Flint Councilman Eric Mays tells Morning Gazette Radio Show he is being replaced by Monica Galloway as FInance Chairman

Councilman Mays said during a 25-minute interview taped on Tuesday that Flint City Council President Herbert Winfrey told him by telephone that he plans to replace him as chairman of the City Finance Committee — long considered by most as the city's most powerful appointment position.

The 1st Ward city councilman isn't happy about it and vows that a recall could be ahead for some of his colleagues.

Councilman Mays told The Morning Gazette Radio Show that he will be replaced as Finance Committee chairman by 6th Ward Councilwoman Monica Galloway unless he can win five votes to overturn the decision by the council president.

Monday's city council proceedings lasted until nearly midnight. A 5 1/2 hour marathon meeting by the Special Affairs Committee was followed by the regular city council meeting with only five members sticking around to vote for a $77 million infusion of cash from the state. Mays scolded his colleagues who left with some harsh criticism about their attendance records.

He also warned of an instant recall movement against 3rd Ward Councilman Santio Guerra after he cast the deciding vote in a 5-4 decision to end work by Los Angeles-based AECOM. Councilman Guerra will react to the interview by Mays immediately after his appearance on The Morning Gazette Radio Show.

Police escort Eric Mays from meeting after his removal as head of Finance Committee

FLINT (WJRT) (1/23/2019) - A major shakeup on the Flint City Council led to fireworks during a meeting Wednesday evening.

Council members used their powers to remove First Ward Councilman Eric Mays from his position as chairman of the council's Finance Committee and appoint a new chairwoman.

The move led to a heated debate as police escorted the Mays out of the meeting.

Sixth Ward Councilman Herbert Winfrey, who is the council president, said he spoke to Mays recently about Mays' leadership as chairman of the Finance Committee.

Winfrey said the two of them discussed issues about moving the city forward.

"Leaders bring people together. Leaders don't divide and conquer, and those were some of the issues we talked about," he said.

In recent months, Mays had been engaged in a public feud with Councilwomen Eva Worthing of the Ninth Ward and Kate Fields of the Fourth Ward, who both accused Mays of harassment and abuse of power during Finance Committee meetings.

Mays denied any wrongdoing in his treatment of them and has said both councilwomen are difficult to work with on the committee.


When Winfrey moved to appoint Seventh Ward Councilwoman Monica Galloway as chairwoman of the Finance Committee, Mays quickly spoke up. Council members eventually asked police to escort Mays from the meeting.

"I would never resist arrest and be called out for a felony," he said while leaving. "If an officer asks me to do something and I resist it's a felony."

Mays said his removal as committee chairman was wrong and he plans on exploring if it was illegal.

"A forum would be court if it is not settled prior, because that way every detail can be looked at and it can be examined," he said.

Winfrey said there's no bad blood between him and Mays. But Mays said this leaves to a bad taste in his mouth because he voted for Winfrey to retain his position as council president for 2019.

The council's Finance Committee works with the Mayor's Office on setting an annual budget and all city spending matters.

FLINT, MI-- A member of Flint’s city council was escorted by police from a meeting on Wednesday, Jan. 23 after a group of residents protested his treatment of female constituents.

First Ward Councilman Eric Mays was also removed from his seat as finance chair prior to general council meeting earlier this month, he said. At Wednesday night’s meeting, Mays stated he wouldn’t resign from his position because he wasn’t formally removed by council president, 6th Ward Councilman Herb Winfrey.

Protesters in council chambers said Mays verbally harassed women on the city council to silence them in the midst of arguments that erupted between Mays, Winfrey and the new finance chair appointed by council president, 7th Ward Councilwoman Monica Galloway.


“I’ve got a one-year term that ends on the second Monday of November” Mays said. "What you’re attempting to do is totally out of order and I’m asking this meeting is called to order.”

The councilman is referring to a council rule that states any formally appointed committee chair can serve a year-long term that ends in November unless council votes otherwise. Mays has been finance chair for a little over a year and was verbally told by Winfrey he’d lead the committee again in November 2018.


Winfrey met with Mays weeks ago and told him his behavior of “harassment” is the reason he doesn’t want him chairing the finance committee.

“I never formally appointed him,” Winfrey said. “He’s not willing to apply the rules fairly and because of his abusiveness, I don’t believe he deserves that position.”

Ultimately, Mays refused to back down as committee chair during the meeting. He spoke over Galloway as she tried to chair the meeting and called her out of order for not letting him lead until he was removed by an police officer.

After Mays was escorted out, the council moved to vote on removing him as finance chair with a 6-1 vote. Second Ward councilman Maurice Davis dissented.

After things settled down, council voted to move all resolutions on the committee meeting agendas to the next general city council meeting at 5 p.m. on Jan. 28., including a resolution granting more than $50,000 from the Planning and Development general budget to pay for renovations for vacant and vandalized Flint homes.

Two of the homes are located at 1318 West Moore Street and 1414 West Moore Street and the other three are homes in Smith Village, per the drafted resolution. According to city administration, the homes originally received $52,113 in funds through a Community Development Block Grant to be restored. However, according to the resolution, they were left sitting there vacant for too long and were vandalized. They now need additional funding, according to the resolution.



Smith Village is a subsidized subdivision project just north of downtown Flint. The city owns unsold homes in the neighborhood, bordered by Williams Street on the south, Wood Street on the north, Saginaw Street on the east and Martin Luther King Boulevard on the west.

Members of the Flint City Council are tiring of issues and expenses tied to Flint's troubled Smith Village development.


In 2015, the council grew weary with expenses tied to Flint’s troubled Smith Village development. Council members were briefed on a project by the Department of Community and Economic Development to restore and sell the homes in the village after agreeing to spend $90,000 to keep private security officers on patrol in the area to prevent theft and vandalism at 14 unoccupied homes.

Fourth Ward Councilwoman Kate Fields also brought forth an add-on resolution that would require the city to use a predictive model to plan its final phase of lead service line replacements. The model was used between 2016 and 2017, but excluded from the FAST Start program when AECOM a Los-Angles based engineering firm took over in 2018.

The company’s extension of services and request for an traditional $4.8 million to its $6.1 million contract was voted down by council twice. The firm is no longer overseeing the FAST Start program and city officials stated they expect to hire a new management company to oversee its service line replacement program soon.


Ultimately, council decided to postpone a vote on the add-on resolution to a Feb. 6 finance committee meeting so that all council members have had the chance to look over it.

Well, let's talk. Some of us are aware that as of this past Thursday 4th Ward Councilwoman Kate Fields and 9th Ward Councilperson Eva Worthing took Flint City Council politics to an all familiar LOW. They called a PRESS CONFERENCE to call 1st Ward Councilman Eric Mays (me) a "racist" without giving any clearly defined reason. Although, numerous videos of Council Meetings will show they speak alot when they are present ...., but they have OVER forty (40) ABSENCES (missed Meetings) combined and regularly leaves early(In contrast, I only have had two ABSENCES this past year, yet, they said that when they speak or spoke "TWO WORDS" in a City Council Finance Committee Meeting they (or she) was done wrong under our City Council Rules. They said I "bully" women. Councilperson Kate Fields says I am "obtuse". They held a PRESS CONFERENCE to say these type of things about me and oh, there were other nasty and bad lies, but the media flocked to this stuff and ran it ALL ON THE NEWS .... NOW, this MONDAY AT 5:30pm on the 3rd floor of City Hall, at the City Council Meeting, Kate Fields and Eva Worthing have called out to "their constituents" to "stand up" (by showing up at City Council Meeting) to address my racism, to address my misuse of City Council Rules, to address my sexism, to address my serving as City Council FINANCE COMMITTEE CHAIR. Lets get real, Monday is ELECTION DAY FOR CITY COUNCIL (VETERAN'S DAY). Could these lies be a political strategy being perpetrated by other folks coaching or using these two white females to BURY THE REPUTATION OF COUNCILMAN MAYS as an "INVESTIGATIVE HEARING" is currently in progress? I appreciate this most serious VOTE that will take place on MONDAY, November 12, 2018 AT 5:30pm at the City Council Meeting. I say what's in the best interest of the City of Flint at this time in history is to hope that this low down nasty trick by these two backfires on them ..... I, 1st Ward Councilman Eric Mays, asks for your presence MONDAY, prayers and support against these "personal attacks" and false allegations by these two (2) women that happen to be white and I happen to be black ..... PERSONAL ATTACKS IS AGAINST OUR CITY COUNCIL RULES ..... DO KATE FIELDS AND EVA WORTHING KNOW THEY HAVE NOW BROKEN CITY COUNCIL'S WRITTEN RULES? THESE TWO JUST DO NOT SEEM TO SMART ...... This showed up in my messages and is from 2018., Last Wednesday's meeting the three women with the signs in committee meeting that wanted verbal abuse against women stopped were said to be from Eric's ward.

Hey experts on Parliamentary Procedure, answer this question. Since Mays was assigned his Finance Committee position and the position was not voted on, Why does he think he can sue?

THIS IS WHY HE'LL WIN! VERBAL CONFIRMATION GO ALONG WAY IN COURT....

2) Mays’ quoting of that rule was a misapplication.
• Committee Chair App’t. are for NO MORE than one year. He was appointed to fill out the term of Kate Fields who resigned the Chair during the Budget Hearings.
• That section applies to the authority of the Council President. It means that the President can appoint (and remove) Chairs at discretion UNLESS Council decides differently.

Ok, City of Flint 1st Ward and other supporters of Mays there needs to be some clarification about his conspiracy theories that he has been spouting for years. This time it involves the white female councilwomen, Kate Fields and Eva Worthing, but it seems to be expanding to other council members such as Herb Winfrey and Monical Galloway and Santino Guerra.

And before you write that you are not concerned about his past, realize that it has not changed in at least 14 years!

He and Monica Galloway have a history as she was the one who not only got him removed from a council meeting but had him charged with Disorderly conduct for persistently disrupting a public meeting. He was convicted on February 22, 2013 but was still elected.

His antics were the cause of Emergency Manager implementing Resolution #3, a special rule with significant punitive measures against Mays ust less than a month after Mays became a councilman. It was Mays and his arrogant behavior that
brought this action on.

Earley noted that Mays had a long history of disruptive behavior and he mentioned that Flint Police had to physically remove him on numerous occasions from council chambers. On the first day that Mays served as an elected official, November 16, 2013,
He repeatedly interrupted and delayed getting the business of the city completed

Prior to becoming a councilman he had two PPOs filed against him, both times because he was stymied in his lobbying efforts on Arab party store owners. If his lobbying was successful he was to get $10,000 but if he failed only $5,000. He went to extremes on both PPOs including going to the bank where then councilman Kerry Nelson worked and creating a scene where the police had to remove him. He had his mentor Tom ooubron finance a radio show to counter the Bob Leonard Show, which is where hid "contract" with Assaf was revealed. Other producers entered the studio reserved for the show of Bob Leonard in an attempt to disrupt the production Kathy Rappley and David Obershaw of Comcast had to remove then on more than one occasion

Earley supported his action with two incidents occurring less than a month into his first term began that not only disrupted the functioning of City Hall employees, but were also Charter violations. No conspiracy here.

1)On December 2, 2013. This was shortly after the car going the wrong way on the highway incident. Mays entered the police station in an effort to claim the vehicle. hen the police employee informed him that he could not because he was not the registered owner of the vehicle. Mays tried to convince her that he was an employee of Patsy Lou Williamson used cars, and he was retrieving it for them. She stated she needed a representative of the dealership. The affidavit of Sherri Estep told how Mays verbally harassed her until she closed her window and wept. She wrote that he then began to loudly berate her in the lobby. It was difficult to continue her work that day, she said.

2) The next day, December 3, 2013, Mays entered the offices of the Emergency Manager and subjected the secretary to "a disjointed and lengthy diatribe in which his behavior was highly agitated and seemingly out of control. The affidavit of maxine Murray told how Mays wanted his pay increased so that he could give money to his girlfriend. Then she recounted how he criticized the amount of money the Emergency manager earned and how much he disliked the Emergency manager law.

Early stated "in both instances he used hos position as a councilman to intimidate City of Flint personnel and engage in loud, uncivil,unprofessional, aggressive and erratic behavior."

There were a series of punitive measures heaped on Mays. Mays was not allowed to park in the City Hall garage and could only access City hall during business hours and for City Council meetings.

All 1st Ward residents were to be informed to make referral requests to the City Clerk whc would be forwarded to the Emergency manager.

Further restrictions were that Mays "shall not be allowed to be disruptive during Flint City Council" and "shall not address council during public comment period," In addition, Mays was not allowed to "address City Council unless he was first recognied by the Council President and the President was to enforce.

Besides being upset that Galloway not only got him removed from a council meeting and convicted for disorderly conduct for persistently disrupting a public meeting., there was a second spat that ran over into an RTAB meeting On June 16, 2016.

Mays spoke before Galloway and complained first that Kate Fields threw darts on Mayor Weaver. He then criticized galloway for leaving a meeting so the committee was without a quorum.

She discussed how there were challenges going on within the council. She stated how she respected her colleagues but at times they could be very confrontational, no decorum, rude, and they use profanity. Councilman Mays often feels as though he needs to be an adversary to each comment his colleague makes.

Galloway indicated that Mays was operating in that vein and also realized that if she left there would be no quorum. She told the council members that she believed the behavior was inappropriate and that she was going to remove herself from the meeting. The agenda had been completed but Mays continued to say "I got something".

The 1st Ward needs to realize that disruptive and aggressive actions prevents the business of the City from being completed There is no need for 8 hour meetings ust to satisfy one person's ego.
