The city is getting a money-saving garbage disposal plan and maybe the start of a better relationship between the City Council and Mayor Don Williamson.

One week after torpedoing two contracts, the council on Monday agreed to Williamson's ideas to change where Flint's garbage is dumped and what's allowed at the curb. An aide to the mayor said he expects the council to get some of what it's been wanting as well.

Council members have been waiting for Williamson to pay bills, including charges for an annual audit and the council computer system.

Those issues never came up Monday, but city Transportation Director William C. Ayre said he thinks "the mayor is going to take care of some of these."

"We've been working hard to try to get our point of view across. Some progress (has been made) to get a working relationship," Ayre said.

Of course, there are still miles to go.

Attorneys for the council and the mayor were arguing in court earlier Monday, and members still criticized Williamson for snubbing them after approving the contracts.

But at least they can move to an issue other than garbage.

Under the new plan, residents will be able to put household waste, bulk items, some building materials and compost out for collection on the same day.

By dumping at Citizens Landfill in Mundy Township, rather than Brent Run Landfill in Montrose Township and sending yard waste to a transfer station on Dort Highway near Pierson Road, officials estimate the city will save $400,000 annually.

2nd Ward Councilman Ed Taylor voted against the contracts and Council President Johnnie Coleman voted against one of the pair.

The contracts total about $1.6 million over two years. The council also approved contracts for asphalt resurfacing and for work that was done previously without its approval.

"This council took some big steps tonight to try to work and get along with this administration," said Coleman, who credited Ayre for working with the council.

Taylor said the council keeps giving Williamson a helping hand even though he's ignored and stepped on it.

"You all keep getting the fish off the hook," Taylor said.

Council members who voted for the no-contract bills said vendors should be paid even if the arrangements were improper.

They didn't say their actions were tied to their expectation the mayor would implement a resolution the council passed a week ago that would give it $93,000 for additional professional services and for an attorney's opinion on election-related issues.

The city is changing the way it collects disposes of garbage and yard waste. The details include:
Changes won't take effect immediately, but Transportation Director William C. Ayre said he soon will start work on a program for yard waste and household garbage to be picked up on the same day and to allow some construction materials to be picked up at the curb as well.

Garbage trucks will take household waste to Citizens Disposal in Mundy Township, rather than Brent Run Landfill in Montrose Township.

Yard waste will be dumped at Genesee Waste Services' transfer station on Dort Highway near Pierson Road. That company will be responsible for disposal.
