Mayor Don Williamson once again is calling a special City Council meeting to address a budget issue and, once again, it looks like a majority of council members won't show.

Williamson called the meeting for 5:30 p.m. Friday after declaring a public emergency over a lack of funding to pay a labor relations expert to help the city negotiate contracts and handle grievances.

Council members say they aren't convinced an emergency exists. They accuse the mayor of trying to embarrass them in an election year by calling a meeting right before the weekend when several members might not be available.

Williamson called a similar meeting this month after declaring an emergency over funding the law department. The meeting never happened as a majority of council members couldn't attend.

At a rescheduled meeting, the council approved giving the law department $237,800 in additional funds, about $570,000 less than what the mayor wanted.

Mayoral aide Joe Conroy said Wednesday this week's meeting became necessary after the council unanimously rejected a resolution Monday to pay the labor relations expert for $24,371 in services charged during the 2004-05 budget year.

Council members said they voted against it because the charges were made without their approval. The city's personnel director said not bringing the contract to the council was a mistake and apologized.

Conroy said the mayor plans to reintroduce the bill and ask for additional money to cover the expert. He said if the council doesn't meet, they must be more interested in weekend plans than city business.

Sixth Ward Councilman Mark A. Horrigan said the money for the current year is likely already there and he's working with the city's auditor to find out. He said the mayor is just trying to "irritate" the council, adding that even if the council met and voted, not much could happen over a weekend.
