Topic: DOE-vindicated employees still lose jobs

Former employees of the Flint Deppartment of Community and Economic Development (DCED) wrote to the law department and documented their concerns over the Department of Energy Grant and others. The Law Dept. did not respond and Karen Morris then spoke to the Department of Energy about her concerns. She filed a Whistle blower lawsuit after the city allegedly retaliated against her. From the October 27,2011 letter sent by the Department of Energy when terminating their grant:

"On July 29,2011, DOE suspended the above referenced grant in response to allegations of serious mismanagement or misuse of block grant awards. The allegations were serious enough to warrant immediate suspension of the grant. At a minimum, DOE was reviewing the grant regarding concerns about the incurrence of unallowable costs, the use of improper procurement practices, the pursuing of activities beyond the approved scope of work, and other indicators of serious mismanagement.


The city terminated the services of Karen Morris, Glenda Dunlap and Suzanne Wilcox. These are the employees who filed complaints of violence in the workplace, misuse of grants and a civil service complaint on the merit principle. Carol Freeman retired after what she views was essentially a constructive discharge. In other words she was forced out of her job by pervasive and intense harassment. She was also a complaintant.

In the meantime, the City is attempting to portray these employees as being responsible for losses from the grants process. These employees were pulled from the energy grant and that was monitored by Tracy Atkinson. Yet Atkinson is still there despite this extremely critical letter from the DOE.

The City attempted to still the Civil Service Commission in a court battle and lost. Perhaps their new argument is these ladies are no longer City Employees, so they can stop the Civil Service Commision hearings. The eidence coming out of the hearing was very damaging to the city and the city was determined to bring it to an end.

Now a number of city employees are being told they cannot communicate with or talk to these former city employees.

FLINT (WJRT) -
(11/14/11) - A letter from the Department of Energy said it has terminated a community block grant awarded to the city of Flint two years ago.

The document is dated Oct. 27, but Flint City Council members said they got the letter in their mailbox right before Monday's meeting.

Councilman Sheldon Neeley said he called the administration about the status of the grant. "I called the city attorney last week, asking about this grant because members of the community were asking me, he said there was no communication."

The federal government called into question $214,991.25. $327,617.71 has already been spent. The grant is worth more than a million dollars.

Neeley called for an investigative hearing to take a closer look at the Department of Community and Economic Development and all grants the city has received. "We have a responsibility to this community."

"The Department of Energy cites mismanagement on the part of the administration and that the administration knowingly submitted inadequate financial reports. That's the same thing the state said in their letter," said Councilman Delrico Loyd.

City Administrator Greg Eason warned council members on implications this hearing could have on the city. "Right now there could be some pending criminal investigation on the part of federal government because of some of the activities that have occurred in the last few years inside of the city. I'm warning the city council 'don't comprise the city.'"

The hearing is scheduled for Nov. 22. Flint has 30 days to refund the federal government and this means they won't be getting the remainder of the grant

Sounds like a typical Eason threat. What's wrong with truth, Eason, are the flames too close?

Sounds like Bade, when he was asked why the letter was not released when it was received. "I have to protect the interests of my client". Who's your client, Pete, the mayor & administration, or the people of Flint?

BROWN SUBMITTED A REVISED CONFLICT OF INTEREST STATEMENT TO COVER THE ACTIONS OF EASON. THE GRANT HAS BEEN REVIVED, BUT WHAT IF ANY REPAYMENT MUST BE MADE. BROWN TERMINATED THE CONTRACTS OF KATE FIELDS AND JUAN PIMENTAL, BUT HAS INDICATED NO PROSECUTIONS.

Three of the Four employees are back on the job and are the employees HUD is working with to resolve issues. Harrassment on the job is said to be the reason the fourth retired early, although she loved her job.
