Killbreath asked about the impact of the state income tax changes. Gleason said he was not privy to the county budget concerns. The city was turned down by the state Senate over their request to raise the income tax. Gleason stated the public needs to have input into how millages are allocated as it was apparent when the Senior Center millage was skimmed to favorites.

I favor public input, said Gleason, as there is a moral obligation to provide the residents with a sense of stability and to provide for their public health and welfare. Gleason stressed that sense of stability cannot be accomplished behind closed doors as the citizens need access to the process and complete transparency. There is a need to reassess the functions of the Register of Deeds office and the level of labor, said Gleason.

Killbreath brought up the issue of a County Executive. Former lt. Governor John Cherry's name has been brought up. Gleason said in his opinion a politicin was the wrong choice as the position warranted the possession of a MBA and a background in finance. "We need a Pro."

Gleason believes there is too much money being spent in the wrong places. Regarding his lawsuit he strongly affirms he is defending his public office and the statutory requirements he is expected to provide.

There needs to be a better job of soliciting Corporation Counsel, stated Gleason. I the recent recall attempt to recall Melki, Celeste bell changed the designation of City to Gaines to Gaines Township, which Gleason believed was wrong. The recall petition failed in a 2 to 1 vote. The petitions need to be correct upon submission said Gleason.

Recalls are expensive and his staff has to research. They must be clear, factual and relate to the current term of office. There has been 14 recall attempts for Gaines alone. This appears to be personal politics at play, said Gleason.

"You're given the right (to recall), but you're also given a responsibility".

It has been over five months since the commissioners gave the Veterans Office the right to offer Veterans cards so the vets don't have to carry their papers around with them. This was despite the fact that the Clerks office already has the obligation for storing this information and already had the ability to implement the card.

So far no cards!

I don't believe the contract for software and other services were bid out as local company that could have provided these services.
This is the company!

This thread should hve been linked to the thread about lawsuits as they both involve corruption.

In fact the lawsuits may explain why Curtis praises the new controller and believes he is worth almost $60,000 more than the previous controller.

The county appears to think nothing of taking money from designated funds of other elected officials to subsidize their pet discretionary funding.

The Courts have told the county commissioners to keep their hands off the delinquent tax funds in the Treasurers office. They obviously did not care if there was mney to maintain the lots and homes of foreclosed propertie.

The Clerk-Register of Deeds lawsuit alleges more than one fund has been raided:

The delinquent campaign fines collected by his office was diverted into the general fund.

The fees established by the State for funding technology in the Register of deeds office has also been hit by the commissioners for th general fund

After all, they have to pay their friends for these no-bid contracts, like the Phil Shaltz and Hss $100,0000 plus contract. And don't forget they have to support the Regional Chamber of Commerce in any way they can. .

The County Commissioner have jeopardized the validity and security of the real estate industry with their petty bickering with Clerk-Register of Deeds John Gleason. In talking with various professionals, we have noted how the County Commissioners appear to believe they have more power than they have.

They control the budget, but now they seem to believe they can micromanage the offices of other elected officials. Each of the Commissioners are elected to one of nine districts. Other county elected officials are elected county wide and have offices established by the State Constitution.

I have been told the Finance Committee is not allowing some officials to fill vacant positions so as to use that money to improve the county deficits. If a county elected office has a designated budget, they should be allowed to work within that budget without interference from the commissioners. The same goes for appointed officials in the deeds office. They should not be able to link the appointment of a position held in the office of the previous clerk to appointed positions in the deeds office.

The County Commissioners do not hide their disdain and petty resentment for Gleason. Once a county Commissioner, he went on to higher offices and does not approach the commission hat-in-hand and begging. I would be interested to see just who is pulling the strings a some commissioners admit hey are being told how to vote!

If Corporation Counsel is the legal advisor of all county Departments, then why has the county commission decided to act as the "gatekeeper" of the office? How can the commissioners deny access of other duly elected county officials to the services of the office designed to serve all departments of the county?

GENESEE COUNTY, MI -- The Genesee County Board of Commissioners has taken the first step toward bringing in a third party to handle purchasing after it received harsh criticism for how the county buys things.
The commissioners on Wednesday, Nov. 19, approved a request for qualifications, which invites companies to come forward and explain why they are qualified for the job.

The action comes after commissioners heard the results of a six-month audit that claimed the county's purchasing operations are in shambles.

The county's practices for controlling spending are inconsistent and poorly documented, and leave millions vulnerable to potential fraud and abuse, according to the report presented to the Board of Commissioners Wednesday, Nov. 12.

The company behind that report is ValuePoint, formerly HSS LLC, was hired for $100,000 in March to evaluate the county's procurement process over a six-month period and make recommendations for fixing it.

ValuePoint's assessment included department visits, extensive interviews with employees and document collecting, according to its CEO.

Commissioner Omar Sims, D-Flint, said it's time to let people with expertise in purchasing be in charge of overseeing it.

"Purchasing is not our area," Sims said. "That's not what we were elected to do. That's why we need to bring in experts."

Commissioner Ted Henry, D-Clayton Township, questioned the way the county brought in ValuePoint in the first place.

"The whole process broke our own procurement process in the first place," Henry said.

Obviously, the Purchasing Manager isn't doing the job that he/she is being paid to do. If the Purchasing Department and it's Manager had proper purchasing policies and procedures in place, this wouldn't have become a problem and the $100,000 in taxpayer dollars wouldn't have been wasted on an outside agency reporting problems that should have been blatently obvious to the Manager. It's not rocket science, folks.

I am surprised at the backlash against the county commissioners regarding the no bid contracts. Even Republican are beginning to speak out. Indications are that support for the Shaltz contract continuing is waning.
