Each state is required to have each merchant set up a process for using the funds when the card system is down. But last I knew, Michigan had a $50 limit. When Walmart managers allowed the people to exceed that amount, it is a problem. But Walmart was in a bad position, if they refused to accept the cards, they were unfeeling azzholes, if they took them it was a risk and people thought they are stupid. What really scares me is that this was 12 ish hours - imagine if it was 12 DAYS!!!
