The key points in this statement of the Rhode island Attorney General Peter Kilmartin detail the reasons there are not many RICO cases here. After reviewing the records, it was obvious how many Flint Police resources were involved in this case. The "bare bones" level within the Flint police Department means there is no gang unit, no CATT team, and no resources for intensive investigations. he State Police are taking over many of the functions previously performed by Flint Police with mixed results.

RICO cases are long term. The Howard Boys case covered a 10 year time span and as the judge noted , there were hundreds of witnesses called. The investigation used a tremendous amount of resources among several police agencies, including Burton police.

IN my opinion the proposed new sentencing enforcement for Rhode Island. The problem is the reductions in staffing in the Genesee County Prosecutors office and the cuts in prison funding offer little to deter crime. There are too many plea deals, even for repeat offenders. Gun cases, which I thought required mandatory time, are not even being prosecuted or are reduced to attempted weapons charges and probation offered.

When former Prosecutor Busch used the RICO act on the Cobra gang, he had the aid of Chief Hagler and the infamous CATT unit. The CATT team had members as big as football linebacks. They were no one to play with and the gangs painted graffiti to kill them. Hagler made sure he had people trained about gangs.

The Cobras operated more like the mafia and had clear structure. While this prosecution slowed much of the criminal activity at first, new gangs moved in to fill the void. This new groups were less structured. Now with many returning Cobras, there is a new power structure being played out in in the streets. I recently saw graffiti east of Lewis Street along an entire side of a house reading "Flame killa". A flame is an unusual alliance between Bloods and Crips for one specific purpose. I am guessing, but the graffiti battle months before may signal a union to fight off a Cobra uprising. The former Madison Avenue Crips always said they formed to tackle that area Cobra gang.

The Feds used a 10 year span between 2002 and 2012 for their RICO case on the Howard Boys. Looking at the records it seems like 2007 was one of the worst years for violence. Also in 2007 the US Attorney started removing some cases from the Genesee County Prosecutors Office and prosecuted them in the federal system.

On June 3, 2008, Norwood's attorney, Kenneth Karascik, made a motion to suppress the evidence alleging there was an illegal search and seizure. The allegations were that the police supplied the magistrate with false information and the magistrate lacked sufficient information to issue the search warrant.

Th allegations did not stand u and the case continued.

USA vs Jonathon Walker

October 16, 2010- Walker bought a 9mill Beretta at the request of Roderick Dudley (aka Little Rod). Dudley was involved in an altercation with another person and asked for a gun. After obtaining the gun, the two went to Arbor Village where Dudley killed Dominick Barnes. Walker was present.

Confidential informant called police that the suspects were parked in a car at 2741 Brown street . They were arrested for open intoxicants.

Police obtained a search warrant and found an air gun, bb gun, holster, Beretta Thunder 380 cal. automatic (stolen) with 5 rounds in the magazine.

Beretta model 92fs 9 mill. semi-automatic with 1 round in the chamber and 23 rounds in a extended clip magazine.

3 prior convictions for controlled substance:
2006- possession of mj
2009 del & mfg of controlled substance
2009 possession of mj

2009 conviction of manslaughter death of Marion Hardy (probation)

Testimony of witness:
"They (Jonathan and Jatimothy walker)ran up to my nephew and Vernon and asked my nephew "What's up now". My nephew had been drinking and took off his jersey and squared off to fight, They pulled guns out and hardy said "That's some whore ass shit". Jatimothy shot him and Jonathan finished him off.

The homicide charges of Dominick Barnes was on hold except there was a probation violation of the Hardy manslaughter case.

Walker's attorney argued for bond citing the large number of family members present and that the defendant's father and uncle were ministers.

Sentence Sentencing pending. Facing federal mandatory life sentence.
Details Prosecutors say Jonathan Parker was killed by Alexandra Norwood after Parker shot a man that provided drugs and guns to the Howard Boys. Norwood found Parker riding a bicycle in the neighborhood, pushed him off the bike and shot him four times. Prosecutors say Norwood was paid by Parker's initial victim for the killing.

(Parker allegedly shot Eddie Williams 2 years prior. Norwood claimed he witnessed the shooting and even comforted Parker's mother.)

Convicted of RICO conspiracy
Sentence Sentencing pending. Faces up to life in prison but a plea agreement recommends upward of 20 years in federal prison.
Details Brewton admitted that he and other members of gang shot into a Barks Street home April 7, 2004, where they thought a person identified in federal court records only as C.J. was believed to be. Nicole Howell, who was inside the home at the time of the incident, was shot in the arm and torso and sustained serious injuries.

He was also involved in a second shooting incident June 16, 2007, when he and other gang members allegedly fired shots at a rival gang member identified only as R.H. near the 4000 block of Clio Road. Nine people were wounded by gunfire along Clio Road during the early morning hours of June 16, 2007, according to Flint Journal records.

Brewton admitted to distributing 840 grams to 2.8 kilograms of crack cocaine during his time in the gang.

Convicted Flint killer pleads guilty in Howard Boys racketeering case

FLINT, MI -- A convicted killer is facing federal prison time after pleading guilty in a federal racketeering case against the alleged Howard Boys street gang.

Carvell Jamar Gordon, 28, pleaded guilty Tuesday, Oct. 1, to one count of racketeering conspiracy in front of Flint U.S. District Judge Mark A. Goldsmith.

Gordon is one of 22 men charged in state and federal court in the investigation of a gang that is accused of operating in and around the Howard Estates public housing complex on the city's south side.

Authorities claim the gang used threats and violence to protect their business of selling drugs and illegal weapons.

Federal prosecutors pointed to at least two incidents in which Gordon possessed crack cocaine with intent to distribute it as part of the gang.

Gordon is serving 10-25 years in prison for killing Scott Edmonds.

Edmonds was shot and killed at 1:50 a.m. on Sept. 3, 2006, at Arbor Village Apartments, 2324 Lapeer Road. According to court records, Gordon shot and killed Edmonds in September 2006 during a drug deal gone wrong.

Gordon also has previous convictions for multiple gun and drug crimes.


A sentencing hearing is scheduled for Jan. 28.

Details Orr was convicted of delivering marijuana. Orr, a member of the gang was attacked by Leon Gills and Shawn Gardner, other gang members, after Orr allegedly killed the brother of gang member Johnathan Oldham.

Details Scott was convicted for the 2005 killing of Jerrell Mays. Mays was killed in retaliation for a 2003 incident that Jamel Cheeks shot. Mays was found dead in a driveway at 3622 Kleinpell St. about 12:20 a.m. June 22, 2005, according to MLive-Flint Journal records. A second victim, Demerio D. Bonds was also treated for a gunshot wound to the lower right leg at Hurley Medical Center.

FLINT, MI -- Two Flint men were sentenced to prison after they pleaded guilty to charges associated with a 2012 raid of the alleged Howard Boys street gang.
Darryl D. Scott and Paki L. Bonner were each sentenced to state prison Monday, April 22, by Genesee Circuit Judge Judith Fullerton.

Scott, 29, was sentenced to 8-20 years in prison after pleading guilty to second-degree murder in the June 22, 2005, shooting death of Jerrell L. Mays.

He was initially charged with with first-degree murder, conspiracy of first-degree murder, assault with intent to murder, discharging a firearm from a vehicle, carrying a concealed weapon and felony firearm.

Court records show that Scott agreed to cooperate with federal investigators and prosecutors after a dozen people were named in a May 2012 federal indictment claiming that they were members of the Howard Boys street gang, which controlled a drug distribution enterprise on the city's south side.


Prosecutors say Scott was in a black Dodge Neon with others when they opened fire with an assault rifle, killing Mays and injuring a second man, Demario Bond, on Kleinpell Street on the city's south side.

Court records show Scott and the other suspects were plotting to kill members of a rival street gang, the Terrace Boys.

Jamel Donte Cheeks, 27, of Flint, also pleaded guilty to second-degree murder and felony firearms in January in the death of Mays.

Cheeks’ attorney, Michael Breczinski, said Mays was killed in retaliation for a 2003 incident in which Cheeks was shot.

“He was out looking for the people who shot him,” Breczinski said.

Bonds, Rodney Frisby and Arzell Little are each charged with assault with intent to murder for the 2003 shooting of Cheeks. Charges against the three were announced earlier this year as part of the continued investigation in the alleged Howard Boys gang.

Bonner, 33, was sentenced to five years in prison and five years of probation after pleading guilty to assault with a weapon and second-offense felony firearm.


He was initially charged with conspiracy to commit first-degree premeditated murder, two counts of assault with intent to murder, discharge of a firearm from a vehicle, carrying a concealed weapon and felony firearm.


Authorities say Bonner assaulted two people on Aug. 24, 2005, in an incident involving the Terrace Boys.

He is also required to cooperate with federal officials' investigation into the gang as part of his agreement.
