The Flint City Council refused to buy 20 garbage trucks from McNeilus Truck on Monday, asking that the purchase be put out for bids again ?this time with better specifications. Here are the rejected bids:
McNeilus Truck of Grand Rapids: $2.7 million and $363,000 for trade-ins.

C & S Motors of Flint: $2.4 million and $300,000 for trade-ins.

Bell Equipment of Lake Orion: $2.6 million and $300,000 for trade-ins.

Great Lakes Service of Detroit: $2.7 million and no offer for trade-ins.

FLINT - The City Council dumped Mayor Don Williamson's plan for buying new garbage trucks Monday and asked him to rebid the expensive replacement plan.

The decision came after council members checked out competing equipment earlier in the day and decided to start over, a process that will take at least several weeks.

A local company -? & S Motors -?ad bid less than McNeilus Truck of Grand Rapids, the company recommended by Williamson.

The council made its decision despite a last-minute plea from Transportation Director William Ayre, who said every day of delay costs city taxpayers more as money is spent patching up worn-out trucks.

"I frankly am concerned that our fleet is not going to hold up. It is a critical situation and it's urgent," Ayre told the council in a committee meeting Monday.

Ayre had argued that despite having the highest bid, McNeilus was a better value because the company offered a superior engine and a design that would save the city in the long run.

Thirty-one garbage collectors signed a petition, urging council to vote for the McNeilus trucks, he said.

But the proposal had no support on the council -?artly because companies weren't asked to submit bids for the same product and because the council couldn't split up the contract among the bidders.

President Johnnie Coleman said poor bid specifications left the city no flexibility.

"There's a lot of things (done incorrectly)," Coleman said. "I think (we should rebid) so we can get an apples-to-apples bid."
