According to the staff in the City Council office, the time stamp on the budget they delivered to the mayor last Tuesday was both 10:13 a.m. and 10:23 a.m.

By 10:30 Tuesday, they had received no veto notice from the mayor. As far as they're concerned, that means the City Council's budget has been adopted.

But it's unlikely that this means the mayor is embracing the council's adopted budget, which just last week the mayor's staff said would decimate city service.

Among the controversial items approved by council are stripping the legal and mayoral appointees, the major grants budget, and creating a line-item budget where the mayor could make no changes without council's approval.

Hours after the budget was adopted last week, the mayor raised questions whether the budget was a legal one.

We have confirmed that the mayor intentionally let the veto deadline pass Tuesday morning without action.

That inaction raises questions as to whether the mayor is ignoring the veto process because he does not consider the budget a legally acceptable one.

The mayor and the city attorney have moved a scheduled press conference from Tuesday until Wednesday to talk about this and other matters.
