The City implemented a hiring freeze after the water lawsuit judgment in Judge Hayman's court. Despite that freeze the City is going ahead with implementing the $84,000 position created by Tolbert for Pamela Coleman. Originally supposed to be a Liason position between the City and Genesee County, the position is now untitled, un-posted, untested and without job specs. It is reminiscent of the ill fated Citizens Service Bureau that cost the City lots of money.
Walling and Henderson have to be implicit in the decision to implement this nonessential position. Research by concerned officers indicates there is no other liason position such as that created by Tolbert. Are we looking towards another "no confidence vote' such as the one implemented against former Police Chief Gary Hagler. Unfortunately, the rumbles of the creation of a "hostile work environment" in the Police Department is reminiscent of previous lawsuits within the department.
Another bad omen is the fact that none of the employees she trained and supervised in the Flint 911 system, successfully passed the county 911 test. Should this be a reflection upon her ability to delegate authority.
This and other nonessential exempt positions within the City should be evaluated. |
