Attention Leadership people for City of Flint Neighborhood Associations, Neighborhood Watches and Block Clubs: The next meeting of Flint Neighborhoods United will be held on Saturday, September 8, 2012 from 9 a.m. until 11 a.m. at Vernon Chapel, 5802 Dupont, corner of Gracelawn. Flint Neighborhoods United is a coalition of the leadership of City of Flint groiups. Please join us as we work together to improve our City.

FLINT NEIGHBORHOODS UNITED BRINGS NEIGHBORHOODS TOGETHER TO DEAL WITH ISSUES WITHIN THE CITY OF FLINT.

A newly formed program, supported by the Flint Police department, along with the Michigan State Police, MIchigan State University and the Building Neighborhood Power Project, is creating a coalition of leaders from neighborhood associations, crime watches, and block clubs, as stakeholders to deal with major issues concerning all areas of the City of Flint. The group will be working with city, state, and where applicable, the federal government to find answers to deal with those issues that confront the City of Flint.

The first two major issues to be dealt with are blight and the proliferation of party stores, with others, such as guns, drugs vandalism and home invasions to follow.

The three primary goals of the group:

* Improve communication among all stakeholders at all levels
* Create and maintain an environment that supports safe and
healthy neighborhoods
* Re-establish a city wide sense of community with a shared
responsibilty

Success for this program will require the commitment of all neighborhoods in the City of Flint.

other projects include working with the Flint Police Operations (FPO) to create a single page description of each association and block club, with contact information included. With the description page would be a map including the parameters of each association or block club, all of whch would be placed on the FPO Facebook page. This catalog of neighborhood associations, and block clubs, will help in creating better communication between groups.

The Flint Police want to register all block clubs and crime watches. Thesy also want the boundaries, addresses and phone numbers of active members, along with contact numbers for the leaders.

This is nothing new. It was tried years ago under one of the mayor's programs. There were objections from individual members of some groups because this information is not public nor is it shared, it is confidential. They did not want their personal information shared, there was no guarantee of who would be allowed to see it or how it would be used.

How does this relate to the policy of "See something, say something" or Crimestoppers where your identity does not have to be revealed?

FLINT -- Neighborhood leaders gathered at the Mott Physical Plant Building in Kearsley Park on Saturday for a montly block club meeting with one goal in mind, clean up the streets of Flint.

"I'm here today to find out what are some of the things we can do as a block club to help the city overcome all the things they're having problems with," said Flint resident Hubert Potts.

Among the particpants in this meeting are Michigan State Troopers, retired police officers, and civilian community members looking to make a difference.

Despite their diverse backgrounds, they all have one thing in common, a love for a city they think can be saved.

Flint recently fell to second on the nation's most dangerous cities but lots of problems still remain.

That's why these block club members will meet on the first Saturday of every month to try and find a solution.

"The police department is stretched out pretty far, and everyone knows someone that can help," said Flint resident Chris Zuwala. "You can call on somebody to help fix a window or a fix a door. Neighbors got to help neighbors, that's the way it used to be back in the day."

CITY OF FLINT AWARDED $25,000 CITIES OF SERVICE GRANT TO IMPLEMENT IMPACT VOLUNTEERING PROGRAM Flint, Michigan — October 17, 2012— Cities of Service announced today that it has awarded the City Flint a $25,000 grant to implement a service initiative designed to address community engagement in public safety, with neighborhood organization involvement and blight elimination as top priorities. Flint is one of 18 u.s. cities to be awarded a grant to support mayors who are harnessing the power of volunteers in a strategic way to address priority problems in their communities. The grant funds are provided by Bloomberg Philanthropies.

“This new program is one part of the overall Cities of Service plan that promotes volunteerism to address public safety and community issues all across the city,’ stated Mayor Dayne Walling. “The program builds on the success of the Flint Police Department’s Blue Badge Volunteer Corps. This national award will provide additional funding so our volunteer efforts can have maximum impact.”

The Cities of Service model focuses on “impact volunteering” — volunteer strategies that target community needs, use best practices, and set clear outcomes and measures to gauge progress. Dozens of cities across the nation have adopted the model since its introduction in 2009. using this approach, New York City has coated more than 4 million square feet of rooftops to reduce carbon emissions by 745 metric tons, Nashville has upgraded more than 240 homes to increase energy efficiency and help the city recover from historic floods, and Pittsburgh has removed 20,000 pounds of litter to revitalize its
neighborhoods.

Flint’s $25,000 grant will go towards programs such as the Blue Badge Volunteer Corps., Clean and Green, Community Tool Shed and a new Blight Elimination Service Teams (BEST) program. The funds will help pay for volunteer training, the procurement of dumpsters for neighborhood clean-up and materials such as plywood for boarding up abandoned and blighted houses. The first phase will focus on 20 or more city blocks to show the positive impact volunteers can have on their community through strong partnerships.

More than 60 mayors competed for this initial round of grants. Grants ranging from $25,000 to $100,000 will also support volunteer initiatives in Atlanta, GA; Austin, TX; Baltimore, MD; Birmingham, AL; Duluth, MN; Fall River, MA; Indianapolis, IN; Kalamazoo, Ml; Little Rock, AR; Nashville, TN; Orlando, FL; Philadelphia, PA; Phoenix, AZ; Pierre, SD; Pittsburgh, PA; Providence, RI; and Richmond, CA.

Backed by Bloomberg Philanthropies, the Cities of Service Impact Volunteering Fund is a $2 million fund. Nearly $1 million is being granted through this initial round, with an additional $1 million available for deployment in 2013. Grantee cities were selected based on the quality of their initiatives, potential for impact, and implementation plans, among other criteria.

The new Blight Elimination Service Team is yet to be developed and will consist of volunteer Blight Officers.

VOLUNTEER BLIGHT ELIMINATION OFFICER

GENERAL STSTAEMENT OF DUTIES:

Performs exterior inspections of residential properties to identify violations of the City's Blight Violation Ordinance; initiates referrals to other City departments to assist with the coordination of activities required to eliminate blight; performs related work as required.

SUPERVISION REQUIRED:

Volunteers work under the supervision of the Flint Police Department Blue Badge Volunteer Corps coordinator, who will make assignments and coordinate work activities.

ESSENTIAL DUTIES AND rESPONSIBILITIES:

1. Volunteers, although they are not employees of the City of Flint, must abide by the aCity of Flint Charter, ordinances, rules and regulations and all written and verbal guidelines, directions and instructions of the City of Flint Blue badge volunteer Corps coordinator. See Flint Police Department Volunteer Policy for additional information.

2. Conducts exterior inspections of residential properties and structures to identify observable violations of the City of Flint's Blight Violation Odinance.

3. Makes onservations of exterior residential structures and properties to identify noxious weeds, solid waste, trash/debris and illegal dumping that create nuisance and blight.

4. Makes exterior observations of old and/or dangerous residential structures that are dilapidated, fire danmaged, open and vacant or a safety hazard for referral to the appropriate City enforcement to initiate appropriate proceedings.

5. Performs exterior inspection to investigate complaints and alleged violations of the City's Blight Violation Ordinance; informs owners of violations by issuing violation notices and conducts re-inspections to determine if violations are corrected within the time allowed to take corrective action(s).

6. Provides information to residents, property owners and the public relative to the City's Blight Violation Ordinance, including information to elderly and disabled residents concerning resources to assist them with compliance with the Blight Violation Ordinance.

7. Collects evidence for the prosecution of violators of the City Blight Violation Ordinance. May testify in the City's Blight Violation Bureau.

8. Prepares and serves violation notices.

11. Keeps records of inspection violations/observations; makes periodic reports and special reports as required by office policy, ordinances and regulations.

This diverted funding could have been used for trained blight enforcement officers and could help relace the funding for staffing in the 68th District Court . Cuts in the courts previously impeded the prosecution of these blight cases.
