Excerpt from the Land Bank Policies and Procedures



A. Residential Land Transfer Policies


These policies pertain to transfers whose future use is residential. At time of
transfer the property may be vacant, improved or ready to occupy. Transferees
are defined as individuals, partnerships, governments or corporate entities that are
want to purchase a property for the LBA.


1. The transferee must not own any real property that has any unremediated
citation of violation of the state and local codes and ordinances.


2. The transferee must not own any real property that is tax delinquent.

3. The subject property must not have been used by the transferee or a family
member of the transferee as his or her personal residence at any time
during the twelve (12) months immediately preceding the submission of
application (except in rental cases), except in cases of extreme hardship or
where extenuating circumstances prevented the owner from making timely
tax payments. Any exceptions must be approved by the Executive
Director in consultation with the Chair of the LBA Board.


4. The transferee must not have been the prior owner of any real property in
Genesee County that was transferred to the Treasurer or to a local
government as a result of tax foreclosure proceedings unless the LBA
approves the anticipated disposition prior to the effective date of
completion of such tax foreclosure proceedings.


5. The use of transferred property must give consideration to the
Community/Neighborhood Plan (if an agreement is in place with the
neighborhood association) and the LBA has received a letter of comment
from the appropriate neighborhood association.


6. Parcels of property shall be transferred for consideration in an amount not
less than the lower of the fair market value or the amount of the costs
incurred in acquisition, demolition and maintenance of the lot/building.


7. All development projects should be started and completed within a time
frame negotiated with LBA.

Land has been transferred in violation of the Policies and Procedure rules. This includes land to Salem Housing, Joy tabernacle, Bridge to freedom and Operation Unification.

Is this part of Omar Sims stated preference of "Institutions over Individuals".

Could this be a part of the reason certain county officials believe the land Bank and Salem are nearing extinction?

Banks and sometimes Landlords donate unwanted properties to nonprofits and churches to get them off their hands.

But why is the nonprofit deeding property to Young, especially the apartment complex and properties associated with the Village.

An organization called Operation unification was outside of a local Wal-Mart in West Melbourne on Saturday. The representative who is a volunteer was collecting donations to help homeless children. In return for your donation, you had the option to pick any food item that was on the display table. During the middle of the afternoon is one of the busiest times at Wal-Mart. Many people passed by in and out of the store while others dropped dollar bills and loose change into the donation can. Some people did not want any of the food items and just wanted to donate to help the children.

Operation unification is a non-profit organization dedicated to providing support services to families and youth in need of assistance.

Their vision is to educate, train, and provide programs and services which support improvement in family literacy, positive reading habits in youths, and assist families in attaining applicable and appropriate resource information.

Their mission is to empower youth, to aid in improvement of family structure and to simultaneously seek opportunities to employ and educate. They develop programs that aid in job creation, scholarships, volunteering and mentoring opportunities, and housing assistance.

Programs offered by Operation unification are education, employment, child care, clothing, transportation, and housing assistance.


The organization is headquartered in Flint, Michigan. According to Michigan.gov, the Michigan department of human services has joined forces to provide permanent housing and other support to young people and families in transition from foster care to independence.

The typical stereotype may think that this is just another hand out to people in underprivileged communities, however this is the contrary. The pilot program offered by the department of human services is modeled after operation unification’s existing program. The program includes a tenant training workshop, credit counseling, financial budgeting, parenting classes, and child care.
