#43 Campaign begins among swirling issues of illegal payments and council mayor battles!

There are 74 Days left until the Flint City Council Campaign August 2,2005.
MUSINGS-
The campaign is under way. In the 7th Ward there are four acceptable candidates ,an electorate exhausted with the embarrassment caused by our city leaders, and headlines filled with city controversies.
Yesterdays headline noted the attorney general has ordered the council members ( to include city administrator Peggy Cook who was on the City Council), all but Matt Schlinker ( Schlinker returned his)and Bernie Murphy ( never took the money), to return each $27,000 in back pay they awarded themselves , now called illegally, as almost their first act when the financial receivership was ended and the council as returned to power. Prosecutor Leyton has charged two business people and an ex city employee for converting 1.7 million dollars of City of Flint money to personal use. Where were our checks and balances. Blame the Mayors and council people whose job it was to monitor how our money was given to a convicted felon.

Several days ago 4th Ward candidate Hill attacked the City Clerk for political gain. She made a confrontation out of City clerk employees simply helping her correct problems with her petitions. I happened to be at the clerks counter when Ms Hill approached. The Clerk employees did nothing wrong Ms. Hill did. City Clerk Inez Brown is protecting the public interest in how she administers her office. We should all support her.
Eric Mays seems to think he has enough signatures to recall the Mayor. The Council seems to think they have enough ammo to forfeit his office. An outsider would think our city is in turmoil. After reading the headlines would you move your home or business to Flint?
[fr] contacted me about my position on the two year council term. I answered I am publicly for it I have taken the position 30 days ago publically, on my literature and in this blog. The City Charter originally called for two year terms. The Council put in on the ballot and the citizens amended the council terms to 4 years. That should be changed. If you want your council accountable bring back the two year terms. I’ll help circulated petitions on this question, today.
CAMPAIGN: My fundraiser is scheduled for June 2nd at the Greater Flint Arts Council 5pm - we will have a jazz band great food and many friends. Donation recommended is $50.00. Check can be mailed to Terry Bankert Committee 1000 Beach St., Flint MI 48503
Every Sat 8 am to 10 am I sponsor a meet the candidate at the American Diner family restaurant on Dort Hwy the Old Bill Knapps. Stop by I’ll by the coffee and answer your questions. Additionally my campaign will be at the farmers market and the Kearsly Park flea market. We will distribute literature in two pct and I will knock on 100 doors.
ISSUE: THOUGHTS ABOUT EFFECTIVE AND EFFICIENT MANAGEMENT OF A GOVERNMENTAL UNIT
What is needed is a process that results in government that demands professional management systems from those it already employs. Efficient and effective governmental systems following the adopted policy of elected leaders should be our goal.
Managers, city or county, are promoted to bring the process of effective and efficient government to their governmental unit. Managers , to be worth their cost, must bring a skill set that is not present in those it presently employs.
The skill set, methods of efficient and effective government, is more important than the position of manager.
To avoid the cost of a new management layer how can this skill set be demanded of those we currently employ and how do we elect leaders that hold these values as important?
It's not sexy to run on a platform of effective and efficient government much less find a candidate that understands its meaning. Thus we default to hiring a manager to resolve this issue.
ISSUE: WATCH THE WATER LOOP ISSUES DEVELOP.
