Flint Police Department Youth Crime Reduction 12-Point Plan
The Flint Police Department is continually scanning the horizon for new and innovative programs to reduce crime in
our community and have a positive impact on our youth. I, along with the staff of the entire Flint Police Department
and the Flint Community, need to move forward in concert toward obtaining stabilization of the crime rate in an
effort to produce significant reductions in future crime rates. It is no secret that more and more of today’s violent
crimes are committed by youth in our community. We are also seeing that more of our victims are young people.
That is why the Flint Police Department has developed a multifaceted non-traditional plan and developed
partnerships that will focus on positive interaction between law enforcement and our community’s youth. However,
as stated earlier this has to be a community-wide effort. This effort must involve the Flint Police Department, Flint
School System, religious organizations, youth organizations, community organizations, youth advocates, and others.
In 2007 you will see the following steps taken by the Flint Police Department creating new programs and enhancing
existing programs to strengthen this collaborative effort through a 12-point plan focusing on prevention and
intervention with our youth:
�� Flint Police Department “Bigs in Blue” – This is a partnership with the Flint Police Department and Big
Brothers and Big Sisters of Flint. This program focuses on youth ages 6 – 14. In the program, children
experience one-on-one mentoring with Flint Police officers. The youth are children that are on a waiting
list to be partnered with a permanent big brother or big sister. Officers donate their time to take the
children on field trips and activities throughout the year. This exposes the children to positive law
enforcement role models within their community.
�� Flint Police Department Explorer Program – This is a partnership with the Flint School System in
which youth ages 11 - 17 will be mentored by Flint Police officers and Flint School employees in school
with positive programs exposing the youth to positive role models and activities. Funding for this program
has been provided by Safe Schools and Healthy Students Federal Grants.
�� Flint Police Department Cadet Program – This is a partnership with Mott Community College and
University of Michigan, Flint in which youth ages 17 - 21 will be mentored by Flint Police officers and
Flint Police employees with programs exposing them to positive role models and activities. Application
for funding has been made through the Community Development Block Grant Fund to provide pay for the
cadets’ hours worked within the Police Department.
�� Flint Police Department Intern Program – This is a partnership with Mott Community College,
University of Michigan, Flint and other colleges. In this program, students ages 17 and older will be
mentored by Flint Police officers and work in the Flint Police Department obtaining college credit for their
efforts. They will be exposed to productive job skills in the field of law enforcement and will hopefully
consider future employment with the Flint Police Department.

�� Flint Police Department, Michigan State Police “Youth Leadership Academy” - This is a partnership
with the Flint Police Department, Michigan State Police, and the Flint Schools. Thirty to forty young
people from Flint will be selected to attend a week-long leadership academy at the Michigan State Police
Academy in Lansing, Michigan. They will be taught leadership and life learning skills in a police academy
setting, where they will stay on-site for one week with Flint Police officers and Michigan State Police
officers. Funding for this program has been provided by Safe Schools and Healthy Students Federal
Grants.
�� Flint Police and Michigan National Guard Youth Leadership Program - This partnership will focus
on Youth ages 16-18 that are at risk. Youth selected for this will earn their GED while in the 20-week
program. Funding for this program will be provided by the Michigan National Guard.
�� Flint Police Department and Justice Department DEFY Camp – This ongoing project will continue. In
this program at-risk youth are selected from the Flint Area Weed and Seed sites to attend a week-long
camp. Youth at this summer camp are mentored by Flint Police officers and staff from the Flint Board of
Education. The youth are transported to the camp daily by Flint Police officers and exposed to positive
role models and experiences to help build character. Funding is provided by Weed and Seed sites in Flint
through Department of Justice funding.
�� Flint Police Department School Resource Officer and Liaison Program – This ongoing program will
continue with a partnership agreement with the Flint School System. The project places Flint Police
officers in Flint Schools to maintain a safe and positive environment within the schools. Officers will
coach and mentor students on a daily basis. Funding is provided by the Flint Police Department and the
Flint School System.
�� Flint Police Curfew Enforcement Initiative – This initiative focuses on enforcing the youth curfews in
the summer. The initiative is manned by the Flint Police Department’s Crime Area Target Team and
School Resource Officers in the summer months. The effort focuses on keeping kids off the streets and out
of trouble in the summer months during the curfew hours between 10 p.m. and 6 a.m.
�� Flint Police Department, U.S. Justice Department, Flint Board of Education, Genesee County
Sheriff’s Department, Genesee County Prosecutor’s Office. Project Safe Neighborhoods Youth
Violence Reduction Program - In this program, students are exposed to the impact that violent crime has
on youthful offenders, as well as victims. They are shown, through photos, videos, and jail tours,
incarcerated youth and adults. This interaction with offenders and victims drives home the fact that even a
single act of violence has a spider web effect on the lives of many individuals from perpetrator to victim
and all of their family members.
�� Flint Police Department Safe Haven Program – This is a partnership with the U.S. Justice Department
Weed and Seed Programs and Boys and Girls Clubs of America. The program works on establishing and
maintaining Safe Havens for youth, focusing on positive after-school and summer activities for youth.
�� Flint Police Department Truancy Reduction Program with Flint Community Schools, U.S.
Department of Justice Weed and Seed Programs - Federal funding is provided to conduct truancy
sweeps and monitor student attendance focusing on decreasing student absenteeism and failure rates.
Our youth are our future and it will take a community wide effort to overcome some of the negative images
portrayed by today’s entertainment industry through the violent music, movies, and video games that our youth are
exposed to on a daily basis. The aforementioned summaries of projects and initiatives are a sample of the positive
programs that have and are being developed by the Flint Police Department and partners throughout the community
to plant positive seeds of non-violence in the minds of Flint’s youth.

Community Groups are bringing these initiatives to the PD dept. and asking for attendance."paying for attendance and transportation. Grants are being sought by community groups. Period.

Thankfully the PD is willing to join this effort.
