FBI, police reported at home of Flint fire chief

GENESEE TWP. -- FBI agents and Genesee Township police officers were at the home of Flint Fire Chief Richard Dicks on Wednesday morning.

Neither FBI officials nor township police would comment on why they were at Dicks' Downey Avenue home, although township police Lt. Dwayne Cherry confirmed his department asssisted the FBI.

But neighbors reported seeing agents taking pictures on the property.

It is unknown if agents took anything from the home, although one neighbor said he saw FBI officials leave the home with full bags.

Dicks did not return phone calls seeking comment and no one answered the door at his home.

Flint Mayor Don Williamson said he was not aware of the FBI visit.

Dicks' home address is listed as the main office for City Security Guard Company Ltd., which has had ties to Career Alliance Inc. for years and continues to work for the troubled non-profit job-training agency.

Career Alliance has been attempting to resolve multiple questions from state regulators, including some about its spending, accounting and neopotism.

There has also been at least one ongoing criminal investigation of wrongdoing at Career Alliance, and the Genesee County Sheriff's Department raided the agency's offices and the home of former President and Chief Executive Officer Pamela Loving last year.

In the past, state regulators questioned how federal job training programs were being charged for security by Career Alliance.

According to its tax return for parts of 2005 and 2006, Career Alliance spent more than $310,000 for security services in that fiscal year.

Paperwork filed by City Security with the state for 2007 lists Richard Dicks as the resident agent and chief executive officer of City Security.

I would be hesitant about accusations. I knew this was coming. But, 310,000 for security may very well be justified. Depends on how many people he had working. I could reasonably figure conservatively 225,000 for 7 days a week 24 hours a day. Plus some profit. But, we'll have to wait and see what it is all about.

It may be part of the investigation into Career alliance, and not necessarily have anything to do with Dicks, other than that.

I'm sure it has to do with the $300K work for CA.

The math just doesn't add up, so of course it's suspicious.

That much money is like 5 full-time cops' salary for a year.
