'Howard Boys' indictment will rid Flint housing complex of fear and intimidation, officials say

FLINT, MI – Criminal charges against 22 men accused of involvement in a violent gang at Howard Estates for a decade should drain fear and intimidation from the public housing complex and improve life for residents over time, officials said Friday.

"This was a major, major takedown," said Flint Mayor Dayne Walling.

"There will be a noticeable positive effect over time, because the underlying network of crime activity and the fear and intimidation that goes along with that has now been removed in this case. This is a very significant step forward for greater public safety in our community."

Federal officials announced Thursday that 12 of the men were indicted on charges that include racketeering conspiracy related the three murders, five attempted murders, drug sales and weapons dealing.

Another 10 were charged by Genesee County Prosecutor David Leyton with crimes including murder, conspiracy to commit murder and assault with intent to murder.

Numerous allegations of gun possession, crack cocaine and marijuana sales, beatings, attempted murders and the three killings are listed in federal court records.

Officials believe the Howard Boys gang, which went by several other names including the "Hot Boys," operated in the area within and around Lapeer Road, Lippincott Boulevard/Thread Lake, Dort Highway and Saginaw Street/12th Street.

The gang is accused of marking its territory and boundaries with graffiti that read "MV-HB," and "Murda Ville."

Some of the markings remain scrawled on a dumpster at the complex.

Tattoos, social networking websites, hand signs and handshakes were listed in the indictment as items of evidence against the suspects, who allegedly "controlled the neighborhood through intimidation, fear and violence."

Some of the suspects were already in jail for various offenses when they were indicted, said Genesee County Sheriff Robert Pickell.

"The Safe Streets Task Force I think did a great job working on the different gangs," Pickell said, crediting the FBI with coordinating multi-year investigation that involved his department, Flint police, state police, the Flint Area Narcotics Group and other federal agencies.

But he said diminished resources could prevent continued investigations into more gangs in other parts of the city.

"The shortcoming is we didn't have the money and the manpower and the resources to sustain the attack," Pickell said.

Residents at Howard Estates on Friday didn't seem as impressed with the indictment as officials were.

Some were skeptical that the charges will affect everyday life in their neighborhood, saying they never felt impacted by gang activity.

"They say they're peddling drugs. If they did it, they don't do it in front of me," said Patricia Hearns, 60.

Arden Childress, Jr. said he wouldn't characterize the men police have been arresting as a gang.

"It wasn't really no gang," said Childress, 40. "It was a bunch of guys that hung around and they sold their drugs. People do that all over Flint...

"They weren't terrorizing the area. I didn't feel it was unsafe for my kids to come out and play."

Police haven't yet arrested all the suspects.

"They were out here today, knocking on doors, looking for somebody," said Charlene Whitner, 52, another Howard Estates resident.

She said she's often noticed men who don't live in the complex hanging around the area.

"There've been guys standing around, but they weren't bothering anybody... Whatever happened, they kept it to themselves."

Hearn said she resents the association of Howard Estates with violence and criminal activity.

"My daughter's a doctor and she was raised right here," she said.

Police allege the "Howard Boys" were involved in three killings, two that took place at Howard Estates and another nearby.

The June 15, 2009 killing of Malachi Wilson, the Aug. 11, 2006 slaying of Marion Hardy and the July 17, 2004 homicide of Jonathan Parker are each named in the 41-page federal indictment.

"This gang is going to be proven to have committed dozens of the most violent crimes, and they probably have committed many others that will not be able to be proven," said Walling.

Mount Vernon, New York. Murderville, Money Earning Mount Vernon. These are all the same place.

The hardest place in the whole westchester county. Harder than New Ro, Yonkers and all of that.

It used to have a very large italian population but most have moved on though some remain and are running businesses in the area.

It's only 4 square miles from Memorial Field to Fleetwood and all over that area. Has a distinct line between the hood and the suburbs and even has some really nice houses that are worth millions of dollars. Always hated on by the rest of Westchester but forever better.

Home to many celebrities such as Phylicia Rashad (Bill Cosby's TV Wife), Denzel Washington, Sean 'P. Diddy' Combs, Heavy D, Al. B Sure, Ben Gordon (on Chicago Bulls), Lynn From "Good Day NY" (Fox 5 Morning News), Misa Hylton-Brim, and Dick Clark.

Known for its sports teams and being hood. Spend a day and walk through Murder ville and you will see alot of things ranging from people shooting and selling crack to people living it up in the suburbs.

Them boys up in Murdaville don't play.

Members and Associates of South Side Flint Street Gang Charged with Racketeering and Other Acts of Violence

Multiple state and federal charges against twenty-two Flint area men were announced today by United States Attorney Barbara McQuade and Genesee County Prosecutor David Leyton.

U.S. Attorney McQuade and Genesee County Prosecutor Leyton were joined in the announcement by FBI Special Agent in Charge Andrew Arena, ATF Special Agent in Charge David McCain, Special Agent in Charge Robert Corso, United States Drug Enforcement Administration, City of Flint Police Chief Alvern Lock, Michigan State Police Captain Rick Arnold, and Genesee County Sheriff Robert Pickell.

A thirty-four count indictment, unsealed in Flint today, charges twelve individuals, who are alleged to be members and associates of the Howard Boys street gang, with racketeering (RICO) conspiracy and also includes charges of murder in aid of racketeering, attempted murder in aid of racketeering, distribution of drugs and various federal firearms violations, announced United States Attorney Barbara L. McQuade. An additional ten individuals were charged by the Genesee County Prosecutor's Office with crimes including murder, conspiracy to commit murder and assault with intent to murder.

The federal indictment and related state charges are the result of a multi-year investigation conducted by the Genesee County Safe Streets Task Force. The task force is comprised of special agents from the FBI and officers from the City of Flint, troopers from the Michigan State Police, and deputies from the Genesee County Sheriff Department. Working closely with the taskforce during the investigation were Special Agents from the ATF and DEA as well as members of the Flint Area Narcotics Group (FANG).

As alleged in the indictment, the Howard Boys, also known as the "Hot Boys," "Howard Block," and "Murda Ville," was a criminal enterprise which operated on the south side of Flint, in and around the Howard Estates public housing complex, since approximately 2002. Members of the enterprise and their associates are alleged to have committed acts of violence in order to maintain control over and to protect their territory and to further the members' and associates' distribution of controlled substances. Members and associates of the enterprise are also alleged to have used threats, possessed weapons, and committed assaults, attempted murders and murders to promote their authority, reputation and standing in the enterprise.

The federal indictment charges all twelve defendants with a racketeering (RICO) conspiracy, which includes the commission of three murders, five attempted murders, and numerous acts of drug dealing. Additionally, individual defendants have been charged with committing murder in aid of racketeering, attempted murder in aid of racketeering and use of a firearm during a crime of violence, possession of a firearm by a felon, dealing in firearms without a license and distributions of cocaine base. The indictment outlines a number of specific criminal allegations relating to crimes on the south side of Flint attributed to the gang's activity.

"We are hopeful that this prosecution will restore safety and security in the neighborhood where this gang operated," McQuade said. "We also want criminals to know that if they commit crimes with guns in Flint, they will be prosecuted federally, where the sentences are long and there is no parole."

"We in law enforcement will not concede to the criminal element in our never-ending pursuit of safety and security for our citizens," said Prosecutor Leyton.

"Working together-- local, state, and federal authorities can make significant progress in the fight against crime. The next step in the process is for prosecutors to hold these individuals accountable in a court of law," Leyton said.

FBI Special Agent in Charge Arena stated, "This dangerous street gang was responsible for numerous acts of violence that robbed citizens of their safety and sense of security. These indictments are the result of countless hours of hard work, and serve as a reminder we will be relentless in bringing these criminals to justice. We remain dedicated to dismantling these criminal enterprises together with the assistance of our task force partners."

The federal government's case is being prosecuted by Flint branch of the United States Attorney's Office for the Eastern District of Michigan.

The charges contained in the indictment are merely allegations, and the defendants are presumed innocent unless and until proven guilty.

(05/07/12) - Nearly all of the 22 men charged in the massive, multi-year Flint "Howard Boys" investigation, announced last week, are in custody.

19 are in custody, according to investigators.

Leon Gills, 22, also known as LeLe, is not.

Flint Police or Crime Stoppers want your call if you know where he is.

Federal and state charges were announced Thursday.

Police tell ABC12, they can connect the men, as members of a dangerous gang, to 15 murders on Flint's south side since about 2002.

ABC12 has learned there is the possibility of applying the death penalty in, at least, some of the federal charges.

Three murders are charged in the 41 page indictment unsealed Thursday.

U.S. Attorney Barbara McQuade confirms her office is seeking the death penalty.

"There's only a very small number of federal offenses where the death penalty would apply," McQuade says.

"Murders, in connection with drug trafficking, are among them and so certainly that is something that is before Attorney General Eric Holder right now," she says.


It's not clear when a decision could be made, but even just seeking the death penalty is rare even in death penalty states which Michigan is not.

"The decision first goes to a committee in Washington D.C. and then the actual Attorney General has to sign off on each one," says Richard Dieter, Executive Director of the Death Penalty Information Center based in Washington, D.C.

"There's only a few trials a year with the federal death penalty," he says. "It's for special crimes."
