Watched the brief Flint City Council special meeting ComcastChannel 17.

1. Delrico Loyd fulfilled Weighills prediction. Loyd asked Charles Young if the project in Smith Village had died to which Yong answered no.

After regrouping his thoughts, Loyd then called eason and the administration liars for constantly calling him and complaining that he (Loyd) had killed the project. It appears walling supporters or supporters of the project had also called Loyd and asking for a change in the vote.

2. Weighill questioned why he and not Councilman Neeley had received a budget for Smith Village. After calling Rick (no last name or title given ) to the podium ,Weighill asked what the infrastructure costs for Smith Village were to total over the three phases.

The answer was $six million for the water, sewer and streets. This does not include the sidewalks, trees, and landscaping that are includes in the project.

This also does not include the cost of the new Child Development Center and Health center or the cost of the new Center for Performing Arts that are mandated for this project.

And don't forget possible cost overruns.

The Walling administration approved this agreement with HUD prior to telling Council and without presenting the proposed costs to council.

People are still moving out of Flint. So who will be left to pay for this project. eason and the administration came to Council and stated they could not locate outside funding to help with the infrastructure costs of Phase One, so will they find help for future funding.

Will they have to use funding intended to help seniors and other low income homeowners with emergency repairs or other projects? This planning should have been done before the project was committed and council should have had a complete budget presented to them before the project started. Eason had to admit that he still did not have a projected budget for Council to review.

Infrastructure costs that were higher than anticipated, soil toxins and other problems in University Park hurt the Budget in Woodrow Stanley's administration. Can we expect more of th same. Stanley's deficit reached between $26 to 28 million in 2001 and 2002..[/b]
