Curtis quoted casa Blanca "This is the beginning of a beautiful friendship" as he praised the merger of Genesee and Oakland in technical services. The county had implemented on-line payment services in the Clerk's office, the Treasurers office, and in Probate Court. The Health Department was in line for tech upgrades at that time. Payroll services were also being planned and have now been implemented.

Curtis was turning to Oakland County again for procurement sharing when this deal with Hss began. Word is downtown restaurants are hurting.

Proposed EVIP/Revenue Sharing Changes Major Blow to Michigan Communities



The following statement is from Utica Mayor and Michigan Municipal League President Jacqueline Noonan about proposed changes to the revenue sharing/Economic Vitality Incentive Program (EVIP) approved by the House Appropriations General Government Subcommittee this morning (March 25, 2014).

Michigan Municipal League is staunchly opposed to these changes. The action also indicates a complete disregard for concerns raised directly to the subcommittee by League members in testimony last month. View a blog about the hearing here. In addition, League board members at their meeting in January talked with Rep. Earl Poleski (R-Jackson), the committee chair, about their frustration with the level of revenue sharing funding to local units of governments and challenges with the EVIP program.

“EVIP is not working. We have testified, we have talked to legislators, and there is not a single local unit of government who thinks this program creates more efficient government,” said League President Jacqueline Noonan, mayor of Utica. “But this action taken by this House subcommittee today shows that the Legislature is not listening. We are not only extremely disappointed, but fearful that these proposed changes would send even more Michigan cities into financial distress and possibly even emergency management or bankruptcy.”

A League study released last week showed the state has diverted $6.2 billion in revenue sharing dollars from Michigan communities in the last decade. Had the funds not been diverted by state lawmakers, the fiscal crisis facing many local Michigan communities today might not be so severe. The proposed changes to the EVIP program takes Michigan’s communities in the wrong direction.

Has the county established an inappropriate relationship with the Flint Genesee Chamber of Commerce? There was a sense of desperation to start the project immediately even with payment being deferred until the new budget year starting October 1st. Basically you had two board members of the chamber negotiating the agreement. Commission members, like Northrup, argue the transaction was legal although the commissioners did not seek a legal opinion through their corporation counsel and violated their own purchasing policy.

The Shaltz proposal was approved although it lacked any guarantee that adequate controls were in place to prevent further inappropriate relationships. The proposal did not demonstrate that Hss had the capacity to adequately administer the task. There are no time lines, no provisions for oversight of the services to be provided. Actually the services are poorly defined and fails to acknowledge that this proposal will not have dominion over the elected officials without their agreement.

Don't forget that Young already proposed the county give the county parking ramp to Uptown. Young clearly has divided loyalties between his fiduciary responsibilities to the county and his board of director position with the chamber.

Sims allegedly has hired a Lansing consultant for his campaign to win the representative seat being vacated by Woodrow Stanley. Archie Bailey is not running again. That leaves five commissioners who need to have their credibility really examined in the next elections. Adams and Henry voted against the no-bid contract. Look at the other decisions these commissioners have made.

Jamie Curtis addressed (and I believe gave a rationalization for this breach of the public trust)the issue of the no bid contract to Phil Shaltz during his 2014 State of the County address. But he doesn't state why the contract did not go out to bid and why the county chose to violate their own purchasing policy.




The third effort mentioned earlier, the Procurement endeavor with the Flint &
Genesee Chamber of Commerce is an area with huge potential for savings. One third of county spending is dedicated to non-Personnel items. This amounts to an expenditure of nearly $25 million dollars annually.

Genesee County is in a precarious position with its purchasing department.
The Purchasing Department has been reduced over time to meet budget priorities. Functions such as public safety, courts, and health services have taken precedence.

As a result, Genesee County has a decentralized purchasing process, a kind
of catchall across departments. Often, our computer processes are not up to date
and, as a result, there has been a lack of transparency in departmental budgets.
Because of this weakness, we have not had the resources to realize savings
opportunities in many areas. We need improved transparency to monitor our
Procurement process more efficiently.

Much like our Oakland County partnership, we can join with other entities to
share our start-up costs that are not affordable working alone. The idea is to
create a flexible purchasing network managed by a shared service administrator.
The plan draws on all of the participants’ existing purchasing power. The goal is a streamlined procurement system.

The purchasing collaborative proposes the partnership of Genesee County,
City of Flint, and the Genesee Intermediate School District. At its center, sits the shared services administration. Think of it as a hub with administrative
responsibilities over contract management, process development, and
procurement policy support.

When implemented, the program will yield a streamlined procurement
system.

We started the process this past month by hiring the firm HSS to fully
evaluate the current state of County procurement process. We are excited to get the project underway!

Thanks go out to Tim Herman and the Flint-Regional Chamber for leading
this effort.

Genesee County leadership has successfully navigated the twist and turns of
a road that have driven other local governments to the brink of bankruptcy.

We have found that change often brings uneasiness with it, but it also brings
the opportunity for growth. The difficulty in accepting change lies in letting go of the past.

After failing to file with the Secretary of State (SOS) for 3 years, Bryan Shively filed the Restoration of Good Standing for the company as the Secretary.

An Assumed name of the company is Value Point Materials.

The 2014 SOS report was filed by Shaltz as the managing partner at 5446 Dixie Highway in Saginaw

----------------------------------------------------------------------------------------------Mark Young was supported by labor because of his previous union experience.

At Genesee County, it has been alleged that he frequently delays in filling vacant union positions for some departments. As Chair of the Finance Committee, it is said he then allocates these unspent funds towards the deficits. The County unions have declined to complain.

Will the unions complain if they are replaces by Hss employees. According to the benefits packages shown on one website, will the county save?

GENESEE COUNTY, MI -- The county will share in a $250,000 grant designed to build up the region's economy -- from Shiawassee to Sanilac counties and north to the Thumb.

The state award to Region VI, which includes Genesee, Lapeer, Shiawassee, Sanilac, St. Clair, Huron and Tuscola counties, will support the creation of a five-year plan for the region and a system for implementing the plan, Genesee County said in a news release.

"We're going to bring the region closer together and work in harmony on shared economic vitality," said Genesee County board Chairman Jamie Curtis. 'The grant funds economic developers and planners in Region VI to spend the time (on that) and put together a plan of action."

Curtis said different sections of the region will have different strengths, priorities and problems, but the counties also share assets, including the I-69 corridor and Karegnondi Water Authority pipeline.


"(We are going to be) networking with those partners and getting them ... working together," Curtis said.

In September, the I-69 International Trade Corridor – which includes economic development efforts for Shiawassee, Genesee, Lapeer and St. Clair counties – agreed to join forces with Tuscola, Huron and Sanilac counties in the thumb region as part of Michigan’s Regional Prosperity Initiative.

----------------------------------------------------------------------------------------------Since the Genesee Regional Chamber of Commerce is the Economic Development agency of the county, is the plan to enhance the business opportunities for Chamber members? The no-bid $100,000 six-month contract deals with purchasing and other procurement practices. Could these recommendations be extended to the whole seven county area?
