In this article it means that anyone who serves in that district must live within the district. I heard he has been spending alot of time there, like everyday. Try building number 4000, apartment number 4100. I heard he might park in car port #27. The news is supposed to address it but I gave up on them. Channel 5 might do it on Wednesday, we will see though. I imagine the news will help provide some information by then. Even if he doesn't live outside of the city, he doesn't reside on Addison.
