The state Treasury Department found no violations of state laws regarding $800,000 in budget transfers, as outlined in a letter the Flint City Council sent earlier this month.

The state's response, sent last week, also said budget disputes should be resolved locally.

But John Schlinker, the council's attorney, said the response is so vague it doesn't directly address the transfers. He said he will submit another letter that details what he believes are specific state law violations to force state officials to address the issue.

The transfers, which allowed the city to bring back 10 workers, avoid more layoffs and reopen the Civil Service Commission, were made Feb. 1 after the two sides couldn't agree on how to amend the 2004-05 budget - a dispute that's now in court.
