Flint Councilwoman Jackie Poplar settles lawsuit, agrees to public apology for comments

FLINT, MI -- A member of the Flint City Council has agreed to publicly apologize for describing an appointee of former Mayor Don Williamson as having professional credentials from a "Bazooka bubble gum wrapper."

But that doesn't mean 2nd Ward Councilwoman Jackie Poplar has to like it when she says it.

The apology agreed to by Poplar ends her part in a lawsuit filed by John Carpenter, who was Flint transportation director for three years -- until late 2009.

The agreement for Poplar to make the apology came this week in federal court in Detroit, said Carpenter's attorney F. Anthony Lubkin.

Poplar called the lawsuit, which also accused her of making false comments about Carpenter, "the stupidest thing," and said she agreed to apologize at two public meetings to finally close the book on the case.

"If an apology makes John Carpenter feel more like a man, so be it," Poplar said. "It's not bothering me. When I can help a man feel like a man, then let me help."

Carpenter sued the city over his dismissal and Poplar's comments, saying he was illegally targeted for firing because of age and political ties to a former mayor.

He said today that he was willing to accept a small settlement to resolve the firing issue but would not drop his case without getting the apology from Poplar.

"Hopefully she learned something and taught other council people to think before they open their mouths," said Carpenter, who said a judge's order requires Poplar to notify him of when she will make the public apology.

"You bet I'll be there," he said.

Lubkin declined to disclose the amount the city settled its portion of the lawsuit for, and MLive-The Flint Journal could not immediately reach city spokesman Jason Lorenz or City Attorney Peter Bade for additional information or comment.

Poplar said she will apologize "whenever I feel like it" and said she never even identified Carpenter by name when she criticized a certain department head's credentials.

"I did not call John Carpenter's name but because of his pettiness," the lawsuit was filed, she said. "Obviously, he's got a problem."

I was at the council meeting where this happened. Kay Muhammed, was originally to replace Carpenter and Muhammed was family. She was a Poplar before she was married. While Muhammed is exceedingly intelligent, she had no experience in the practical application of he transportation department. She had been Williamson's secretary while she worked on her degree. Poplar denigrated Carpenter so she could praise her husband's niece.

With Carpenter, it was never about the money. Carpenter has a long history in construction and has built entire subdivisions. He and Brown disagreed on some issues and Carpenter refused to be a "team player" and he told Brown he would do what was right, not necessarily what Brown wanted, The wreck of the old HURLEY nursing home on Begole, between Fifth and University was only torn down because of Carpenter's insistence. MSHDA helped with the final stages after HURLEY, and the Land bank resisted helping with the financing. Today even the house are gone and the site is beautiful and vacant while waiting or development.

Jackie Poplar voted over 200 times to make her sister-in-law, Donna Poplar, the Ombudsman. The vote went on until the early morning hours until Mays negotiated some settlement. The new Ombudsman, Croom, saw negotiations going on and he refused to honor them resigned. Jackie had to get the nod from her sister-in-law, before she would change her vote. Pat Clawson outed the deal because he was sitting in front of Donna and heard everything.

Donna Poplar and her 501 C(4) group, Sisters United made a big show of coming to support Jackie poplar when some council members asked her to step down. This was during the time the feds gave her a pass for extorting money for liquor licenses. She had to make a formal apology then too as part of her special deal. She lashed out at then council members Sandy Hill and Ehren Gonzales.

Sisters United were pretty visible during some political campaigns and may have violated campaign laws. They made videos for Walling during his campaign..

I agree. With her ignorant statements, she needs to go. Anyone who supports her after these embarrassing quotes, needs to leave with her.

Another embarrassing incident by a Poplar. At least this one did not involve a felony.

Good for you, Mr. Carpenter. Councilwoman Poplar continues to make uncivil and inappropriate slurs against many members of the Flint administration. She could disagree without resorting to personal attacks.

Flint City Attorney Peter Bade said in an email that John Carpenter filed this lawsuit in January 2011, initially seeking more than $1 million in damages.

The City settled its portion of the lawsuit for $1,000, and Councilwoman Jackie Poplar agreed to retract statements she made that were uncivil and impolite, Bade said in an email to MLive-The Flint Journal.

"If Mr. Carpenter is calling this arrangement a victory for him, so be it," Bade's statement says.
