Wright's 1998 campaign focused on the theme of the "Professional," (Wright) versus the "Politician (Hardin"). At that time Hardin favored a new water pipeline.
From the Wright ad "The Money machine" :
"Machine politics is alive and well in Genesee County. When you look at the lineup of politicians who hope to keep inexperience at the helm of the Drain Commission...you ask yourself why?

It makes you wonder what's going on and what's in it for the politicians?

Is it all a matter of control? if so, Jeff Wright is right: the voters should decide whether or not we spend $270 million dollars for a duplicate pipeline. This major decision should not be left up to a small group of politicians, like ken Hardin wants.

If Genesee County is going to be run by a political machine...maybe they need a money machine, too.. or are we the money machine?

Another Wight ad focused on "Your right to choose."

"In the old days political choices were made in smoke filled rooms, where deals were cut to benefit the power hungry.

Power brokers want to bring back those days.

That's wrong.

The residents of Genesee County have right to choose for themselves."

A complaint was filed with the Michigan Department of State, Bureau of Hearings, Compliance & Rules Division on August 2, 2000 regarding the "Friends of Jeff Wright", 769 Wagar Street, Committee Number 149220.

"On March 6, 2000, this committee filed a Statement of Organization as an Independent Committee. They are also claiming a reporting waiver in the Statement of Organization based upon the $1,000 threshold.

The Friends of Jeff Wright does not meet the three criteria for an Independent Committee under the Campaign Finance Act:
1, They did not register six months prior to the August 8, 20000 Primary Election.
2. This committee has not shown they have received contributions from at least 25 different individuals.
3. They are not supporting or opposing three or more candidates for elective office.

As you are aware from a prior complaint filed against the "Friends of Jeff Wright", correspondence from the Genesee County Clerk's office indicates that the committee will be considered a Political Committee because of the time threshold.

The "Friends of Jeff Wright" lost their reporting waiver on or before April 2, 2000 (see enclosures regarding expenditures) and is therefore required to file the necessary campaign finance reporting statements (none were filed as of 5:00 P.M., July 28,2000.

On April 2, 2000, the "Friends of Jeff Wright" ran a full page newspaper advertisement in the Courier, an African-American newspaper published by the Concerned Pastors for Social Action. In a telephone conversation with Barbara,Advertising Manager for the Courier, the cost of a full-page political ad is $1,000 plus additional costs for photos.

The "Frends of Jeff Wright have run several full page ads in the Courier. They have also advertised in the Flint Enquirer, another African-American newspaper and have run ads on radio stations targeting African-Americans.

On July 29th, 2000, the committee held a "Jeff Wright Fun Fest" giving away free food and employing disc jockeys for music . The used the "make the Wright Choice" Slogan, which was Mr. Wright's former campaign slogan, which was Mr. Wright's former campaign slogan.

Past practice of the Courier is to bll political ads bfore publication in order to ensure payment. The Courier has also charged for articles of a political nature as though they were ads unless the article was a genuine news story. I am not sure if this policy has changed.

The aggregate expenditures for such advertising and promotions clearly , under any reasonable calculation exceed the $1,000 limit for a reporting waiver.

The Friends of Jeff Wright improperly indicated they were a separate segregated fund of a domestic dependent sovereign (Indian Tribe). I do not believe that is the case.

The Act's definition of a Candidate committee is one, which "is under the control and direction of the candidate. The contents and designs of the ads printed with the required identification of the Friends of Jeff Wright committee could only have been accomplished under the direction of the candidate Jeff Wright as the ads use personal communications and photographs from mr. Wright and his family.

The utilization of the Friends of jeff Wright Committee effectively allows jeff Wright to run two campaigns, one black and one white. Mr Wright employs classical "race baiting" techniques that he fully develops only in the African American venues.

The Friends of jeff Wright targets the African-American community while the Wright 2000 Committee targets the suburban, predominantly white populations.

You will note from the enclosed attachments that the national NAACP told the local NAACP Chapter to stop using the NAACP membership designations in the ads for the Friends of Jeff Wright.

Since the Friends of Jeff Wright did not file a Pre-Primary campaign Finance report, no conclusive evidence is available, however, it should be noted that I have seen no evidence of activity by the friends of Jeff Wright on behalf of any candidate for any office other than Mr. Jeffrey Wright, a candidate for Genesee County Drain Commission."

Action Taken:

August 4, 2000 Complaint received
August 9, 2000 Telephone conversation with Robert Coffman, Director of Elections, office of the Genesee County Clerk. Mr Coffman advised that his office sent FJW a notice that FJW failed to file a pre-primary campaign statement.

August 11, 2000 Notice of MCFA complaint mailed to Leau'Rette Douglas, Treasurer, FJW.

September 1, 2000 Statutory time limit for FJW to file a response passed. No response was received, and FJW did not request a filing extension. Under the Statute, for a good cause, this office could have extended the FJW filing time until September 25, 2000.

September 26, 2000 Telephone conversation with Mr. Coffman, who advised that he would send to this office copies of the documents in the FJW file maintained by his office.

November 14, 2000 Requested documents from the office of the Genesee County Clerk.

November 27, 2000 Received documents from the office of the genesee County Clerk.

January 18, 2001 Telephone conversation with Mr. Coffman, who advised that FJW had filed pre-primary election, post-primary, election, pre-general election, and post-general election campaign finance statements and that his office would assess late filing fees.

This office is reviewing the available information, and seeking other information concerning FJW. When the review is completed a decision will be made either to dismiss the complaint or to proceed as required by section 15(5). That section provides that if the secretary of State determines that there may be reason to believe a violation of the MCFA has occurred, the Secretary of State "shall endeavor to correct the violation or prevent a furter violation by using informal methods such as a conference, conciliation, or persuasion , and may enter into a conciliation agreement with the person.

If the Secretary of State is unable to correct or prevent further violation by these informal methods,this office may either request an administrative hering to determine whether a violation of the MCFA has occurred, or in appropriate cases, may refer the matter to the Attorney General for the enforcement of criminal penalties.

"Wright the Wrong Choice for Drain Commissioner

To: All Print media (Opinion Editor)

Lately, I have been reading with disgust about t the Genesee county Drain Commissioner's race in two of flint's local black newspapers, namely the Concerned Pastors for social Action (CPSA) commonly known as "The Courier" and the Flint Enquirer newspaper. Alo, on literature of "The friends of Jeff Wright".

As a duly elected former board member of the Flint branch of the NAACP, I am appalled that candidate Jeff Wright and Coordinator John Hightower have "used" the local branch of the NAACP to further their own political and personal advancements. Yes, it is at the expense of the oldest civil right's organization existing today, the NAACP.

So, this community and civil rights activist went to the home of Mr. John Hightower, the Coordinator for Jeff Wright to discuss the Flint Branch of the NAACP role in Jeff Wright's campaign.

In Mr. Hightower's living room, he informed me that Jeff Wright purchased one membership a few weeks before officially announcing his candidacy for Genesee County Drain Commissioner. Again, one membership or thirty pieces of silver.

Mr. Hightower also informed me that Jeff Wright promised him that if he were to be elected, he would hire more blacks and give contracts to more black contractors.

He also informed me that he (Wright) would give the local branch of the NAACP $5,000 and pay other persons if they would assist him in his efforts to get votes from the northside of Flint. Remember, Jeff Wright did very poorly in Flint, and especially on the on the northside, or north of the river.

If you read Jeff Wright's literature and the two local black newspaper ads, you would have noticed the President of the local branch of the NAACP and other officers and members names were listed as "Friends of Jeff Wright".

The President of the local branch of the NAACP, E. Hill Deloney and Hightower were called and interviewed by the Flint Journal newspaper regarding the misuse of the "NAACP" name in Wright's ads.

President E. Hill Deloney stated that she knew "nothing" about the use of the NAACP name in the ads and she stated she did not give Wright or Hightower permission to use the NAACP name. Believe it or not, I'll let you be the judge.

This activist filed a complaint with the National Office of the NAACP because the influene of the local branch of the NAACP was being compromised and for Jeff Wright's personal benefit. Wright did not enjoy the black vote in the last election.

The National Office of the NAACP demanded and instructed E. Hill Deloney , the local branch president to have Jeff Wright and John Hightower to immediately remove the "NAACP" from all of their political literature and ads.

Do you know it is a violation of the IRS code and federal law to use the "NAACP" name on political advertisements, solely because NAACP is a charitable organization as provided by Federal Law and the IRS code. We may be in jeopardy of losing our status because of Jeff Wright , John Hightower and others.

Jeff Wright and John Hightower knew they made the wrong choice by trying to "buy" the black community's vote by using the NAACP. They did not and at the time of this writing do not care! Why hasn't Wright or Hightower been called on the carpet regarding their many unlawful actions?

I asked Mr. Hightower would Jeff Wright offend other communities by trying to buy their votes? He replied, "no". Would he promise large sums of money to other charitable organizations in other communities to secure their votes? Again, he replied "no". Then why is he doing it in the black community?
