Mayor Don Williamson is known to make grand pronouncements, but he failed to give the one speech the charter says he has to at least once a year - the State of the City.

With only days left in 2004, an aide says the mayor will give the ceremonial speech, but early next year. Joe Conroy, the city's governmental operations director, said it was the responsibility of former emergency financial manager Ed Kurtz to give the 2004 address.

"The mayor didn't have control of government until July 1," said Conroy, who added Williamson has been busy with a review of city operations.

It's unclear what the penalty, if any, is for not living up to the charter, but City Council President Johnnie Coleman said not holding the speech will be one of multiple charter violations the council plans to examine next year.

"The truth of the matter is that probably no one knows how to do that correctly in his administration," Coleman said.
