Author    Post   Adam Guest http://www2.aya.yale.edu/classes/yc1964/remembrances/rapp.htm I just found this link today as I was trying to track down Mr. Rapp. I have been reading Rapp's book Managing Local Governments for improved Performance with Flint as a case study. There's some interesting insights in it. It's interesting that we still have the same problems as the 70's. Although the book is 30 years old it seems pretty current other than inflation and gives insights into why we have some of the problems we have and why we will continue to have them.
