Comcast public access moving into to 900

Comcast required switch to digital receivers to receive the 900 channels, a year sooner than is required by the Federal Communications Commission.

The U.S. Congress has mandated that all TV broadcasters make the switch from analog technology to digital signals by Feb. 17, 2009 in order to free up traditional broadcast signals for emergency communication.

TVs that are digital have an input connection in the back labeled "digital input" or "ATSC/QUAM" - which means it has an Advanced Television Systems Committee tuner, said

Starting in January, the Federal Communications Commission is offering households with analog TVs up to two coupons, worth $40 each, to offset the cost of the digital converters that are expected to cost between $50 and $75 at electronic retail stores.

A Comcast representative said last week that the cable provider will offer free converter boxes to subscribers with analog televisions next year. After a year, digital subscribers will be charged. The current rate Comcast charges for a converter box is $4.20 a month.

Consumers will not be able to watch public access unless hey convert..

The Ann Arbor City Council is taking its feud with Comcast to the state level,
Kirk Profit, a lobbyist retained by the city of Ann Arbor, said state lawmakers are just starting to take notice of the complaints and interest "is just starting to develop.''


The Legislature approved a bill that went into effect Jan. 1, 2007, that was meant to promote competition among cable providers. The law eliminated any power of a city's franchise agreement in favor of the statewide franchise.

An outcome of that is Comcast choosing to move the community access channels from the low numbers, near the major broadcast channels, to channels 900-plus, which will get far fewer channel surfers,

Comcast's decision was based on making money.

All a city council can do is pass this resolution and hope people who represent us in Lansing will take control.''

Channel 17, now 916, does not need more programs, to keep the public access programming channel open.
No, the Flint studio closed 11-30-07 for all equipment, studio, and editing purposes, and officially closed on 12-14-07. That’s when all PA programming stopped airing from Flint Comcast.

We are seeing all reruns on 17 (and being simulcast on 916).
PEG programming is required to have 8 hours of programming each day to keep the station viable.

It doesn’t necessarily have to be PA programming. It can be a college football game Comcast has shot, an original-educational program from them, or even a Comcast-originated show. Under this new universal franchise agreement, PEG doesn’t necessarily have to be public access!

Blocking Internet access
On August 17, 2007, TorrentFreak reported that Comcast has been preventing bittorrent users from seeding files. [20] In October 2007, the Associated Press confirmed the story that indicates that Comcast "actively interferes with attempts by some of its high-speed Internet subscribers to share files online, a move that runs counter to the tradition of treating all types of Net traffic equally."[21] In November 2007, Comcast's severe limiting of torrent applications was again confirmed by a study conducted by the Electronic Frontier Foundation, in which public domain literature is distributed over peer-to-peer networks. Analysis of the EFF study finds "strong evidence that Comcast is using packet-forging to disrupt peer-to-peer (P2P) filesharing on their network".[22] The studies show that Comcast effectively prevents distribution of files over peer-to-peer networks by sending a RST packet under the guise of the end user, and denying the connection, which effectively blocks the user from seeding over BitTorrent. Legal controversy arises because instead of simple filtering, Comcast is sending RST packets to Comcast customers, pretending to be the host user at the other end of the Bit Torrent connection.[23] Comcast's BitTorrent throttling was revealed to be through a partnership with Sandvine, although Comcast's internal memos instruct employees to respond to the contrary.[24][25]
Now there is also evidence of Comcast using RST packets on groupware applications that have nothing to do with file sharing. Kevin Kanarski, who works as a Lotus Notes messaging engineer, noticed some strange behavior with Lotus Notes dropping emails when hooked up to a Comcast connection and has managed to verify that Comcast's reset packets are the culprit.[26] A lawsuit, Hart v. Comcast, has been filed accusing Comcast of false advertising and other unfair trade practices for allegedly advertising unlimited high-speed internet access while in reality working to restrict their customers' usage of the internet.
Recently, Comcast customers have also reported a sporadic inability to use Google because forged RST packets are also interfering with HTTP access to google.com,[27] which has further angered users.[28]

Lobbying efforts
Comcast spends millions of dollars annually on government relationships.[29][30] Regularly Comcast employs the spouses, sons and daughters of influential mayors, councilmen, commissioners, and other officials to assure its continued local monopoly and preferred market allocations, many of which have been questioned as unethical.[31][32][33][34]
Comcast strongly lobbies against "a la carte" bills that would give consumers the option to purchase individual channels rather than a broad tier of programming. These issues continue to garner attention from state governments, Congress and FCC Chairman Martin.[35]

I think it's good for Flint citizens to be informed of whats going on in the world. I get a daily email from the state Republican chairman http://www.migop.org/ExactTarget/email.asp . To be frank things are not looking good for Michigan but the nation as a whole seems to be doing well economically.

The universal appeal of the Christmas story lies in its portrayal of a universal experience -- childbirth -- overcoming the most distressful of circumstances and bringing forth new life and new hope.

It is a story of warmth, light and love.

As he grew, Jesus of Nazareth conveyed a message that was to set a difficult path for those who believed deeply: to give up everything they owned and loved to follow him.

But another part of his message has, like the Bethlehem story, inspired and comforted people of many faiths and was not much different from what has been preached there and in many other places: of the transforming power of love, the importance of humility, forgiveness, generosity and tolerance.

Now Terry, WHy do you repeat something that you and I both know isn't true! The Council members didn't award themselves anything. You and I both know what Kurtz actually did! Whose budget he actually used! Who it was that brought the back pay to the council!

If 80,000 could open a senior center I'm sure 140,000 paid to a journal carrier could have open a senior center and a community center!

Sure I love looking at things that way! How long did the council go without pay? Take he amount they received and divide it by the number of months they didn't receive thier slary. Doesn't seem to big anymore does it? Yet they continued on! They voted to receive thier RIGHTFUL pay! How much effort would you put in even if someone told you, "You have to work 6 months to a year without pay?" They didn't run the city out of Money! When they figured out that there was something wrong, they BEGGED the state to step in. We both know what power they actually and how they get their information about the budget. The same way this new council does. Through the Mayor's office!

Oh and I do firmly believe a workman is worthy of his hire. If it hadn't been for that former council going to the State. We would probably just now be going into a State takeover. (but this last statement is only conjecture).

He was instrumental in the legal action being filed over council retroactive pay. Is it possible we'll see great changes in the state's budget?

Cox Files Suit Against Flint for Illegal Pay Raise

August 9, 2004

LANSING – Attorney General Mike Cox announced today a lawsuit against the City of Flint, the Mayor of Flint and specific members of the Flint City Council to compel the City Council to repay the more than $235,000 they illegally granted themselves by resolution on July 1, 2004.

In July 2002, a review team and an Emergency Financial Manager were appointed under the authority of Michigan law to manage the City of Flint’s financial crisis, which amounted to more than $20 million in debt. The Emergency Financial Manager took a number of actions to cure and correct the city’s financial condition, including four reductions in pay and benefits to members of the Flint City Council.

On July 1, 2004, the City Council approved by a 7-0 vote a resolution introduced by Donald J. Williamson, Mayor of the City of Flint, to grant themselves more than $235,000 in retroactive back pay and benefits that they collectively lost under the tenure of the Emergency Financial Manager, Ed Kurtz. The question was raised by State Senator Bob Emerson (D-Flint) and posed to the Attorney General regarding the legality of the resolution. Cox contends that their actions are illegal.

Cox Wins Flint Illegal Pay Raise Lawsuit

LANSING - Attorney General Mike Cox announced today that members of the Flint City Council must return to the city treasury more than $235,000 in illegal pay raises they granted themselves in 2004. On Wednesday, an Ingham County Circuit Court judge declared the raises violated the Michigan Constitution.

. . . As part of his plan to return the city to financial stability, Kurtz reduced the pay for City Council members. However, once the situation stabilized, Kurtz reinstated members’ pay to 95% of pre-emergency levels.

Kurtz’s tenure ended on June 30, 2004. Less than 24 hours later, on July 1, the City Council voted 7-0 to grant themselves more than $235,000 in retroactive pay and benefits. Referred to the Attorney General’s Office by Senator Bob Emerson (D-Flint), Cox filed suit on August 9, 2004.

Ingham County Circuit Court Judge Joyce Draganchuk agreed with Cox that the City Council’s actions violated Article 11, Section 3 of the Michigan Constitution, which bars retroactive pay raises by elected officials.
