FLINT, MI -- There have been 189 homicides in the city since 2010.
Flint hit 66 homicides in 2012, tying an all-time record set just two years ago.

Below is a map of the locations of each homicide in the last three years, as well as the names of the slain on Flint's battlefield.

The spike in homicides occurred almost immediately after large-scale layoffs in March of 2010. By year's end the city had set a record with 66 homicides, breaking the previous mark of 61 set in 1986.

Killing continued in 2011 with 57 homicides.

A look at the map shows the majority of the homicides took place on the north and east sides, historically the most economically depressed areas of the city. Just 25 homicides in the last three years occurred south of Court Street.

The map is color-coded by year. Green markers denote 2012 homicides while red markers are from 2011 and blue from 2010.

The most violent neighborhood in Flint? City officials, residents question national ranking

FLINT, MI -- It's home to strip clubs, liquor stores and some of the rougher apartment complexes known to Flint cops.

But is the neighborhood east of Dort Highway between Lippincott Boulevard and Atherton Road really one of the most dangerous in the country? Even in this city?

The website NeighborhoodScout.com -- which presents itself as a resource for people looking for a place to live, invest in real estate or start a business-- gave the area the dubious title in its report "Top 25 Most Dangerous Neighborhoods in America" -- but it won't say how, exactly, it came to that conclusion.

Hard numbers for crime in the neighborhood aren't available in the FBI report the website bases its claims on.

"No, no, no, no, no. By no means, no," said Flint City Councilman Scott Kincaid, whose 9th Ward includes the area.

That part of town is "nowhere near the most violent neighborhood, probably not even in the city," Kincaid added.

But according to NeighborhoodScout, people have a 1 in 14 chance of being victim of a violent crime in the area, which is based on an analysis of census tracts across the country.

Neighborhood Scout is run by Massachusetts-based company Location Inc., which brands itself as a "geographic research and data mining company."

"I don't know where they get their data," Kincaid said. "But I don't give them much credibility."

Twynette Colen doesn't, either. She lives with her daughter in the neighborhood at Atherton East Apartments.

"They're exaggerating," the 55-year-old woman said.

For her, there are definitely worse neighborhoods.

"When I go to the north side, I'm glad to get back on the south side," said Colen.

The majority of Flint's homicides in recent years were on the city's north side and on the east side north of Lippincott, according to an MLive-Flint Journal analysis of homicides in the city from 2010-2012.

A map of those homicides shows only four homicides in three years in the census tract Neighborhoodscout called the most violent.

It seems like Kincaid never will know where Neighborhood Scout gets its data. The company doesn't disclose the methodology behind its ranking, said Andrew Schiller, the company's founder and CEO.

"NeighborhoodScout draws from a compendium of crime, geographic and demographic data from all 17,000 local law enforcement agencies in the U.S., and other sources, and deploys them into proprietary, big data computer models, developed by PhDs over 10 years, to statistically predict the number and rates for every major type of crime," Schiller said in an e-mail. "The result creates a holistic picture of crime risks at neighborhoods in the United States at unprecedented hyper-resolution and accuracy."

At least part of the data comes from the 2011 FBI Unified Crime Reports, a database of crime across America as reported to the agency by individual law enforcement agencies.

The FBI UCR tallies criminal activity, including violent crimes such as murder, aggravated assault, rape and armed robberies.

While the data gives a snapshot of crime in different communities, it isn't specific to individual neighborhoods, said FBI spokesman Stephen Fischer. In fact, the agency doesn't want the data used for lists like this.

"The FBI UCR Program discourages any type of ranking of agencies based on reported data," Fischer said.

So to reach conclusions about violent crime in individual census tracts, Neighborhood Scout had to add other factors into the equation. They just won't say what those are.

It's part of the the company's "intellectual property," Schiller said.

"Our data have been tested on nearly 2 million addresses nationwide, using both retail losses and crime-related insurance claims, as well as validated across 8,000 cities in the U.S. Our predicted accuracy has been proven to be from 90 to 97.2 percent, depending on the type of crime," he added.

In Flint's case, Police Capt. T.P. Johnson wouldn't be surprised if the data is accurate.

Police get a lot of calls to that area, especially to the Evergreen Regency apartment complex off Lippincott, Johnson said.

Evergreen Regency was the scene of a double shooting May 5. It's a place where cars and pedestrians are stopped by an armed security guard on their way onto the property. On a recent afternoon there, a young man raises his arms and is patted down before he's allowed to walk through the gate.

Is it the most violent neighborhood in the city? Johnson would need to see the data to prove it, he said, but it's possible.

"It would be in the top five," he said.

Liya Hines has lived there since she was 3.

"To me, it's not that bad," the 24-year-old said.

It's no worse than other parts of the city, she added.

"This is Flint," Hines said. "The whole city's dangerous."

Harvey Eisman has owned a jewelry store, Southfield Gold and Diamonds, on Dort Highway for more than 20 years. He said he's never had a problem with crime.

"Never," he said. "Everything's good, the customers are good."

If the neighborhood was really one of the most violent in the country, Eisman said he could move.

"I could move my business in a heartbeat if I chose to," he said. "I'm choosing to be here."

Frances Gilcreast doesn't feel unsafe working in the neighborhood. Gilcreast is president of the Flint Branch of the NAACP, which has it's office on Lippencott near Dort.

"I don't feel unsafe. ... I've never had any problems over here," Gilcreast said.

Crime at Atherton East has gotten better in recent years, Kincaid said.

"I don't give a lot of credit to these organizations that do a lot of studies that compare data and can skew it any way they want to," he said.

Thankful that I moved from the 4th Ward as the scanner sites and media show lots of crime in what was a good neighborhood. If south side was believed to be the most violent, why is the new task force focusing on the north end?

But AC Dumas in his push to promote Mayor Weaver claimed the 9th Ward was the ost violent. "If Kincaid can't take cae of his own ward, how can he take care of the city?" asked Dumas. Council are not allowed to dictate to employees or the police department per the charter. While the police are neglecting many wards, only Weaver and her administration can direct their actions.

Odd how the police can get overtime to direct a show of force to protect Weaver in a Church and bloc city hall from open carry when open carry was in city council beore. They can implement a policy of no weapons in city hall.
