I have not spent the hour it takes to download the laundry room but will later...
This is a conversation with a friend her post follow... This is an answer.
The jail was over capacity the day after it was built. Does our study show that? I do need to look at the study. The jail was built with the thought that monies would provide an additional level. Time has passed and that is no longer a structural option.
The monies for the schools are a different item entirely. Proposal A addresses per pupil funding cost for day to day operation. YES, these funds are administration top heavy and not in the best use of funds for children. The 100,000 was a grant from Mott for strategic planning. Funds for addressing Facilities are different and not addressed by Proposal A. Some funds for facilities are FED. funds QZAB that have been cut. They amounted to band aids on buildings, a roof repair here, a new boiler there. Federal Bond.Quality Zone Academy Bond- I think? Thousand were spent on Sobey School right before it was closed and sold for $1. Though after years of being angry- I have to admit the Boys and Girls club is a phenominal organization and a positive Safe-Haven in my community. Largely due to Jamie Gaskin and his efforts and he is very sought after by other communities.
We can not afford the amount required for a state backed bond for School building improvements. Low interest bond must be at or above like 175 million. Any other bond would be at "junk bond market" read high interest. You may have heard the term "sinking Fund"
Tried to lobby Emerson to lower or modify the required amount to levy a state backed bond. He did make legislative changes in requirements.. previously you had to show inclining enrollment in districts to qualify for a state backed (low interest loan) now declining districts can qualify. Still the required minimum amount applies..that is way over what our area can feasibly afford.
So school funding is two categories one is per pupil funding, day to day -programs,books, paying teachers, admin. The second is facilities- buildings, many outlying areas have had millage bonds to address needs. Urban areas have let buildings decay. There are old buildings in other areas that are in excellent condition because they were maintained.
Flint School buildings should be condemned due to lack of maintenance. Asbestos, mold lack of technology etc. etc. Sad enough, where if dogs were in the buildings animal activists would have legitimate complaints!
This needs to be studied, looked at and reported.
If not us..who?
