Fieger representing Flint woman in lawsuit against city over assault

FLINT, MICHIGAN -- Controversial lawyer Geoffrey N. Fieger is representing a woman who is suing the city over allegations that one of its police inspectors raped her.
A lawsuit filed in federal court last month alleges that Ralph Tedford III, a former inspector with Flint's Citizens Service Bureau, sexually assaulted a woman inside a computer room at one of the city's police mini-stations last year.
Tedford, 41, this week pleaded guilty to criminal charges stemming from the allegations and was ordered to spend 60 days in jail.
He also was required to resign from the department and give up his police certification as part of a plea agreement in the case.
Now Fieger wants Tedford and the city to pay monetary damages to the woman for violating her constitutional rights.
Tedford was taken off duty in September just days after a woman alleged she was raped after a traffic stop in Flint.
He was charged with felony misconduct after prosecutors said they didn't have enough evidence to substantiate sexual assault charges against him.
The eight-page filing claims Tedford broke the woman's belt while taking her clothes off and set his gun down next to him "in such a position that she felt even more threatened."
At his court hearing this week, Tedford admitted he had sex with the woman at the mini-station.
The woman told the judge at his sentencing that the incident changed her, and she no longer trusts police officers.
In addition to the claims against Tedford, Fieger's lawsuit also alleges that city officials condoned sexual harassment and failed to control officers.
Fieger was at a court case in Pittsburgh on Friday and could not be reached for comment.
Rebecca S. Walsh, an attorney in Fieger's office, said Tedford's guilty plea in the criminal case is a "significant factor" for the civil case.
The Journal could not reach attorneys for Tedford or the city. The attorney in Tedford's criminal case said he was not representing him in the civil suit.
Tedford was one of five police officers personally promoted by Flint Mayor Don Williamson when the mayor created the CSB in December 2006.
Tedford resigned from the department last week after spending several months on paid leave while the sexual assault allegations were investigated. He had been a Flint police officer for 18 years.
He is supposed to begin serving his jail sentence March 15 somewhere outside Genesee County.
