Background/Summary of Proposed Action:
The City of Flint did not receive its 2011 HOME allocation (Ml 1-MC260204 - $1,148,343) because
Flint was not certified as having capacity to manage its grant award. In September 2013, the City of Flint
was notified that due to it being certified as having capacity in 2012, the 2011 award could be awarded if
Flint was able to submit written polices and procedures, a management plan for how the funds would be
used, and a staffing plan to ensure adequate resources to commit and administer the funds in a timely
manner
After the submission of those documents and completion of the procurement process, the Department of
Housing and Urban Development reviewed and approved the plan to use the 2011 HOME allocation to
address existing homes in the Smith Village Development by providing for housing rehabilitation for
eligible households.
In September 2013, the City solicited bids for residential rehabilitation in the Smith Village Area. ARCO
Systems, LLC was selected as the qualified respondent.

Background/Summary of Proposed Action:
On March 18, 2014, The City of Flint entered into contract no. 14-007 with ARCO Systems,
L.L.C. to complete residential rehabilitation for an eligible multi-family household in Smith
Village using Community Development Block Grant Funds. The City is continuing intake and
outreach for this program but has not expended available funding. The Division has included
additional neighborhoods in the program in alignment with the Master Plan and Blight
Elimination Framework.

website, www.cityofflint.com/purchasing under “open bids”, proposal number 1 8-
570.
B. Addendum 1, including pre-bid meeting minutes and meeting attendance sheet, should
be posted on the City’s website by Friday, February 9, 2018 at 5:00 EST.
C. This Pre-Bid Meeting IS mandatory, Bidders should ensure that their contact
information is clearly printed on the sign-in sheet.
D. Bids are due by 12:00 EST on Thursday, February 15, 2018. Bids should be delivered
to the Purchasing Department, Flint City Hall Room 203. All bids will be time stamped

2. PROJECT DESCRIPTION OF HYDROVAC EXPLORATION PROPOSAL 18-570
A. Scope of work review
i. Work will occur at 6,000 homes and will consist of 12,000 excavations (2
excavations I home), 1 on each side of curb stop will be completed.
ii. Site restoration, temporary and pennanent will be pail of the work.
iii. Contractor is responsible for all traffic controls.
iv. Contractor will document work completed with AECOM field reps. Contractor
confirmation and coordination of pipe material, diameter and restoration required.
v. Refer to hydrovac detail for general scope of work.

The disturbing part of this DCED resolution is the omission of how ACRO Systems LLC became the responsible bidder for a contract over $1 million for Smith Village when the corporation was newly formed. What was the address of the multifamily building to be rehabbed and was it in Smith Village or the new boundaries? The OIG (Office of Inspector General) sent out information on spotting fraud in HUD programs and large contracts to new companies was one risk factor. What, if any, was the physical location of the corporation as the address of the corporation is a Grand Blanc residence. Also what other ventures did the corporation undertake after the Smith Village? The corporate filings lend to the appearance that the corporation was resurrected after the new partnership was formed.

I went to Buzzfile which lists corporate information. Acro Systems is listed in the Michigan Corporation designation as Construction Management/ industry, engineering, accounting, research and management. Buzzfile showed the corporation with 20 employees and an estimated annual revenue of $495,435. However that projection did not change over time.
