Meth lab discovered in Flint home; Four arrested

FLINT, MI -- Police were working to dismantle a meth lab they discovered inside a Flint home early Thursday morning, Sept. 11.

Flint police found the lab around 1 a.m. while answering a call regarding suspected drug activity in the 2200 block of Corunna Road near West Court Street, according to information released by the Flint Police Department.

Four people were arrested and lodged in the Flint City Lockup, according to Flint police. Information was given to the prosecutor's office for review for possible charges, police said.

The Flint Area Narcotics Group is dismantling the lab.

No further details were immediately released Thursday morning.

Yes, this area has gone downhill for years. Slum landlords and self-absorbed tenants are mostly to blame. Blatant drug deals in broad daylight...I feel sorry for the few people on Corunna/Ballenger who are trying to maintain their homes and properties.

This homes address needs to be made public. In case the owner/landlord attempts to rent it out without properly cleaning it.

That WHOLE area has really gone downhill in that area, all the shootings an assaults in just the last few months.

Piggybacking on a home auction program that’s already netted Detroit more than $1 million in sales of fixable abandoned homes, Mayor Mike Duggan and the city’s police chief announced Tuesday that they’ll add even more homes to the mix: those the city seizes because they become drug houses.

Duggan and Police Chief James Craig said the city has already put on notice the owners of 339 drug houses raided since Jan. 1. Under the seizure program, the city will alert property owners that police raided homes and found drugs, and if the city raids the homes a second time and finds drugs, Detroit will file suit to take the houses under nuisance laws as threats to neighborhood safety.

“We have too many neighborhoods in this city where people are afraid to go out in front of their homes or let children play in front of their homes because there is a drug house operating on the block,” Duggan said at a news conference at Detroit’s public safety headquarters building.


The program is based on a nuisance-abatement program Duggan set up as Wayne County prosecutor in the early 2000s, and Duggan said it helped get the houses out of the hands of negligent landlords who didn’t tend properties well enough to keep drug dealers out, with those homes later sold “to families who want to live in them in a peaceable way.”

Craig said his department will step up the number of raids on suspected drug houses, saying that one of the most frustrating things for police officers is having to return again and again to the same drug dens and shutting them down “only to find out that tomorrow the drug house is open.” He noted that there’s a long-known connection between drugs and violence, and said that targeting drug houses will help reduce instances of violent crime.

The city will notify landlords of the busts and give them warning that the second time will end with a seizure lawsuit. The city also will send out postcards to neighbors within two blocks of raided homes, alerting about the busts and asking neighbors to keep an eye out for drug activity and to report it to a hotline: 313-224-DOPE (3673).

Duggan said that the city gives each property owner at suspected drug houses a warning because landlords may be absentee and not know that the homes have become drug dens. He said that, when he was prosecutor, most landlords quickly began eviction proceedings to get the dealers out, but those who ignored the warnings risked losing their property.

In a Detroit news story on July 9th, Duggan was quoted saying "We have too many neighborhoods in this city where people are afraid to go in front of their homes, or to let their children play in front of the house because there's a drug house operating."

"Civil nuisance abatement law allows properties deemed nuisances to be seized. The property owner must go to court and prove otherwise. Civil forfeiture leaves the burden up to the accused."

Because police often raid houses only to find them up and operating a short time later. This is similar to Flint where a news report indicated a house in the Court-Beecher Road area was raided twice for meth. Under this policy the house would have been forfeited.

After the second raid involving drugs, a nuisance lawsuit will be filed. If no response is made within the 21 day time in which to file a response, then a hearing before a judge is scheduled. A judgment that the house is a nuisance still gives the owner 21 days to appeal the ruling.

Once the ruling the house is a nuisance, the house ownership is transferred to tne city where it is auctioned off. New owners have 6 months to obtain a certificate of occupancy and have someone living in the home. Otherwise the city reclaims the house and keeps the money.

When homes are raided, cards are passed out in a 2 block area around the raided house. The cards read "A drug house in your neighborhood has been busted! Help us keep it shut down!" A special hot line is available for residents who see continued drug activity.

In 1987 a group filed numerous lawsuits asking for padlocking of known drug houses. Kathy Dones-Carson represented the group comprised of:

Something needs to b done about homes where drugs are sold and the drug activity continues.
