BY THE EMERGENCY MANAGER:
RESOLUTION APPROVING THE APPOINTMENT OF DAVID SOLIS AS
COMMUNITY DEVELOPMENT ADMINSTRATOR
In order to provide continuity of services, the Emergency Manager has determined that it
would be advantageous for the City to appoint David Solis as the Community Development
Administrator commencing April 29, 2012, and ending June 30, 2013, inclusive; and
The duties of this position shall be as required by the Emergency Manager on an at-will
basis pursuant to authority granted the Emergency Manager by Public Act 4. Mr. Solis’
employment in this capacity shall be at the will of the Emergency Manager until such time as the
Emergency Manager determines that his employment shall cease, or until such time as his
authority as Emergency Manager terminates by operation of law, whichever comes first; and
Compensation shall be at the rate of $37.00 per hour, not to exceed a maximum annual wage of Seventy Thousand Dollars ($70,000.00). Mr Solis’ wages shall bedrawn from
appropriated funds to be identified by the Emergency Manager. Mr. Solis shall be paid in
biweekly installments and subject to customary withholdings; but, shall not be entitled to
overtime and shall be entitled to two weeks notice prior to the termination of his appointment;
and
Mr. Solis shall receive statutorily mandated employment benefits; however, beyond the
statutory exceptions, Mr. Solis shall receive no fringe benefits. Payment for work provided is
restricted to the hourly rate listed above only.
IT IS RESOLVED, that the Emergency Manager approves, on behalf of the City of
Flint, the appointment of David Solis as the Community Development Administrator for a period
commencing April 29, 2012, and ending June 30, 2013, inclusive. The agreed upon
compensation is $37.00 per hour. Compensation shall be drawn from appropriated funds to be
identified by the Emergency Manager. Further, Mr. Solis’ appointment in this capacity is subject
to the parameters set forth above.

DOES ANYONE REMEMBER THE LAWSUIT AGAINST CITY COUNCIL BY ATTORNEY GENERAL COX WHEN THEY TOOK RETROACTIVE PAY.

WHY S BROWN CONTINUING TO PAY THESE APPOINTEES RETROACTICE PAY? SOLIS STARTED ON APRIL29 AND THIS OCUMENT WAS NOT ADOPTED UNTIL JUNE 1ST.

POSITION OF CONSULTANT FOR HUMAN RESOURCES AND LABOR RELATIONS
In order to provide continuity of services, the Emergency Manager has
determined that it would be advantageous for the City to appoint Gary Bates as a
Consultant in the office of Human Resources and Labor Relations for a period not to
exceed sixty (60) days, commencing April 30, 2012, and ending June 30, 2012; and
The duties of this position shall be as required by the Emergency Manager on an
at-will basis pursuant to authority granted the Emergency Manager by Public Act 4. Mr.
Bates’ employment in this capacity shall be at the will of the Emergency Manager until
such time as the Emergency Manager determines that his employment shall cease, or
until such time as his authority as Emergency Manager terminates by operation of law,
whichever comes first; and
Compensation shall be at the rate of $40.00 per hour from Human Resources Budget line item 101-270.100-702.000, Wages and Salaries. Mr. Bates shall be paid in
biweekly installments and subject to customary withholdings; but, shall not be entitled to
overtime; and
Mr. Bates shall not receive any fringe benefits. Compensation for services
provided is limited to the hourly wage agreed upon.
IT IS RESOLVED, that the Emergency Manager shall, on behalf of the City of

The Chief Legal Officer of the City of Flint appointed Ward Chapman as a part-time
Special Assistant City Attorney in accordance with the provisions of Flint City Charter §4-601A,
commencing February 13, 2012, and ending June 30, 2012, inclusive; and
The duties of this position shall be as required by the Chief Legal Officer and the
Emergency Manager as described in the Terms of Appointment attached hereto and made a part
hereof; and
Compensation shall be at the rate of $55.00 per hour for a maximum of forty (40) hours
in any two week payroll period. Mr Chapman’s wages shall be drawn from appropriated funds
to be identified by the Emergency Manager. Mr. Chapman shall be paid in biweekly
installments and subject to customary withholdings; but, shall not be entitled to overtime and
shall be entitled to two weeks notice prior to the termination of his appointment; and
Mr. Chapman shall receive statutorily mandated employment benefits and other benefits
listed in Paragraph 4 of the Terms of Appointment; however, beyond the exceptions stated in
Paragraph 4, Mr. Chapman shall receive no employment benefits. Payment for work provided is
restricted to the hourly rate listed above only.

The employment of Public Safety Director Alvern Lock shall be continued on an at-will
basis pursuant to authority granted the Emergency Manager by Public Act 4. Mr. Lock’s
employment with the City of Flint shall be at the will of the Emergency Manager until such time
as the Emergency Manager determines that his employment shall cease, or until such time as his
authority as Emergency Manager terminates by operation of law, whichever comes first; and;
Mr. Lock shall continue to serve in his present capacity at the agreed upon annual salary

BETWEEN THE CITY OF FLINT AND BARNETT JONES
The City of Flint has significant public safety issues that require immediate attention; and
Barnett Jones is uniquely qualified to assist the City in addressing those public safety
concerns, see attached resume; and
In order ) provide essential public safety services, the Emergency Manager has
determined it wo Id be advantageous for the City to employ the services of Barnett Jones as
Public Safety Administrator; and,
The duties of the Public Safety Administrator shall be pursuant to the attached
Employment Agreement, and any other duties that may be required by the Emergency Manager;
and
The Employment Agreement shall be effective beginning on April 23, 2012, and ending
on April 23, 2015, inclusive; and
Compensation shall be at the annual salary of $135,000.00, with Mr. Jones’ wages being
drawn from appropriated funds to be identified by the Emergency Manager. Mr. Jones shall be
paid in biweekly installments and subject to customary withholdings; but, Mr. Jones shall receive
limited fringe benefits.
IT IS RESOLVED, that the Emergency Manager shall, on behalf of the City of Flint,
enter into an Employment Agreement with Barnett Jones commencing April 23, 2012, and
ending April 23, 2015. Agreed upon compensation is an annual salary of $135,000.00, with
limited fringe benefits. Compensation shall be drawn from appropriated funds to be identified
by the Emergency Manager. Further, Mr. Jones’ appointment in this capacity is subject to the
parameters set forth above and within the Employment Agreement attached hereto.

employment in this capacity shall be at the will of the Emergency Manager until such time as the
Emergency Manager determines that her employment shall cease, or until such time as his
authority as Emergency Manager terminates by operation of law, whichever comes first; and
Compensation shall be at the rate of $70,000.00 annually, with 7O°o of Ms Hunter’s
wages and benefits being drawn from the Department of Human Resources; and, the remaining
30% of Ms. Hunter’s wages and benefits being drawn from the Human Relations Commission,
paid in biweekly installments and subject to customary withholdings. Ms. Hunter shall not be
entitled to overtime and shall be entitled to two weeks notice prior to the termination of her
appointment; and
Benefits shall be provided comparable to those benefits received by high level exempt
employees over Level 24.
IT IS RESOLVED, that the Emergency Manager shall, on behalf of the City of Flint,
appoint Ms. Erycka Hunter as Director of Human Resources/Human Relations. The agreed upon
compensation is $70,000.00 annually, with full benefits. Compensation shall be drawn from two
funds: 70% from the Department of Human Resources; and, 30% from the Human Relations
Commission. Further, Ms. Hunter’s appointment in this capacity is subject to the parameters set

Mccabe retired from the City of Flint as a purchasing director. Brown brought him back into transportation, a position many in council said he totally sucked at. Now he is being paid from water and sewer funds while employees are being laid off. This is another retroactive agreement.

The duties of the CPO shall be pursuant to Flint City Charter Sections 4-3 03 and 4-3 04,
and any other duties that may be required by the Emergency Manager; and
The PSA shall be effective beginning on December 5, 2011 and ending on March 4,
2012, inclusive; and
The CPO shall be compensated at the rate of $40.00 per hour from Human Resources
budget line item 101-270.100-702,000, Wages & Salaries, which as of December 7, 2011, has a
balance of $164,625.21~. For income tax and accounting purposes, the CPO shall receive a Form
1099 reporting his gross wages from the City of Flint; and
The CPO shall not receive any fringe benefits. Compensation for services provided is
limited to the hourly wage agreed upon.
IT IS RESOLVED, that the Emergency Manager shall, on behalf of the City of Flint,
enter into a PSA with Gary Bates commencing December 5, 2011 and ending March 4, 2012.
Agreed upon compensation is $40.00 per hour, with no fringe benefits. Compensation shall be
drawn from appropriated funds from expense line item 101-270-100-702.000, Wages & Salaries,
and the CPO shall receive a Form 1099 for income tax and accounting purposes.
