LANSING -- Reacting to pressure from the federal government over terrorism concerns, legislators and Secretary of State Terri Lynn Land are putting on the fast track a plan to upgrade driver's licenses and keep them out of the hands of illegal immigrants.

Michigan is one of seven states that has not taken steps to comply with federal law.

The plan also will allow Michigan drivers to use one of two new licenses instead of a U.S. passport for travel to Canada and the Western Hemisphere.

"Our world continues to change and Michigan must keep pace," Land said Wednesday. "This plan ensures the integrity of state-issued licenses and helps to secure America's borders."

Under Land's proposal, which is drawing bipartisan support and is contained in legislation introduced Wednesday, Michigan residents would be able to get one of these two new driver's licenses or state ID cards:

• The upgraded license or ID can be used by residents for domestic air travel when new federal rules take effect. Without these upgraded documents, all Michigan residents will need a passport to board even domestic flights. This license would be available only to Michigan residents who are legally living in the United States.

• An optional so-called "enhanced" license or ID card that would allow travel to Canada or anywhere else in the Western Hemisphere without a passport. This license would be available to only U.S. citizens.

A driver's license now costs $25, or $18 for a renewal. Officials said they couldn't estimate how much more the new licenses would cost, but they'd be less expensive than a passport, which is $97 for adults and $82 for children.

The additional money is needed to finance verification of documents and new technology to add security threads and holograms to make the licenses tamper-resistant and difficult to counterfeit.

The new licenses and ID cards would look similar in size and appearance to the current versions.

All 7.2 million Michigan motorists would be required to get the upgraded licenses, as would the 800,000 state residents who have state ID cards.

Those who want the enhanced licenses would have to get them at Secretary of State branch offices. They likely wouldn't be available until late next year, said Kelly Chesney, spokeswoman for Land. She said Michigan is hoping to join four other states that are working with the U.S. Department of Homeland Security on the enhanced license project.

These efforts are intended to comply with the Real ID Act approved by Congress in 2005 following recommendations from the 9-11 Commission, which examined U.S. security in the wake of terrorist attacks on the World Trade Center and the U.S. Pentagon six years ago. It sets a national standard for driver's licenses and requires states to link their record-keeping systems to national databases. The high-security license program is backed by the FBI and other law enforcement agencies who say it will ease the task of keeping tabs on the 17 million illegal immigrants in the country.

State officials fear declining commerce and tourism between Michigan and its largest trading partner Canada next year when the passport requirement takes effect.

"This new passport requirement has severe economic implications for Michigan's tourism and retail industries and trade relations with Canada," said state Rep. Steve Tobocman, D-Detroit, sponsor of one of the bills that meets the new Western Hemisphere Travel Initiative requirements. Tobocman said he still has problems with requiring new ID cards to travel within the United States saying it amounts to unfunded federal mandate.

The Canadian Tourism Commission reports that about 7.4 million fewer trips to the United States are expected resulting in a loss of $2 billion in Canadian travel spending in the United States through 2010 as a result of the new federal regulations.

Added Chesney: "We're trying to keep the trucks and the tourists rolling across the border."

Given that the Legislature is scheduled to be in session another week this year, it's likely the legislation will be advanced early next year.

Liz Boyd, press secretary to Gov. Jennifer Granholm, said the administration is awaiting more specifics from the White House on how to implement Real ID.

"We are open to reviewing and discussing these proposals with the Secretary of State and the Legislature," she said. "But it's important to note that to date there have been no guidelines issued by the Bush administration and any upgrades to our standard driver license should be reviewed alongside those guidelines."

You use a Birth Certificate to get a Drivers license.
A Birth Certificate's info Does not ID you.

Example
John Gray is a White Male Born sept 23, 1970 in Flint, Mi

Now Line up 10 white men who are around 35 years old , up against a WALL.
Now Have a Complete Stranger Tell you witch one of those 10 men Is JOHN GRAY, now all the info the Stranger has is the info on that BIRTH CERTIFICATE .

.you used that same Birth Certificate to GET you Social Security Card. You PASSPORT, Your Marriage licence and as I Said a STATE ID.
We need to Change What info is on the Birth Certificat. almost like a File number that contains Your DNA.. They need to DNA all Babies Before they Leave the DELIVERY ROOM.

Willy, I don't know if birth certificates today have information different from my own but I agree baby's DNA should be recorded before leaving the delivery room. Also blood type. Blood type should be on driver's license, too, for emergency purposes.

You can implant your children and yourself with tracking devices if you want. That way someone can always know where you and your children are. I'm not a big fan of retinal scans and tracking devices by big brother. I think I should be free to travel but then agan I think I should have a right to own a gun and a right to make changes on my property and a right to my income and not need permission for the government.

We shouldn't be stealing DNA from people without their consent, child or not.

Who would keep these DNA samples? Who would have access to them? Would there be government oversight, or would it be government run?

And there's the problem: once the government has your DNA, who knows what illegal searches they are performing on it. They can't be trusted to safeguard veterans' records, why would this be any different? I shudder at the thought.

Only the Criminal would worry about The government getting His or Her DNA.

I agree on the Blood type being on the Drivers license.

Funny, because I'm not a criminal and it worries the hell out of me.

It's already ridiculous that employers are screening our bodily wastes for things that we might be doing on our PRIVATE time. And it would be one thing if I were driving a bus or operating heavy machinery. No indeed, I sit on my fat arse all day in front of a computer. I don't get how what I may have done last Saturday night has anything at all to do with my work today.

So why should my blood type be on my driver's license exactly? I already think driver's licenses are kind of stupid.

If you were involved in a serious injury accident and required immediate blood transfusion it might save your life. It takes time to draw, type and transfer blood. If you're unconscious and can't talk to officers or emergency personnel at the scene, they're going to look for your I.D. If you're driving the vehicle, they're going to first look for your driver's license. There's a spot on the back for medical alert and emergency contact information. Used to be a sticker for blood type, now mine's got a place on the back for medical alert and body donations.

That's so typical of you, LTH. Willy, another Bush hater, suggests that we DNA all babies before they leave the hospital. Then you turn that suggestion around and blame it on the president, who suggested nothing of the sort.

Dont forget even though it wont be long and Bush will be replaced, (If ya believe the lib media either by the Hildabeast or Hussein Obama, Chicago Mayor Dalys water boy and Oprahs choice Rolling Eyes ) but of course any negative happening under one of those socialists will still be Bushs fault. One track mind. By the way I watched a very interesting program on HD last night about the Miami cocaine wars. It showed exactly what happened when ex prez Jimmy Carter invited his good pal Castro to empty his prisons, insane asylums, round up all prostitutes, and everyother low life he could find and boat lift em to Miami.
