Kansas secretary of state warns of 'ethnic cleansing' if Hispanics become the majority

How in the hell did the voters of Kansas re-elect this guy?
Right Wing Watch has the audio of Kansas' Kris Kobach–the worst secretary of state in the nation—warning that if Hispanics become the majority, they might begin killing whites:
Claiming that immigrant rights groups are “calling for the return of the Spanish territory, which could be almost half of the United States,” the caller warned, “When one race or culture overwhelms another culture, they run them out or they kill them. And it’s a bigger issue than just being Democrats. And they know in numbers, once the numbers are so bad, they can pretty much do whatever they want to do.”
“What protects us in America from any kind of ethnic cleansing is the rule of law, of course,” Kobach responded. “And the rule of law used to be unassailable, used to be taken for granted in America. And now, of course, we have a president who disregards the law when it suits his interests. So, while I normally would answer that by saying, ‘Steve, of course we have the rule of law, that could never happen in America,’ I wonder what could happen. I still don’t think it’s going to happen in America, but I have to admit, things are strange and they are happening.”

And that's not all:
Earlier in the program, Kobach used a more subtle form of racial dog-whistle by accusing Democrats of “replacing American voters” with "socialist" Hispanic voters. While reading polls about political attitudes broken out by race, Kobach said that “if you look at it through an ethnic lense,” Democrats want to create a “a locked-in vote for socialism” by “replacing American voters with newly legalized aliens.”
Hats off to Right Wing Watch for capturing the audio. This should be shared widely so the people of Kansas understand just who in the hell they re-elected for secretary of state. With less than a month out, is it too early to start talking about a recall? This man should not be tasked with managing elections in a fair and honest manner.

Kansas Secretary of State Kris Kobach (R) on Sunday warned that President Obama's executive actions and general "lawlessness" on immigration could lead to "ethnic cleansing."
Kobach, a vocal advocate of the anti-immigrant movement, claimed during his radio talk show that there was a strategy to replace American voters with Hispanic ones who favored socialism.
"The long term strategy of, first of all, replacing American voters with illegal aliens, recently legalized, who then become U.S. citizens," Kobach said. "There is still a decided bias in favor of bigger government not smaller government. So maybe this strategy of replacing American voters with newly legalized aliens, if you look at it through an ethnic lens, ... you've got a locked in vote for socialism."
Koback also responded to a caller who was concerned about ethnic cleansing, which the caller claimed was a threat from immigrant and Hispanic rights groups.
"What happens, if you know your history, when one culture or one race or one religion overwhelms another culture or race?" the caller asked. "When one race or culture overwhelms another culture, they run them out or they kill them."
Kobach then responded with his take.
