON, BUT SHE BRAVELY HELPED SAVE THE BOYERS FAMILY
FROM A FIRE ONE LATE EVENING IN JULY…ANOTHER EXAMPLE OF A GOOD

SHOWING THE WORLD WHAT THE PEOPLE OF FLINT ARE MADE OF!
AND WE CANNOT FORGET THE ROCK IN 2005! PATSY AND I PROUDLY DONATE
$500 EVERY SIX MONTHS TO HELP DISCOVER THE BEST ARTISTS IN FLINT.
LET’S APPLAUD FRANK McCARTHY, OUR FIRST WINNER IN 2005!
IN 2005, PATSY AND I ALSO DONATED TO THE YWCA BECAUSE WE FEEL THEIR
WORK IS IMPORTANT TO THE CITIZENS OF FLINT. THIS IS A GOOD DECISION
WHICH FOSTERS GREAT TEAMWORK.
AND LAST SPRING THE CITY HOME FUNDS CONTRIBUTED $400,000 TO SAVE
200 FAMILIES AT RISK FROM FEDERAL CUTS TO THE FLINT HOUSING
COMMISSION. WITH TEAMWORK AND GOOD DECISIONS WE HELPED OUR
CITIZENS IN THEIR HOUR OF NEED.
DURING 2005, I ALSO DECIDED IT IS IMPORTANT NOT TO FORGET OUR ROOTS.
. . THAT IS WHY I HELPED DESIGNATE THE STOCKTON HOUSE AS A NATIONAL
HISTORIC LANDMARK. IT HAS BEEN A PART OF OUR CITY SINCE 1872 AND
THROUGH OUR TEAMWORK THIS BUILDING WILL NOW BE PRESERVED FOR
FUTURE GENERATIONS.
NOW LET’S TALK ABOUT OUR FINANCES

IN 2005 WE WORKED HARD TO ANALYZE OUR BUDGET AND PROTECT EVERY
TAX DOLLAR.
WE REFUSED TO BUCKLE-UNDER TO POLITICAL OR MEDIA PRESSURE.
WE REFUSED TO CONTINUE THE OLD WAYS OF CORRUPT POLITICS.
THESE GOOD DECISIONS AND GREAT TEAMWORK PRODUCED FANTASTIC
RESULTS.
WE ENDED THE YEAR WITH A $6.1 MILLION SURPLUS, AFTER STARTING WITH A
$28 MILLION DEFICIT!
WE RECEIVED TWO NATIONAL AWARDS, FOR FINANCIAL REPORTING AND
BUDGETING.
WE REVERSED OUR CASH POSITION BY OVER $40 MILLION, TO $80 MILLION, IN
JUST TWO YEARS!
AND EVEN THE GOVERNOR RECOGNIZED OUR HARD WORK BY FINALLY
LIFTING THE FINANCIAL EMERGENCY ORDER AND APPLAUDING OUR
SUCCESS.

FOR 2006, WHICH MEANS COST SAVINGS ON INTEREST PAYMENTS.

THIS WAS A YEAR THAT SAW THE GRAND OPENING OF 125 TOWNHOMES FOR
LOW TO MODERATE INCOME FAMILIES WHICH REPLACED THE SITE OF
ASBURY HEIGHTS APARTMENTS, ONE OF OUR WORST BLIGHTS. THANK YOU
ROSEWOOD DEVELOPMENT AND ROSEWOOD MANOR HOMES---GOOD
DECISION AND GREAT TEAMWORK.
IN 2005, THE STATE NAACP SELECTED OUR GREAT CITY TO HOST THEIR 69TH
ANNUAL CONVENTION IN SEPTEMBER.
THANK YOU NAACP FOR YOUR VOTE OF CONFIDENCE!
THIS YEAR WE SAW A BRAND NEW POPEYE’S CHICKEN OPEN ON CLIO ROAD,
JUST SOUTH OF PIERSON ROAD.

IN APRIL 2005, I AM DELIGHTED TO REPORT THAT ROWE INCORPORATED.
SIGNED A 10 YEAR LEASE TO MOVE THEIR HEADQUARTERS INTO FLINT AND
BRINGING WITH THEM THEIR 100 EMPLOYEES!
WE LOOK FORWARD TO WELCOMING THEM TO THE 500 BLOCK OF OUR GREAT
CITY THIS SUMMER!
AND IN MAY WE SAW THE OFFICIAL START OF CONSTRUCTION FOR THE
“FIRST STREET LOFTS” AT FIRST AND SAGINAW. THANK YOU UPTOWN
DEVELOPMENT AND MOTT FOUNDATION FOR YOUR COMMITMENT TO OUR
CITY!
I AM PLEASED TO REPORT THAT WE HAVE ENTERED INTO A NEW TOWING
CONTRACT THAT WILL DISPOSE OF JUNK CARS AND AT THE SAME TIME RAISE
MILLIONS OF DOLLARS IN SAVINGS FOR THE CITY. I PLEDGE TO REOPEN THE
CITY JAIL AND HIRE NEW POLICE OFFICERS WITH THE NEW DOLLARS RAISED
FROM OUR NEW FLINT POLICE DEPARTMENT IMPOUND LOT.
THIS WAS A YEAR THAT ALSO SAW GENERAL MOTORS COMMIT TO A WORLD
CLASS ENGINE PLANT ON VAN SLYKE ROAD WHICH WILL GO ON LINE IN A FEW
MONTHS.

IN NOVEMBER, THE CITY CONTRIBUTED $100,000 TO THE FLINT GENESEE
ECONOMIC GROWTH ALLIANCE TO HELP FIND VALUABLE USES FOR THE
BUICK CITY SITE.
WE BELIEVE THIS IS A GOOD DECISION THAT WILL FOSTER GREAT
TEAMWORK AND WE EXPECT TO SEE RESULTS IN 2006.
WE HAVE ALSO BEEN COOPERATING WITH KETTERING UNIVERSITY ON THEIR
NEW FUEL RESEARCH CENTER. THIS IS AN IMPORTANT NEW PROJECT FOR
FLINT.
I ALSO WANT YOU TO KNOW THAT I MET WITH STEVE MILLER, THE CHAIRMAN
OF DELPHI, AND I AM CONFIDENT WE WILL CONTINUE THIS IMPORTANT
DIALOGUE TO PRESERVE JOBS IN FLINT. IF YOU ARE LISTENING MR. MILLER,
OUR MESSAGE TO YOU IS A SIMPLE ONE: “FLINT IS NOW A GREAT PLACE TO
DO BUSINESS AND WE WILL HELP YOU HELP US!”

I TOLD YOU WE WOULD CLEAN UP OUR STREETS AND NEIGHBORHOODS.

I AM PROUD TO REPORT THAT WE HAVE 20 NEW WASTE TRUCKS ON THE WAY
TO PICK UP GARBAGE AND KEEP OUR CITY CLEAN.
DURING THE LAST THREE YEARS MY WIFE AND I ALSO OPENED AND OPERATE
A RECYCLING CENTER ON GRAND TRAVERSE AND 12TH STREET, FOR OUR
CITIZENS TO USE AT NO COST TO THE CITY OR THE CITIZENS.
AND I AM VERY PROUD TO REPORT TO YOU THAT LAST YEAR WE PAVED 140
MILES OF STREETS, THE BIGGEST IMPROVEMENT EFFORT IN OUR HISTORY!
BY AUGUST OF LAST YEAR WE WERE DEMOLISHING BLIGHTED HOUSES AT
THE RATE OF 12 PER WEEK!
IN JULY, OUR CITY WAS ROCKED BY A VIOLENT WINDSTORM. ONE OF OUR
NEIGHBORHOODS NEEDED IMMEDIATE HELP. OUR TEAM QUICKLY CLEARED
TREES THAT HAD FALLEN ON ROOFS AND RESTORED POWER. OUR CITIZENS
RECEIVED THE IMMEDIATE HELP THEY NEEDED. THEY CALLED IT A MIRACLE---
WE CALL IT GOOD DECISIONS AND GREAT TEAMWORK!
IN 2005 MY TEAM ALSO CREATED A NEW 50:50 PROGRAM FOR SIDEWALK
REPAIRS. IT IS VERY SIMPLE. I DECIDED THAT IF YOU HELP US CLEAN YOUR
STREET, WE ARE GOING TO HELP YOU. THIS IS A GOOD DECISION THAT
FOSTERS GREAT TEAMWORK.

I AM ALSO WORKING ON A NEW OPTION FOR OUR WATER SUPPLY. BY
KEEPING A SHARP EYE ON EXPENSES AND CONTINUING OUR FINANCIAL
DISCIPLINE, I BELIEVE THAT WATER AND SEWER RATES WILL NOT INCREASE
FOR THE NEXT 4 YEARS, HELPING YOU SAVE MONEY ON YOUR WATER BILLS.
WE ALSO ANNOUNCED THIS YEAR A $200 REWARD FOR ANYONE WHO
REPORTS ILLEGAL DUMPING. CALL THE HOTLINE AT 237-2432 IF YOU SEE
SOMEONE TRASHING OUR CITY!
I AM ALSO PROUD THAT WE REBUILT PIERSON ROAD FROM HORTON TO
FLEMING AND COMPLETED REPLACEMENT OF THE WATER MAIN, SEWER AND
STORM SANITATION SYSTEM! BUT THE REAL NEWS IS THAT WE FINISHED ON
BUDGET AND TWO WEEKS EARLY! THANK YOU WADE TRIM AND ROWE
INCORPORATED FOR A JOB WELL DONE!
I AM DELIGHTED TO REPORT TO YOU THAT WE HAVE PAINTED, REPAIRED AND
REOPENED OUR COMMUNITY CENTERS. THE HASKELL COMMUNITY CENTER
IS THE LATEST TO BE REOPENED. THE PIERCE CENTER ROOF WILL BE
REPLACED, AND BERSTON AND HASSELBRING ARE OPEN AND OPERATING.
ALL OF THESE FANTASTIC RESULTS COME FROM GREAT TEAMWORK BY A
GREAT STAFF.

WE WILL BE REPAVING 160 LANE MILES OF STREETS IN FLINT.

WE ARE REPAVING EAST COURT STREET FROM I-475 TO AVON STREET.
WE ARE REPAVING CHEVROLET AVENUE FROM 3RD TO DUPONT.
WE WILL REPAVE WEST COURT STREET FROM PERSHING TO BALLENGER.
AND LAPEER ROAD FROM E. COURT TO BELMONT.
AND THIS YEAR WE WILL BE REBUILDING THREE BRIDGES!
1. THE CHEVROLET AVE BRIDGE OVER THE FLINT RIVER,
2. THE GARLAND STREET BRIDGE OVER THE FLINT RIVER, AND
3. THE 12TH STREET BRIDGE OVER THREAD CREEK.
I AM VERY PROUD OF WHAT WE HAVE ACCOMPLISHED TOGETHER IN 2005.
OUR GOOD DECISIONS AND GREAT TEAMWORK WILL CONTINUE TO HELP US
REBUILD OUR GREAT CITY IN 2006.

Pretty good speech. I'm going to have to check out the Popeye's chicken place. 1 fast food place doesen't really make up for all the GM jobs lost but I think we are getting back on track. I'm going to have to check out the community centers. Sounds like we've had some pretty amazing financial achievements. I wonder how the city has done all of that? I think we are headed in the right direction although not as fast as I would like. I also wish the city would fix up and sell a few houses instead of tearing them all down but that is just me.

If the Mayor WILL NOT make officers invest crimes where Paroled Criminals have stolen GUNS!!! Great, if they finally get caught using them in committance of a crime. Then we will do something. But it's just fine to Know where they are hiding the guns, Know that they have them, know they stole them. But once they finally use them. We will send them, Then we will do something. OK, the article says if a paroled felon is found with a gun in their possession, they will send them back to prison. LOL In case he hasn't noticed. We don't "LOOK" for criminals with guns in Flint. Just a few weeks ago. Some guy chased a kid across Kearsley Park. And when Police finally showed up. They didn't even get out of the car and attempt to talk to the kid that was being shot at! How are we now going to FIND these guns carried by criminals, If the police doesn't look for them. http://www.cityofflint.net/Crime.htm Police knew John Caradette had the guns he stole. He was a felon that was on parole!! They knew right where he lived, they knew where the guns were hidden, Yet did NOTHING. Hey Project Joshua looks like a great idea. However, If the police already know which ones are violating the Law and the police won't even interview the suspect. How do they intend of finding the guns? I know. First they will tell the felon We are going to look for the guns we know you have. But first, We'll close our eyes and count to ten. See, We have to find them. And it is too easy arrest you just because we know you have them.

I love programs that work. Only you have to actually use it.

If Major Crime was reduced in Flint in 2005. Why then does the Flint states page say something completely different?

Check the numbers. Math was never my strong point. But saying you've done something about Crime in Flint, doesn't mean you have done anything.

Isn't this year off to a bad start? Some of it isn't the mayors fault. You can have more people commiting crimes even with more police. I would like to see the demographics of people that commit crime. What is their age? Are they black or white? Do they have jobs? Are they poor etc. How do we stop crime if we don't even know who are committing them? Perhaps if we can find trends we can trends we can combat those trends. For example if only people from broken families commit crimes we could try and indentify and help broken families.

Adam I'm not jumping on you here. but the trend is simple. When these kids are allowed to get away with every Low priority crime imaginable, because no one will investigate or require they pay for their smaller crimes. They grow up thinking they can continue to progress into more violent crimes. When they can break into your house, steal your car, drive around town in your stolen car, talk on your cell phone, steal guns out of your house. And then it gets reported to police and they won't do anything because they consider it a low priority crime. They think nothing is ever going to happen. That is the trend in this city. The demographics I'd be interested in is how many smaller crimes have these people committed that they were not caught because no one ever investigated them or did anything about them. I'll bet every murder in this city was committed by someone who previously has broken into someone’s house many times and never got caught. Or if they did get caught barely anything happened to them as far as punishment. I don’t gamble very often. But, I’d bet you my paycheck for a month that every one of those people that committed murders in Flint in the last two years had either been a car thief or had committed home invasion more than once. I’m betting on a sure thing!

Attorney General Gonzales Unveils Plan To Combat Gang Violence

On February 15, 2006, the U.S. Department of Justice issued the following press release:

Washington, DC - "Now we need to focus on giving young people, especially young men in our cities, better options than apathy, or gangs, or jail." -President George W. Bush, February 2, 2005

Gangs have become an increasingly deadly threat to the safety and security of our nation's citizens. Addressing this threat is one of the top priorities of the Department of Justice, and today Attorney General Alberto R. Gonzales unveiled his plan to combat gang violence across America.

The Attorney General's strategy is twofold: First, prioritize prevention programs to provide America’s youth and offenders returning to the community with opportunities that help them resist gang involvement. Second, ensure robust enforcement policies when gang-related violence does occur.

The cornerstones of the Attorney General's program are an expansion of the successful Project Safe Neighborhoods program to include new and enhanced anti-gang efforts, and a new comprehensive anti-gang program to be rolled out later this year in six cities with significant gang problems.

Key Components of the Anti-Gang Initiative:

The Justice Department will dedicate $30 million in grant funding to support new and expanded anti-gang prevention and enforcement efforts under the Project Safe Neighborhoods (PSN) initiative. These new funds will allow local PSN task forces to combat gangs by building on the effective strategies and partnerships developed under PSN.

*Collaboration - PSN brings together federal, state and local law enforcement and communities in a unified effort to reduce gun crime across America. Each U.S. Attorney’s office has created partnerships and a strategy to prevent gun crime and to enforce the law against armed criminals.

*Increased prosecutions - Under this successful initiative, the number of federal firearms prosecutions increased 73 percent from fiscal year 2000 to fiscal year 2005. Almost all of these gun criminals are convicted and sentenced to time in prison.

Six City Comprehensive Anti-Gang Program:

Under Attorney General Gonzales’s leadership, the Justice Department will establish a comprehensive anti-gang prevention and enforcement program in six communities experiencing a significant gang problem. This program will incorporate prevention, enforcement and re-entry efforts to address gang membership and gang violence at every stage.

*Prevention - The Department will make available approximately $1 million in grants per community to support comprehensive prevention efforts such as the Gang Reduction Program, which focuses on reducing youth-gang crime and violence by addressing the full range of personal, family and community factors that contribute to juvenile delinquency and gang activity.

*Enforcement - The Department will make available approximately $1 million in grants per community to help support enforcement programs that will focus law enforcement efforts on the most significant violent gang offenders.

Adam, you were at the meeting where FEWS was sending officers to this training. North Central- weed and seed does have the city as Fiduciary but they do not or should not be the allocators of this funding.
This is a federal program.

Also, I do give credit where credit is due. But yoou'll have to read the whole thing.

Most of our "Gangs" have found themselves in prison. Or their numbers have dwendled. I use to see them quite a bit over here on the East side about 5 years back.

The mayors plan here was pretty good.

Ted I liked your analysis. You have some mispellings but overall it seemed very good and fair. As far as crime goes I think any intelligent gang member should not have too much of a problem operating in this city. Although you people do not see gangs much I can assure you they seem to be pretty alive and well to me. I think there is also a lot more drug trafficing and prostitution than anyone realizes. Not every drug dealer or prostitute stands on street corners or sits on the streets flashing their headlights to potential buyers. While it is nice that we have been able to get rid of the lesser/low end criminals there will alsways be drugs crime and prostitutes in this city.

For Rapunzel: If the Weed and Seed controls the money I think it should work very closely with the city to try and determine where that money should go. I think the weed and seed should also get more political. When I am there next time I might not be as willing to let them get away thinking they are helping this community and at the same time ignore important issues facing this city. I understanding they are trying to help but we have had non profits working for years in this city and still probably have just as many problems. With 100 non profits focusing on 100 issues independently that = 100 issues covered 10,000 times. Non profits need to start coming together. The weed and seed kind of ticked me off. If I remember right they like to dodge political issues. If I'm not mistaken crime and lack of jobs are political issues!!!

Although I think the mayor may be to blame for some stuff I also think so non profits and community groups should also be to blame for not working with the mayor, with each other, building consensus, and perhaps even wasting money. One of the worst examples is the Mott foundation that is sitting on $1-2 BILLION!!! in cash but unfortunately can't find the funds to fix up and open their boarded up buildings that they own downtown. That really irritates me.

Weed and seed builds coalitions and gets results because they are non-political they can work with everyone. This is a fed funded program.

They do work with the city, and the county and the state. Results young man above and beyond. You have much to learn as do I.

Let me Clarify something. I do not blame the Mayor for Crime. I blame the people committing the crime for their actions. What I blame the Mayor for. Is not making the police go after criminals, which by lack of action/investigation. Has given Criminals the idea that there are no consquences for thier actions. There by, helping to create these punks who have learned how easy it is to commit "low priority crimes" and continue on to bigger and more violent crimes.

It's a simple process. When your child wants to grab something off the shelf at the store. You slap his little hand and tell him no. The Child learns not to touch!

If you allow the child to grab things off the shelve and never say no. The child will continue to pull stuff off the shelf. Eventually breaking something. Then who get's to pay for it?

Either the parent or the customers. One or the other. When the mayor allows the Flint police to not investigate, car thefts, home invasion and these other "LOW PRIORITY CRIMES" these same people just keep going until the hurt or kill someone.
