9. Pricing

The project cost shall be a flat management fee of $100,000 for 6 months to be invoiced and payable upon the start of the next fiscal year (October 2014) Any months the project as described is extended beyond the initial 6month period by the County shall be billed and a single monthly management fee in the amount of $19,250 per month extended. Any future change to the scope of services being provided by Hss as a result of recommendations, broadening of need, etc. will be addressed at that time with a more detailed scope of work and pricing.

The final vote was 7 to 2 with only Adams and Henry voting against it. I am surprised at bailey because in the past he always voted for the honorable positions.



Snyder has promised us transparency in our government and this is not it. The decision was made in a committee that perhaps should have been public because of the number of County Commissioners on the committee (4). Then they try to slide the proposal through without placing it on the agenda and violate their own purchasing policy to do so.

I left early, but I am told that Sims commented how he hoped the details of the agreement would be revealed by Shaltz since they have voted for it. A little late for that Omar! Mike Kilbreath had a camera man there so when he starts his new TV show I bet that comment will be on the air. Killbreath's show tomorrow morning should be a hoot.

After reading the Shaltz document several times I am beginning to believe this is more than a 6 month agreement. Are the county commissioners trying to control and manipulate our elected officials by messing with their budgets. If so expect more legal costs from lawsuits.

County Clerk/Register of Deeds John Gleason held a press conference shortly after the county commission meeting. Phil Shaltz and 4 county commissioner wanted to come to the press conference but it was closed to media only. I am told that at least one commissioner was furious at being shut out. This highlights the problem. The commissioners want to control other elected officials and agencies that are currently out of their control.

GENESEE COUNTY, MI -- The county Board of Commissioners is spending $100,000 on a consultant they hope will save them millions after the company's work is done.

A divided commission gave final approval Wednesaday, March 19, to a no-bid contract for HSS LLC, a company owned by Flint businessman Phil Shaltz, which offered to evaluate the county's purchasing and procurement process and make recommendations aimed at it more efficient.

Shaltz and county officials said last week that the system for buying products and services is broken, ignored by some department heads, and far less efficient than it could be.

Two commissioners -- Ted Henry, D-Clayton Twp., and Pegge Adams, D-Richfield Twp. -- voted against the contract, saying their colleagues were ignoring their own policies for soliciting requests for proposals from contractors.

"It bothers me that we have someone come up (and make the proposal with) no timeline defined on what has to be done or completed (when)," Henry said.

Commissioners are at a time of transition in terms of their Purchasing Department following the death of former director Eric Hopson.

"I expect the consultant to come back to us with a timeline" for achieving certain objectives, said Commissioner Archie Bailey, D-Flushing. "It's expensive, but it's a healthy (process to go through). I would bet in the end, we will be able to save a significant amount of money."

HHS made its pitch for evaluating the county's procurement process over a six-month period following a presentation by a representative of the Flint & Genesee Chamber of Commerce last week.

The chamber official said there were opportunities for the county to save money by developing a purchasing system that could be shared by other cities, townships and public agencies.

Shaltz, a well-known civic and business leader in the county, is the president and chief executive officer of Shaltz Automation, a managing partner for a number of downtown Flint restaurants and Uptown Developments, founder of the nonprofit Flint Diaper Bank and a member of the Hurley Board of Managers.

He formed HSS in 1998. The company's clients include General Motors.

"I feel comfortable with where we are" after approving the contract with HSS, said Commissioner Brenda Clack, D-Flint. "There is opposition that comes when people don't understand the process and what's going on."

Board Chairman Jamie Curtis has said the proposal from HSS came after years of talks about potential shared services for local communities -- discussions that began in 2011 when former Lt. Gov. John Cherry and former Flint emergency manager Michael Brown led a study called "Future Genesee" that identified potential areas of cooperation and consolidation.

County Interim Corporation Counsel Celeste Bell said a county attorney drafted a new professional services contract with HSS since last week because a four-page proposal from the company was "light on details" and because county attorneys were not consulted in drafting it.

As the initial proposal did, the new agreement provides for HSS to be paid $19,250 per month if it continues to work on the county project for more than six months.

Certification of Consolidation of Services December 30, 2011
Summary
The City of Flint has participated for many years in collaborative projects with other local units of government, courts and major asset management. Governor Snyder has required recipients of State Shared Revenue to identify collaborative projects currently operational and those which are being evaluated.
Several Genesee County area units of government, including the City of Flint, asked the Flint Area Reinvestment Office (FARO) to facilitate a process to. re-envision local
government service delivery systems. “Future Genesee” was the result.

“Future Genesee” developed a Shared Services Category of Priorities. Through two sub committees: 1) Administrative and 2) Finance — potential services were categorized as Easy, Medium or Hard. Six initial services were fhrther defined with a Vision describinga successful function and a listing of the Ultimate Impacts which would result from attainment of the vision. The Recommendation Summary is attached.

The City of Flint is currently operating under Public Act 4 with an Emergency Financial Manager. Implementation of shared, or consolidation of services is essential in order to resolve the current financial crisis and for long term, efficient delivery of services to the public.

The attached schedule lists the on-going consolidated and cooperative measures and
those currently being evaluated. Cost savings have been noted where applicable.
Please note: Discussions have begun and are on-going for two projects listed under
“Potential Future Consolidation” section: 1) County-wide 911 and 2) further
consolidation of 67th District Court with Flint’s 68th District Court.

Possible conflict-of-interest as Brown created FARO and then merged FARO with Prima Civitas. He only took a leave of absence when he became the Emergency Financial manager.

Intergovernmental Solutions Center
We recommend that an Intergovernmental Solutions Center be established as a neutral convener to assist local units of government who desire to create shared service partnerships. The Center would:

Flint Clean Economy Project


Perhaps nowhere in the country is there a greater need for economic revival than Flint, Michigan, where 36 percent of the population lives below the poverty threshold, including 55 percent of Flint families with children below the age of five. Given the vast scope of our economic challenges, it is critically important to link environmental progress with expanded economic opportunity.

The Flint Clean Economy Project, a collaborative effort involving the City of Flint and nongovernmental organizations is aimed at demonstrating the potential for clean economic development as a strategy for creating good jobs, fighting poverty, and revitalizing manufacturing in Flint. The project is working to develop and implement a clean technology economic development strategy that builds on the city’s strengths: skilled labor, strong educational institutions, land availability, existing knowledge and manufacturing activity, and a history as a global technology leader.

As part of this effort, recommendations from this project will be integrated into the city’s long-term master planning process. Central to the project’s success will be the Flint Clean Economy Project Taskforce, an official city advisory body comprised of a diverse array of stakeholders including representatives from the labor, business, educational, non-profit and public sectors.

The Flint Clean Economy Project: Roadmap to the Future

As part of this effort, the Flint Clean Economy Project produced a preliminary report reviewing the job-creating potential of clean economic development. Read more.

The report recommended two approaches going forward:

Engage in active supply chain construction

Efforts should be made to actively foster supply chain linkages. One promising approach involves the establishment of formal collaborative groupings of separate companies, which serve as a form of vertical integration. These groups can bring together diverse expertise in a more compelling package — the whole becomes greater than the parts. As a result, the collaborative group can be more effective in bidding for contracts and capturing market share.

Promote cluster growth by encouraging linkages

Another important policy area involves actions that are not company-specific but rather create the conditions under which these connections can be made. Actions could include organizing regular networking events, information sessions, and case study testimonials from guest speakers to demonstrate the potential for this sort of work. The E3 Innovation Network, a project of The Genesee Regional Chamber of Commerce, would be a natural organizer of such activities. Read more.

What the Journal did not tell you was that Phil Shaltz accompanied the commissioners to the press conference following the Commissioners meeting. Did they think he was going to comment on the no-bid contract they gave Shaltz?

Flint officials have limited who can be allowed to attend press conferences. If he wanted to limit the meeting to press only, so what? It is his office and the commissioners are not the boss of everything. They have lawsuits because they want to control elected officials. Do they punish elected officials with severe budget cuts?

They need to allow Gleason to fire or at last demote the woman in the deeds office that doesn't record pertinent information on the on-line records. He was elected and not their choice.

GENESEE COUNTY, MI -- County Clerk-Register John Gleason asked three members of the Board of Commissioners to leave his news conference Wednesday, March 19, saying they used "vulgar" language in his office.

Commissioners Mark Young, D-Grand Blanc; Tony Brown, R-Fenton; and Archie Bailey, D-Flushing, each denied Gleason's claim today and each called the clerk-register's assertion a lie.

"That's an outright lie," said Young, who said commissioners were turned away when they showed up for Gleason's news conference to announce the formation of a Blue Ribbon Citizens Committee to help him with the compilation and publication of a new county directory.

Gleason confirmed that he asked Brown, Bailey and Young to leave his office and said he did so because they were using profanity and had not been invited.

The clerk-register said he didn't want his announcement to turn into a negative exchange with commissioners, who have feuded with Gleason over a number of issues since he was sworn into office last year.

One of those disputes is now in court after Gleason sued commissioners, claiming they failed to fund his office at a serviceable level.

The three commissioners said Gleason asked them why they were at his news conference Wednesday and told them the announcement was "invitation only," Young said.

Brown said he has questions about Gleason's plans for the new directory, including who's keeping track of the money" if ads are sold to support the publication.

"What does he have to hide?" Brown said of the decision to close the news conference. "That's absolutely wrong ... totally disrespectful."

Gleason has criticized Brown for not spending more time working with his offices on issues related to the merging of the clerk and register of deeds offices -- something that just happened at the start of 2013.

Brown, the chairman of the county Public Works Committee, which the two offices report to, has said Gleason should take responsibility for managing the two offices.

Bailey called the clerk-register's claim about profane language "a typical Gleason lie ... all untrue."

How was the Flint Genesee Chamber of Commerce a "neutral convenor" in the contractual relationship between Genesee County and Hss, llc?

Mark Young is a Director on the Operating Board of Directors for the Chamber and Phil Shaltz, an owner in Hss, llc , is a Board member of the Strategic Board of Directors of the Chamber.

One of the Chambers functions is to Develop Governmental Contracting opportunities. Is Young in violation of the Incompatible Offices Act? Is this a method to aggrandize his position in the business world by directing or steering contracts to Chamber members?
