He called for charter reforms -- such as shrinking the city council, eliminating some department staffing requirements and reducing the number of mayoral appointees -- to be put on the November ballot. The number of Mayoral Charter Appointees allowed under the current Charter did not stop Walling from having illegal appointees. Do you really think a new Charter will stop him in the future.
