The nearly $1,3 million contract that went to Charles Young Jr and Operation Unification to rehab 14 houses in North Flint around Dupont Street initially was originally to benefit the Carriage Town. Tracy Atkinson insisted on the switch despite protests from staff. That contract is now in the courts and even involved fraud claims from Consumer Energy.
