It's not on their web page yet, but the channel 5 news at 5 reported that people at the complex where the shooting occurred Sunday morning said it took the police an hour or so to respond to their calls about the shooting. The lady they interviewed said she got the impression that some areas in Flint seem to count less than others.

Because of the earlier shooting and crowd control problems by Dawn Donuts from the earlier shooting (posted 3:50 a.m. Sun., July 22, 2012) it stands to reason most of the police inside the city were probably at that location when the call came in for the shooting (posted 4:51 a.m. Sun., July 22, 2012) at River Park Apartments; PD on scene there at 4:56 a.m.

Did you see the coverage on channel 5? The lady they interviewed said 911 called her & said the police were on the scene. She said they most certainly were not. She also said she gave the victim CPR & he started breathing again, but by the time help arrived it was too late.
