The Flint Genesee Chamber of Commerce Shared Services staff person worked with Emergency manager Michael Brown as the Infrastructure Development chair on Brown's committees. Wilkinson is named in the 2012 and the 2013 City of Flint Financial and Operating Plans.

Wilkinson is the Pastor of the Word of Life Church. Jesse Jackson came to help celebrate the 5th Anniversary of the Church in may 2012. There was an economic expansion convocation in the afternoon at Riverfront Banquet Center followed by a formal event in the evening at the Flint Golf Club with Mayor Dayne Walling and other politicians in attendance. Jesse Jackson criticized the emergency manager takeover of Flint and praised Wilkinson for leading a Church with both business and spiritual vision.

It appears Francis may have some control issues of his own. On February 18,2014, Francis stated he wanted oversight of the retirement Office. It was Francis that initially blocked the $3 million loan to the Land bank to demolish 1700 homes.

Will he continue to join in unison with the decisions of Commissioner Mark Young?

I don't know if you saw this, Mike, but the supplemental audit for March 2013 at the Land Bank showed that the Land Bank's equity interest in the Durant had plummeted and that the project was clearly a loss for taxpayers, who footed almost the entire bill, but is still profitable for the out of state developers. Also I have the county's procurement policy from an earlier request, and it seems clear that this project would fall within the competitive requirements.

What is clearly needed is for some serious people [ including me] to join together and hire issue specific counsel [not me] to force government to do what it already should be doing. Obey the law, promulgated rules and procedures while protecting the tax payer dollars. We have heard the idiotic fox news slogan " government should be run like a business" well Phil Shaltz the bag man for moneyed downtown Flint interest is showing us what that means. He has taken all he can from the city for them and now is looking to the county taxpayers to further line their pockets.

Alec Gibbs I've taken a look at some of the audits. They certainly have business picking winners and losers by sinking public monies into questionable projects in exchange for undisclosed interests. But now we know why one of the first orders Brown issued was eliminating the Ombudsmans office. In economics they would call this something like regulatory capture. Want a juicy, lucrative contract ? Buy a government for less than what you'd pay on a competitive bid.

Project Description

HSS, llc to provide the labor, subject matter expertise, and consulting to assist Genesee County with purchasing assistance, gap identification, process evaluation, opportunity discovery, and recommendations for next steps.

2. Project Scope

Projects designed to provide subject matter expertise to fully evaluate the current state of County procurement process, procedure, systems and overall approach in responding to the request for such expertise. The scope shall include all departments/ aspects of the currently procuring material and services for use by and in support of county services. The intended timelines for said services shall be collaboratively determined between the parties based on the speed by which the required discovery can be done, data provided and analyzed and support from the various departments (expected to be six (60 months).

3. High-Level Requirements


1) Work in collaboration with and under the guidance of the County Purchasing manager to set a defined plan for discovery activities across all departments.

2) Assist with maintaining short term stability withn the procurement processes of the county via supporting and/or absorbing duties as required thru the discovery process and/or in support of the County Purchasing manager.

3) Conduct discovery on the use of current system(s) for purchasing, inventory management, approvals and reporting.

4) Idenify and evaluate current purchasing related processes and procedures for applicability, adherence, competitiveness, audit compliance,etc.

5) Document opportunities for improvement, identify significant areas of concern and possibilities for cost improvement.


4 Deliverables

* HSS to provide two (20 full tie material purchasing resources based on an agreed upon start date.

Note that Hss will also provide support resources from within our organization as needed to support or(sic) efforts to include HR, Finance, IT and operational based expertise.

There will be no additional charge unless clearly discussed and presented for a county decision for any of the above mentioned resources or related activities above and beyond pricing outlines within this document. Hss will potentially be drawing from a team of some 40 plus local Hss associates including Directors and managers reporting to the CEO.

A quarter million dollar contract awarded to Shaltz today without any bid ? When are the voters of this county going to wake up and vote this pack of ignorant tax dollar thieves out of office? We only hire (voted) for you idiots to be good stewards of our tax dollars,obey the laws you swore to obey and help us find our way around the offices at to county. I sure hope voters stop voting for the candidates based on what their union,pastor,gender,skin color,political party or by last name is and vote for the person most qualified regardless of these stupid reasons. * Based upon agreed upon guidelines, authorizations, etc. assist in supporting daily gaps associated with the recent need for changes within the county to support stabilization, allow the new Manager to properly focus and with minimal disruptions.

* Establish and report out on gaps in process and procedure adherence, documentation concerns, etc..

* Provide short and long term recommendations on the overall purchasing process for the county to include sourcing documentation, etc.

5. Involved Parties

Hss,llc will require a point of contact (prefer a single point) to assist with establishing relationships, gaining insight, obtaining data and documentation, etc. We would request that this POC be at a sufficient level to support the clearing of roadblocks and/or supporting discovery of the items identified above within the County Government. Clearly based on history and position we believe the best role for this activity would be the recently named Purchasing Manager.

6. Initial Discovery

To assist in kick starting the ability for Hss to assist and support we would request the following areas of information and/or key contacts that can provide the information to assist us with understanding the landscape and forming the required relationships to become effective.

1) Detailed spend data for the calendar year 2013. Specific details on exactly what data is required can be provided upon request in working with the individual(s) that can obtain/request the required data.

2) Organizational charts or information that outlines the County HR structre,departments (we understand there are 29), department leadership,etc.

3) List of physical locations included within the County Government.

4) Key contacts for the following areas
a. Reporting-to request reports, gain insight on writing reports, etc.
b. IT-to gain an understanding of current systems.
c. Systems-who can assist in training on your current systems, etc.

5) Access to current processes and procedures that may be documented.

6) Access to current vendor contract details, etc. to assist in procurement.
