I am told all the grant money set aside for demolitions in flint has been given to the smith village blunder because theives went into the houses and stripped all the metal out. Not only has the city not tore gouses down but most likely added to the houses needed to be tore down because smith village houses will just be ransacked again. The city was on a roll tearing down record houses with the city crew but now they are all fired and now their is no funding to pay private contractors.

The theives kicked in the walls and stole all the wiring. Its just gonna happen again.

John Carpenter was helping one young couple recover their down payment after thieves stole all the copper, the kitchen sink and more from the home before they could move in.

They were promised police patrols as well as security. Security just sits in one place and I have seen them visiting with family or friend and not paying attention.

AMENDMENT #3
This is to serve as an addendum to the Memorandum of Understanding between the
Genesee County Land Bank Authority and the City of Flint dated June 7, 2011.
WHERE AS, the City of Flint is currently under contract by the Genesee County Land
Bank Authority to perform demolition of residential structures owned by the Land Bank
located in the City.
NOW THEREFORE, the City and Land Bank agree as follows:
1. The Authority and the City previously entered into a contract with the City for the
period July 1, 2011 through September 30, 2011 for a total of $2,250,000, or until
the NSP2 funds are exhausted, the Land Bank will select structures to be
demolished by the City. The termination date has been extended to September
30, 2012. The structures will be selected solely by the Land Bank and may be
located anywhere within the boundaries of the City NSP2 areas.
The City can proceed with the demolitions of the structures above when all cut and plug of
the utilities are completed. It is the City’s responsibility to complete and submit all required
notifications to local, state and federal agencies. The City must provide copies of all
submittals to the Authority’s Representative (Demolition Program Coordinator) in regard to
the final authorization for payment. Any notice allowed or required by this Agreement will
be sent to:

RESOLUTION
Resolution to enter into a contract with GDC Smith Village LLC., not to exceed
$1,800,984 to complete the construction of 30 homes in the Smith Village
Development area. The grant funds are from the Neighborhood Stabilization
Program 2 (NSP2), and were allocated through the Michigan State Housing
Development Authority.


BY THE EMERGENCY MANAGER
The American Recovery and Reinvestment Act (ARRA) of 2009 was approved by Congress
on February 17, 2009 and Public Law 111-005 approved funds for the Neighborhood
Stabilization Program 2 for the overall purpose of assisting in the redevelopment of
abandoned or foreclosed homes under ARRA. MSHDA applied for and was awarded funding
and allocated $15,772,344 to the City of Flint to fund NSP2 Eligible Activities and Costs
associated with the stabilization and redevelopment of the eligible census tracts. The
MSHDA NSP2 Consortium Funding Agreement No.: NS2-2009-0049 for Flint NSP2 spells out
the use of NSP2 funds for Flint.
In March 2012, GDC Smith Village LLC responded to the City of Flint Request for Proposal
to complete 30 structures in the Smith Village Phase I Development area. The City of Flint
finds it necessary to complete the initial 30 structures and will engage GDC Smith Village
LLC to complete the project for an amount not to exceed $1,800,984.
Funds are to be made available in expense account number 297-743.115-805.276
(expense).
IT IS RESOLVED, that the Emergency Manager authorizes the appropriate City of Flint
officials to do all things necessary to enter into a contract with GDC Smith Village LLC., not
to exceed $1,800,984 to complete 30 single family structures in the Smith Village
Development Area.

This resolution raises 3 questions:

1) What about the liens placed on the properties by the companies not paid by Young and his partner?

2) What happened to the deadline for completion of these houses?

3) Why is it so much to complete these houses? Is Truth talk right and there is extensive damage to these homes.

Pastor Flynn predicted the city would not adequately protect these houses and that they would be vandalized as the rest of the city has been.

I undersatnd that All the federal grant funds set aside for demolitions in the city ( Two Million Dollars) has been redirected to smith village.
What are the penalties for mis-spent funds?

The Office of Inspector General for HUD has an anonymous hot line for fraud investigations. They also have a number listed in the HUD site phone numbers. Complaints about NSP money to HUD is automatically referred to the OIG.

They will not allow Flint to spend federal money for the same purpose twice. Flint has an obligation to safeguard the HUD dollars given to them for a specific purpose.

If you have specific information, then forward it to the appropriate authorities for investigation. Only the federal agencies can determine the appropriate actions.

I would not refer anything to the state Attorney General as it appears the entire Snyder administration is part of the perpetration in the fraus.

Smith Village is NSP2 funding that passed through the State of Michigan . Ultimately the state is responsible for monitoring and preventing fraud and the misuse of the federal dollars.

From Mike Brown's January 15, 2012 report to the state:

The Smith Village housing project is funded primarily with HUD and NSP2 grants. Phase I, which includes 30 housing units, has been completed as scheduled. HUD has determined February 10, 2012 is the goal to expend 500o of the allocation. The Smith Village housing project will meet that development goal.




Now Brown has passed a resolution allocating over $1,8 million to complete the same 30 houses he said were completed in January. EWhy is the additional money needed unless Truth Talk is correct and the homes were vandalized.

Several groups are researching the legal grounds for complaints against bothe Brown and Kurtz regarding the use of the federal money and the blatant misuse by the city of the DCED, FAEC, EDC and the Oak Business Center.
