Council never invoked the charter requirement that lobbyist fill out forms to indicate their status. Alex Harris lobbied for Rilo and kearsley Estates and was never asked if he was being paid. The charter assumes a lobbyist is being paid unless they state they are not.

Mayes admitted he was being paid when he lobbied for zoning changes and liquor licenses. His contracts required $10,000 with a $5,000 rebate if he was unsuccessful. His zeal to win this issues resulted in 2 PPO's being filed against him.

Mays and then Councilman Ed Taylor allegedly were paid $40,000 by the tribe to try to bring a casino to Flint. They made their third partner angry when she says they cheated her out of her share. They were at a City Council meeting with Art Blackwell in an attempt to influence the council.

Former City Administrator asked the Sheriff's office to investigate allegations made by Mays and Taylor at a council meeting that she had solicited bribes. Two years prior to these allegations and during the Mayor's election, this business man told me he was solicited by an individual for a bribe. When that message was relayed to Cook, the businessman was told no payment would ever be asked for as every thing went through the bid process. The Sheriff found no credibility in the allegations off bribery and the person asking for the bribe may have been asking for himself.

While on the council Ed Taylor often mentioned his clients on Dort Highway. Yet he never admitted he worked for AA Capital Partners. Part of his job was involved with casino investments. He never disclosed this employment, even during his divorce, until he disclosed it as a trustee at a pension meeting when he wanted to bring his company in for the board to consider investing. It never came out that he was a Vice President for the company until the owner was indicted.

Jackie Poplar asked the Flint City Attorney if it was legal for her to have a scholarship fund. But Poplar never said she was planning on extorting money from non black party store owners. She got a sweetheart deal from the US Attorney and had to make a public apology in lieu of being charged. Taryn Asher, who was then with Channel 12, broke the story.

When Poplar was asked to resign by former councilman Ehren Gonzales she called him a drunk and a wife beater. Then she called former councilwoman Sandy Hill racist who used the N word. Not surprising that the allegations regarding the N word racism were made by the same person alleging bribes. Hill believed it was because she refused a date with him.

Then the 501(c)(4) social club Sister's United, led by Poplar's sister-in-law, came in force to City Council in an attempt to intimidate.

When Poplar was informed it was a conflict-of-interest for her to vote to place her sister-in-law on the Hurley Board of Managers, she asked why it wasn't a conflict when she voted over 200 times for her sister-in-law to be Ombudsman.

Poplar and former councilwoman Sims both violated the charter when they ordered Nancy Rich of DCED to give money to GECA . GECA owed over $3,000 in taxes. Poplar also demanded the Flint Area Investment Fund give loans to a businessman in her ward. The man already had more than one loan and was in default. Council, per the charter, is not allowed to give direct orders to staff and employees.

I sincerely hope Earley and Bade make a concerted effort to have Council follow the charter. Also how many conflicts escaped detection or could not be proven?
