FLINT -- Regina Porter is ready to become a homeowner.

“Have you seen in there? It's awesome!” she said, standing in front of her red, brick craftsman-style home on N. Grand Traverse. For Porter, finally owning her home means no more renting or commuting. She can be with her four kids and run her child daycare center from home. She can build her credit and her new life in the city of Flint.

“I just look at it as a blessing, truly I do,” Porter said.

Porter’s home was recently renovated by Salem Housing. “Taking a house that's empty and abandoned and turning it into something that's the envy of anybody in the neighborhood, really,” Salem’s executive director, Bill Hammond, described.

Since 1984, the non-profit agency has renovated 130 homes in Flint with the goal of providing safe, affordable housing. Back then, low- to middle-income families could earn their homes by working alongside crews – sweat equity.

“They became invested in it, it helped to foster a sense of accomplishment, they knew how to take care of their house,” Hammond said. But these neighbors, Hammond said, were eventually outpaced by fast-money investors who flipped homes for profit in the 80s and 90s. And over the decades, as the local economy struggled, people moved out, property values fell and crime rates went up. That left entire neighborhoods in Flint in disrepair.

“Flint was really turned upside down,” Hammond said.

In 2010 Salem Housing secured Neighborhood Stabilization Program (NSP) funds, federal dollars granted to communities hit by foreclosures and abandonment.

“Those dollars were allocated to really turn a house into a showpiece,” Hammond said.

It takes about a year for Salem Housing to buy the homes, renovate them and put them on the market. It can cost up to $170,000 to renovate a home, which includes foundation repairs, stalling energy-efficient appliances and bringing the home up to code.

The buyer's price-tag? Less than $30,000.

“It's a win for everyone,” Hammond said.

After completing Salem's homebuyer’s workshop, Regina Porter will move into her home next month. She's brimming with ideas.

“I love it,” she grinned. “I'm in love already.”

Just around the corner, on Welch Blvd., Yolanda Hughes and her husband are eagerly awaiting their move-in date. They have a purchase agreement in place for a second NSP-funded renovated home Salem is selling.

“I'm ready to be a Welch homeowner!” Yolanda Hughes said.

Like Porter, the Hughes are part of a new wave of Flint investors. Their impact on the grand scale is arguably insignificant. Flint has roughly 11,000 vacant homes, a nearly 25 percent vacancy rate according to the U.S. Census Bureau.

“If you think if change in the terms of smaller increments, then you can see change almost immediately,” Hammond said.

Porter and the Hughes said they’re doing more than just building their own dreams. They're building a brighter future in Flint.

“I could say, move back to Flint because soon it's gonna be looking lovely again,” Lutent Hughes said.

“There's no other way - we have to invest in our community,” Porter said. “It’s very important to me.”

I can't believe tv 25 actually showed the house on Welch that has infuriated a whole neighborhood.

This house has had in excess of $170,000 to renovate, fix the foundation, provide all new appliances and more. One neighbor had to remove his beautiful home from the market. He and another neighbor had invested between $50,000 to $70,000 in their homes. They now want to leave because of unchecked gang activity and the realtors ae telling them they can't get $20,000 for their homes. These Salem Homes are part of the reason why.

The new homeowner has already fought with one neighbor because she can't understand the concept of a shared driveway.

Word on the street is the Welch Blvd area is going to be designated low income only to satisfy HUD. Homeowners who paid market rate are the losers.

Flint had HUD findings because Salem can't sell many of their homes. When council was discussing this issue, at least one councilman stated some Salem houses had been vandalized and were being demolished.

There were HUD findings when Salem worked on houses in the Smith Village area. The problems were so severe in the homeowner occupied rehabs that the residents went to council, the news media and Flint City Council to seek redress of the problems. Some made HUD complaints and Salem had to fix some homes without HUD money as they failed to comply with the rules.

Part of the issue. Salem can't locate qualified buyers even at the reduced prices. Even most of their rent-to-own projects failed. Yet the land bank has what is in my opinion a sweetheart deal exclusively with Salem. Only Salem can buy properties in Metawaneenee.

Both need to be investigated.

Neighborhoods were evaluated by the city last summer. So why was Pete Hutchinson out today evaluating some neighborhoods again. Doesn't he realize that area has a phone link and many residents are not pleased. They would like to know what kind of pestilence is being planned for them now. The residents are asking if they can sue the treasurer, land bank and Salem for the decimation of their neighborhood.

Violence has driven a number of home owners out, homes which were renovated with new roofs, windows, vinyl siding and decks. Now these homes have been completely vandalized and or demolished.

Many low income have bought their homes on land contracts and worked on them alone or with friends.

BY THE EMERGENCY MANAGER:
During 2010, the City of Flint executed a development agreement with Salem Housing Community Development Corporation, a non-profit developer for redevelopment of homes for purchase using the City’s Neighborhood Stabilization Program 1 funding.

The goal of the City’s Neighborhood Stabilization Program 1 (NSP-1) was to restore vitality to distressed neighborhoods by facilitating the acquisition,
rehabilitation and resale of vacant and foreclosed single family homes.

An assessment of the NSPI program, made by City staff and HUD’s technical assistance consultants, revealed that initial work specifications were deficient resulting in the homes not being code compliant in order to be sold to low income families.

To meet the goals and objectives of the NSPI program, it was determined that CDBG funds would be used to complete the two (2) homes that are still currently under construction.

Resolution #2012EFM2O1, adopted by the City’s Emergency Financial Manager on January 10, 2013,
increased Salem’s development agreement potential by an additional $100,000.00. Based on a number of circumstances, City Officials have determined a different course of action to complete all NSPI-assisted homes.

CDBG funding to be cancelled is respectively found in the following revenue and expense accounts: 238-
748.478-502.748 and 238-748.478-805.327.
Funds being cancelled shall be moved to the following accounts: 238-748.101-502.748 and 238-748.101-
700.100 labeled as CDBG uncommitted revenue and expense accounts, respectively.

IT IS RESOLVED, That appropriate City Officials are authorized to cancel spending authority
(Resolution 2012EFM201, adopted on January 10, 2013) for a development agreement in the amount of $100,000.00 to Salem Housing Community Development Corporation using CDBG funds to redevelop

Could this be why Salem Housing sought media coverage to improve their image. They have a long history of failed projects. WEYI TV 25 should be more careful.

On 7-13-1996 document # 19960713000042 there was a marriage recorded between Lutent Hughes Jr and Yolanda Regina Moore.


According to the previous documents, it appears that this same couple received a federal loan (and assistance through Genesee County) in the purchase of a home in the past. This home just had a sheriffs sale.

The home at 1001 E Atherton is now in the name of Fannie Mae. It will be interesting to see if this purchase agreement is approved.

Imagine this scenario.

You and your spouse work hard to purchase a nice home on/or near Welch Blvd. You pay for expensive upgrades because you expect to continue living there during your retirement.

Then your neighborhood undergoes a dramatic transformation in less than five years. Gunshots and gang behavior becomes rampant and slowly many good neighbors are forced out. Even families in newly renovated homes are gone and the neighborhood is quickly falling prey to demolition.

Your home investment is on the line as it's value keeps falling. Your neighbor, a retired law enforcement officer, tells you he is leaving because a nonprofit has moved parolees and newly released prisoners in your neighborhood. He says he does not care to live next to people he put in prison. Before he leaves, one of them rob him and he just abandons his home.

Drugs are being sold in the adjacent blocks. Two block away is an ongoing series of gunshots, dogfights and shootings. Shots are heard all around whether it is day and night. There seems to be no relief, not from the local police or the state police.

You place your home on the market. Only some nonprofit spends $170,000 on a nearby house after purchasing it while it was on the demolition list. They plan on selling it for peanuts.

Meanwhile your larger, more elegant home has to compete with a home that has central air and all new state-of-the-art appliances. You have maintained your home for years, but you don't have central air or brand new appliances to leave behind. Worst of all, your real estate agent tells you that you would be lucky to get $20,000 for your home, despite everything you have invested.

Many residents in this area say they feel trapped and duped. They want to sue the Land Bank and Salem Housing because they have been hearing for years about back room deals that planned the devastation of this neighborhood.

There is an overwhelming desire to find an honest politician who can help their situation. At a recent meeting it was expressed by the majority that the City Council, the City Administration, the County Commissioners, the current Treasurer Cherry, House Rep. Dan Kildee, and the land bank could not be trusted. Since the NSP programs came through HUD and some through the state, the group is running out of options. They are like Diogenes the Cynic, carrying their lantern as they search for an honest man that can help.

There is anger, deep anger in parts of the city. Many want to leave, but their houses are now worthless. Unfortunately there is little relief in sight.

I want to apologize in advance to most people for my demeanor and possibly language in what I am about to write. I am so pissed off about this that I have decided to say, “Screw political correctness!!!”

Mr. Hammond, are you serious or seriously stupid? Our economy is terrible, we are being taxed to death, too many politicians feel that people are entitled to what others have without having to earn it, and we have those in government that say “we don’t have a spending problem”.

Mr. Hammond, I am a taxpayer who works for a living, is eligible for food stamps (or whatever they call them now) but do not claim them because there are those that truly need them more than me. I use an old beat up stove, had to buy a used refrigerator when mine went bad, do all the repairs on my own house because I can’t afford to pay somebody else and have had to work numerous jobs to make ends meet. Like so many others, I took a major hit when the economy went bust, losing a decent paying job that I had held for almost a decade. I also lost a business I was in the process of starting when all hell broke loose. I am not complaining, but just stating that there are many people in the same situation as myself and we realize that in hard times, you have to make due and tighten your belt to get through the hard times.

So Mr. Hammond, please take your head out of your ass and explain to me how “It's a win for everyone.”

How is it a win for the taxpayers that are not getting basic public services so that Salem Housing can put $170,000 of taxpayers’ money into a house and turn around and sell it for less than $30,000?

How is it a win for the hard working taxpayers when you put “state of the art” appliances into the house when many of us who paid the taxes that furnished those appliances are using appliances that barely work? The stove that Salem put into the house on Welch Blvd. costs more that all the appliances in my kitchen combined. Meanwhile, my stove only has two burners that work.

How is it a win for the taxpayers when some of the people receiving these houses have received houses from the government before and lost them? Maybe it was best said in Matthew 7:6, “Do not give what is holy to dogs, and do not throw your pearls before swine!”

How is it a win for our future generations when politician and "non-profit" organizations are increasing our national debt by giving away money foolishly to people who have not earned it?

How is it a win for the neighbors who cannot compete in selling their homes because Salem housing is giving away houses that are "the envy of anybody in the neighborhood" at unrealistic prices?


Before I make my next statement, I want to make it clear that I am an independent. I will criticize any politician that I feel is not looking out for the best interests of our government and its citizens. I will also praise any politician from any party that is actually stepping up and doing what is right.


So while I am still pissed off, Mr. Hammond , maybe you can tell me and my hard working brothers and sisters just who in Hell gave the government the right to take money from hard working taxpayers and redistribute it to people that have no desire to work for a living? Just tell me where it is in the Constitution, its Amendments or the Bill of Rights. Tell me who decided that people who can’t be bothered to work or aren’t responsible enough to pay their bills are “entitled” to more than the people who pay the taxes that provide those amenities.

Yes, there are those that truly need our help and I do not have a problem helping those people. Those people that actually want to better themselves, support their families and themselves, but have fallen on hard times; I have no problem helping those people get back on their feet. But those who just want to milk the system; I have no sympathy or patience for them.

Mr. Hammond, it seems to me that the only ones that win are the few people who get one of these houses and Salem Housing who has received and wasted huge sums of taxpayers’ money to “improve” our neighborhoods, but still pay their upper management hefty salaries.

Rant over for now! Salem Housing and Mr. Hammond, Kiss my ass!!!

The woman who was featured in the media as the purchaser of the Salem House on Welch still claims to be the buyer. Others with better credit have been unable to buy homes from Salem. Above is the complaint number for waste and abuse of housing using HUD money.

A resident near the Welch Blvd home being sold by Salem made a complaint to the Flint HUD office. The resident alleges they were told "the woman needs the home" and that the family had a friend in City Hall. If true, that is the very king of political cronyism that Flint needs to get rid of.

This home is so large it has two furnaces and two central air units. The family also has a landlord tenant case in 68th District Court (13-0375[LT]) so they have not repaired their credit as required by HUD. I am told the upscale and energy efficient appliances are awesome,

Salem had HUD findings about not being able to sell homes they have rehabbed and the homes became rentals. Without the NSP money Salem has houses on Hamilton and Witherbee that have been for sale for years. Other Salem properties sit in decline. Offering incentives for police, fire, nurses and EMT's did not help these homes sell quickly. So, perhaps Salem is anxiously trying to sell to anyone and deal with the consequences later. But if challenged, this sale could cost Flint residents and not Salem for payback.
