I and several of my associates keep discussing that it is Brown's "friendship" with Atkinson that keeps her in place.

She was in charge the whole time the Department of Energy grant debacle was in place. She was in charge when the HUD drawdown sysyem was being misused. She was in charge when the Smith Village contracts were being manipulated. And she was part of the whistleblower lawsuits and harassment complaints.

She interfered in contractual relationships at the Oak Business Center. She interfered in the Flint Area Investment Fund, the Economic Development fund and more. But she worked with Brown in Flint and in lansing before he appointed her in Flint.


I was glad to see that someone else got it!

Interesting comments from DCD Director Tracy Atkinson. She has been a supervisor in DCD since then acting "Mayor" Brown appointed her. "Mayor" Brown tunred the reins over to Mayor Walling who left Ms. Atkinson @ DCD.

During the interim between "Mayor " Brown and EFM Brown, Ms. Atkinson fiddled while "Rome" burned. But now she critiques as if she was new to the new DCD intervention thrust. She seems to have amnesia about being a match striker @ the DCD "arson."

I am sure if confronted then Ms. Atkinson will merely do the thing she is best at - She will assert the Lt. Calley's My Lai defense i.e. I did what I was told to do. - I was just followed orders.

resolution 2012 EM 269 signed 5/17/12



BY THE EMERGENCY MANAGER:
RESOLUTION TO MOVE $100,000.00 OF UNUSED MSIIDA MATCHING FUNDS INTO
UNCOMMITTED REVENUE ACCOUNT IN ORDER TO COMPLETE CONTRACT 07-078.
Michigan State Housing Development Authority (MSHDA) awarded a $300,000 grant to the City of Flint
contingent upon a $100,000 match of Home funds for a Rental Rehab Program in[b] resolution 100383.

The City of Flint was notified by MSHDA that the program has subsequently been terminated. No funds
have been expended, due to the inactivity resulting from strict financing guidelines.
Those aforementioned funds are now available to be reprogrammed
. Funds in the amount of$100,000.00 of MSHDA matching funds located in revenue account
238-749.620-502.749 & expense account 238-749.620-805.327, authorized from resolution 100384, will
be moved to HOME uncommitted revenue account number 238-749.104-502.749 & expense account
number 238-749.104-700.100 in order to allow completion of EM resolution 221 adopted on April 20,
2012.
EM resolution 221 authorizes City Officials to do all things necessary to execute change order #2 that
adds $100,000 & extends Flint Nipp’s FYO7-08 HOME First Home Rehabilitation contract in the amount
of $422,353 (balance of $58,320.95) until September 30, 2012.
IT IS RESOLVED, that City Officials authorized to do all things necessary to move $100,000 of HOME
fhnds from revenue account 238-749.620-502.749 & expense account 238-749.620-805.327 into
uncommitted revenue account 238-749.104-502.749 & expense account 238-749.104-700.100 in order to
carry out EM resolution 221.

WHY THIS RESOLUTION IS BS!

The first two numbers of a resolution tell you what year the resolution is from. The resolution being rescinded because MSHDA terminated the rental rehab programm referenced in reolution 100383 which was in 2010 under Walling and Eason.

What does strict financing rules have to do with anything? Tracy Atkinson and her cohorts were managing (and mismanaging) the department then while also being micromanaged by Eason.

That means two years of inactivity on this money, and the loss of $300,000 that probably could have been reprogrammed, probably into a better program.

Here you have Brown trying to cast walling, Eason and Atkinson in a better light by using phony excuses.

SALEM HOUSING WAS THE SUBJECT OF A HUD MONITORING REPORT WHEREBY THEIR HOUSES WERE NOT ABLE TO BE SOLD AS PROPOSED AND THE UNITS HAD TO BE TRANSFERRED TO RENTALS. THEY CONTINUE TO GET FUNDING.

an agreement with Salem Housing Community Development Corporation totaling $300,000.00 for a
Acquisition, Rehabilitation and Resale

BY THE EMERGENCY MANAGER:
Salem Housing Community Development Corporation is a non-profit organization who serves a diverse
population, utilizing and leveraging its planning, community building and development expertise for
neighborhood revitalization, leadership development, sustainable quality housing and economic growth.
Salem Housing is developing four residential in which the City invested federal HOME finds in the amount of
$300,000.00 in from 2001-2003 to ensure the units would be affordable for sale to families at or below 80
percent of area median income.
In order for the City to be in compliance with federal grant requirements concerning the residential
rehabilitation contracts, it is necessary to rescind City Council resolution 010318.6.
IT IS RESOLVED, that the Emergency Manager, on behalf of the City of Flint, shall authorize appropriate
City Officials to execute Change Order #2 that rescinds City Council 010318.6 that authorized agreements with
Salem Housing Community Development Corporation totaling $300,000.00 for a Acquisition, Rehabilitation
and Resale.

I am told that Carol Freeman initially wrote this grant and was forced to change the grant by Tracy Atkinson. Despite protests from Freeman about the changes and the problems created by the changes, Atkinson insisted the changes be made.

I hear Atkinson may get a pay raise. Is this the Peter Principle at work?

Atkinson was in charge when the decision was made not to use the 4 houses built by students at GISD. Atkinson has no house construction experience and yet she is one of those who rejected these houses,

She, as Director, had to know the City would be required to make restitution. GCCARD fulfilled their requirement of the contract and would have participated in completing the project. The lots were inspected and the basements would have been completed.

Tracy is friends with Brownie. Who cares if her employment with the Mott STAR program during city employment hours was investigated and turned over to HR and city Adm. She is in with that group and her actions will never be dealt with. She is nothing but a puppet.

David Dicks was prosecuted for the same thing. Looks like the feds are afraid to do anything in Flint.
