Joshua Freeman Councilman Joshua Freeman said the theater is a very deserving organization, but it doesn't make sense to give it $25,000 in funding that could have gone toward public safety initiatives. Freeman compared it to "going to the movies in the dead of winter instead of paying the heat bill." He was the lone "no" vote on the grant. Freeman also designated the $2,777 in his youth and senior activities account to the patrol unit at the police department.
